noreferrer\">\u6211\u524d\u9762\u8bb2\uff0c\u8981\u6253\u9020\u4e2d\u56fd\u7ecf\u6d4e\u7684\u5347\u7ea7\u7248\uff0c\u5c31\u5305\u62ec\u5728\u53d1\u5c55\u4e2d\u8981\u8ba9\u4eba\u6c11\u547c\u5438\u6d01\u51c0\u7684\u7a7a\u6c14\uff0c\u996e\u7528\u5b89\u5168\u7684\u6c34\uff0c\u98df\u7528\u653e\u5fc3\u98df\u54c1&hellip;&hellip;\u6211\u4eec\u4e0d\u80fd\u4ee5\u727a\u7272\u73af\u5883\u6765\u6362\u53d6\u4eba\u6c11\u5e76\u4e0d\u6ee1\u610f\u7684\u589e\u957f\u3002<\/a>&rdquo;<\/p>\n<p>\u636e\u65b0\u534e\u793e\u62a5\u9053\uff0c\u8fd9\u4f4d\u65b0\u5c31\u4efb\u7684\u603b\u7406\u5728\u8bb0\u8005\u62db\u5f85\u4f1a\u4e0a\u8fd8\u8868\u793a\u8981\u5728\u6c34\u571f\u6c61\u67d3\u6cbb\u7406\u7b49\u91cd\u8981\u95ee\u9898\u4e0a\u8bbe\u7f6e\u65f6\u95f4\u8868\u3002<\/p>\n<p>\u5c3d\u7ba1\u5927\u591a\u6570\u8bc4\u8bba\u5458\u5bf9\u4e8e\u65b0\u603b\u7406\u6b64\u756a\u5728\u73af\u4fdd\u95ee\u9898\u4e0a\u770b\u4f3c\u91cd\u89c6\u7684\u8868\u6001\u611f\u5230\u6ee1\u610f\uff0c\u4ed6\u4eec\u4ecd\u4e0d\u6562\u8fc7\u65e9\u5730\u5bc4\u4ee5\u8fc7\u9ad8\u5e0c\u671b\u3002<\/p>\n<p>\u54c8\u4f5b\u5927\u5b66\u4e2d\u56fd\u9879\u76ee\u7684\u6267\u884c\u4e3b\u4efbChris Nielsen\u544a\u8bc9\u4e2d\u5916\u5bf9\u8bdd\uff1a&ldquo;\uff08\u674e\u514b\u5f3a\u5728\u8bb0\u8005\u62db\u5f85\u4f1a\u4e0a\u7684\u8868\u6001\uff09\u786e\u5b9e\u662f\u674e\u514b\u5f3a\u603b\u7406\u51b3\u5fc3\u5728\u73af\u5883\u6c61\u67d3\uff08\u6cbb\u7406\uff09\u4e0a\u6709\u6240\u4f5c\u4e3a\u7684\u4fe1\u53f7\u3002&rdquo;\u7136\u800c\u4e0e\u6b64\u540c\u65f6\uff0c\u8377\u5170\u74e6\u683c\u5b81\u6839\u5927\u5b66\u793e\u4f1a\u79d1\u5b66\u9662\u9662\u957f\u3001\u5b66\u672f\u671f\u520a\u300a\u751f\u6001\u653f\u6cbb\u5b66\u300b\u7684\u8054\u5408\u4e3b\u7f16Arthur Mol\u5219\u544a\u8beb\u4eba\u4eec&ldquo;\u786e\u5b9e\u5e94\u8be5\u7b49\u5230\u4ed6\u7684\uff08\u674e\u514b\u5f3a\u7684\uff09\u653f\u7b56\u51fa\u53f0\u4e86\u518d\u505a\u8bc4\u5224&rdquo;\u3002<\/p>\n<p>\u5f53\u7136\uff0c\u603b\u6709\u66f4\u4e3a\u4e50\u89c2\u7684\u89c2\u5bdf\u8005\u3002<\/p>\n<p>\u65b0\u52a0\u5761\u56fd\u7acb\u5927\u5b66\u4e1c\u4e9a\u7814\u7a76\u6240\u7684\u8c03\u67e5\u5458\u9648\u521a\u5728\u63a5\u53d7\u300a\u4e2d\u5916\u5bf9\u8bdd\u300b\u91c7\u8bbf\u7684\u65f6\u5019\u8bf4\uff1a&ldquo;\u4ece\u653f\u6cbb\u89d2\u5ea6\u8bf4\uff0c\u653f\u5e9c\u5728\u6c61\u67d3\u95ee\u9898\u4e0a\u7acb\u573a\u7684\u8f6c