target=\"_blank\" href=\"https:\/\/unfccc.int\/kyoto_protocol\/items\/2830.php\" rel=\"noopener noreferrer\">\u4eac\u90fd\u8bae\u5b9a\u4e66<\/a>\u300b\u7b2c\u4e00\u627f\u8bfa\u7ed3\u675f\u7684\u65e5\u5b50\u3002\u300a\u4eac\u90fd\u8bae\u5b9a\u4e66\u300b\u89c4\u5b9a\u53d1\u8fbe\u56fd\u5bb6\u5e94\u57282008-2012\u5e74\u5ea6\u5185\u5b8c\u6210\u57281990\u5e74\u57fa\u7840\u4e0a\u51cf\u5c115%\u7684\u6e29\u5ba4\u6c14\u4f53\u6392\u653e\u7684\u76ee\u6807\u3002\u76ee\u524d\u7b2c\u4e8c\u627f\u8bfa\u671f\u4e34\u8fd1\uff0c\uff08\u4f1a\u8bae\u5374\u9762\u4e34\u7740\uff09\u52a0\u62ff\u5927\u7ec8\u6b62\u5c65\u884c\u7ea6\u5b9a\uff0c\u4fc4\u7f57\u65af\uff0c\u65e5\u672c\u53ca\u65b0\u897f\u5170\u7b49\u56fd\u5bb6\u62d2\u7edd\u5728\u7b2c\u4e8c\u9636\u6bb5\u505a\u51fa\u4efb\u4f55\u51cf\u6392\u627f\u8bfa\u7684\u56f0\u5883\u3002\u6b64\u5916\uff0c\u4e16\u754c\u7b2c\u4e8c\u5927\u6e29\u5ba4\u6c14\u4f53\u6392\u653e\u56fd\u7f8e\u56fd\u81f3\u4eca\u4ecd\u672a\u7b7e\u7f72\u4eac\u90fd\u8bae\u5b9a\u4e66\u3002<\/p>\n<p>\u7f8e\u56fd\u53ca\u5176\u4ed6\u5bcc\u88d5\u56fd\u5bb6\u575a\u6301\u4ed6\u4eec\u5c06\u4e0d\u4f1a\u5728\u65e0\u8bba\u8d2b\u5bcc\u7684\u6240\u6709\u56fd\u5bb6\u90fd\u7b7e\u7f72\u534f\u7ea6\u524d\u7b7e\u7f72\u4efb\u4f55\u5177\u6709\u6cd5\u5f8b\u6267\u884c\u529b\u7684\u51cf\u6392\u534f\u7ea6\uff0c\u4ed6\u4eec\u5c06\u77db\u5934\u6307\u5411\u4e2d\u56fd\u548c\u5370\u5ea6&mdash;&mdash;\u76ee\u524d\u4e16\u754c\u7b2c\u4e00\u53ca\u7b2c\u4e09\u5927\u6e29\u5ba4\u6c14\u4f53\u6392\u653e\u56fd\uff0c\u5c3d\u7ba1\u76ee\u524d\u5927\u6c14\u5c42\u4e2d\u5927\u591a\u6570\u589e\u52a0\u7684\u6e29\u5ba4\u6c14\u4f53\uff08\u4e3b\u8981\u662f\u4e8c\u6c27\u5316\u78b3\uff09\u662f\u7531\u5bcc\u88d5\u56fd\u5bb6\u6392\u653e\u7684\u3002\u4e2d\u56fd\u548c\u5370\u5ea6\u5219\u6307\u51fa\u4ed6\u4eec\u76ee\u524d\u7684\u4eba\u5c45\u6392\u653e\u91cf\u4f9d\u7136\u8fdc\u4f4e\u4e8e\u7f8e\u56fd\uff0c\u5e76\u4e14\u4e24\u56fd\u4e5f\u5df2\u7ecf\u627f\u8bfa\u8f6c\u5411\u66f4\u52a0\u73af\u4fdd\u7684\u53d1\u5c55\u8def\u7ebf\u3002\u5370\u5ea6\u5185\u9601\u4e0a\u5468\u6307\u51fa\u4ed6\u4eec\u5c06\u4e0d\u4f1a\u7b7e\u7f72\u4efb\u4f55\u5177\u6709\u6cd5\u5f8b\u6267\u884c\u529b\u7684\u51cf\u6392\u7ea6\u5b9a\u3002\u591a\u54c8\u6c14\u5019\u5927\u4f1a\u7684\u8c08\u5224\u524d\u666f\u5e76\u4e0d\u4e50\u89c2\u3002<\/p>\n<p>\u8fd1\u5e74\u6765\uff0c\u60c5\u51b5\u66f4\u662f\u6301\u7eed\u6076\u5316\u3002\u53d1\u5c55\u4e2d\u56fd\u5bb6\u62c5\u5fc3\u53d1\u8fbe\u56fd\u5bb6\u4f1a\u5728\u6570\u636e\u65b9\u9762\u505a\u624b\u811a\uff0c\u4e0d\u5151\u73b0\u6240\u627f\u8bfa\u7684\u8d44\u52a9\u53d1\u5c55\u4e2d\u56fd\u5bb6\u7eff\u8272\u8f6c\u578b\u7684300\u4ebf\u7f8e\u5143\u3002\u8054\u5408\u56fd<a target=\"_blank\" href=\"https:\/\/www.google.com\/url?q=http%3A%2F%2Fgcfund.net%2Fhome.html&amp;sa=D&amp;sntz=1&amp;usg=AFQjCNE73BAvUdGfBuIGase_YeSD1ObLgA\" rel=\"noopener noreferrer\">\u7eff\u8272\u6c14\u5019\u57fa\u91d1<\/a>\u5c31\u6b64\u5e94\u8fd0\u800c\u751f\uff0c\u7136\u800c\u8fd9\u7b14\u6b3e\u9879\u5728\u73b0\u9636\u6bb5\u53ea\u662f\u676f\u6c34\u8f66\u85aa\uff0c\u4e14\u53d1\u8fbe\u56fd\u5bb6\u4ee5\u5168\u7403\u91d1\u878d\u5371\u673a\u4e3a\u501f\u53e3\u62d2\u7edd\u589e\u52a0\u6b3e\u9879\u3002\u6bcf\u5e74\u6dfb\u8d441000\u4ebf\u7f8e\u5143\u76f4\u81f32020\u5e74\u7684\u627f\u8bfa\u66f4\u663e\u5f97\u9065\u9065\u65e0\u671f\u3002\u56fd\u9645\u975e\u653f\u5e9c\u7ec4\u7ec7\u4e50\u65bd\u4f1a\u8868\u793a\uff1a&ldquo;\u8fd9\u5c31\u597d\u50cf\u4eba\u4eec\u5e0c\u671b\u7ecf\u6d4e\u590d\u82cf\uff0c\u4f46\u76ee\u524d\u770b\u67652013\u5e74\u4ecd\u662f\u4e0b\u964d\u7684\u8d8b\u52bf\u3002&rdquo;<\/p>\n<p>\u8fd9\u4e9b\u4e89\u8bba\u8fd120\u5e74\u6765\u5728<a target=\"_blank\" href=\"https:\/\/www.google.com\/url?q=http%3A%2F%2Funfccc.int%2F2860.php&amp;sa=D&amp;sntz=1&amp;usg=AFQjCNGRwzvyHJs7ELpon77l0ftUR1OvBA\" rel=\"noopener noreferrer\">\u8054\u5408\u56fd\u5404\u5c4a\u6c14\u5019\u5927\u4f1a<\/a>\u4e0a\u4e0d\u65ad\u91cd\u590d\uff0c\u5728\u591a\u54c8\u5927\u4f1a\u4e0a\u8fd9\u6837\u7684\u4e89\u5435\u5c06\u4f1a\u66f4\u6fc0\u70c8\u3002\u4e00\u65b9\u9762\uff0c\u4ee577\u56fd\u96c6\u56e2\u548c\u4e2d\u56fd\u4e3a\u4ee3\u8868\u7684\u53d1\u5c55\u4e2d\u56fd\u5bb6\u5e0c\u671b\u80fd\u5ef6\u957f\u300a\u4eac\u90fd\u8bae\u5b9a\u4e66\u300b\u7684\u671f\u6548\u5e76\u8981\u53d1\u8fbe\u56fd\u5bb6\u5728\u51cf\u6392\u65b9\u9762\u505a\u51fa\u66f4\u5927\u7684\u627f\u8bfa\u3002\u53e6\u4e00\u65b9\u9762\uff0c\u8bb8\u591a\u53d1\u8fbe\u56fd\u5bb6\u5219\u575a\u6301\u300a\u4eac\u90fd\u8bae\u5b9a\u4e66\u300b\u5df2\u7ecf\u5b8c\u6210\u4e86\u5176\u5386\u53f2\u4f7f\u547d\uff0c\u5e0c\u671b\u5f00\u542f\u65b0\u4e00\u8f6e\u8c08\u5224\uff0c\u5236\u5b9a\u65b0\u76842020\u5e74\u540e\u5f00\u59cb\u5b9e\u65bd\u7684\u5168\u7403\u6027\u6cd5\u5f8b\u6761\u7ea6\u3002\u4e0a\u4e00\u5c4a\u7684\u8054\u5408\u56fd\u5fb7\u73ed\u5927\u4f1a\u786e\u5b9a\u5404\u56fd\u5c06\u57282015\u5e74\u524d\u5f00\u59cb\u65b0\u6761\u7ea6\u7684\u8c08\u5224\uff0c\u4f46\u76ee\u524d\u4e3a\u6b62\u4ecd\u6ca1\u6709\u4efb\u4f55\u8ff9\u8c61\u8868\u660e\u8c08\u5224\u5c06\u5728\u8be5\u6700\u540e\u671f\u9650\u524d\u5f00\u59cb\u3002\u4ee3\u886851\u4e2a\u53d1\u5c55\u4e2d\u56fd\u5bb6\u7684\u975e\u653f\u5e9c\u56fd\u9645\u7ec4\u7ec7<a
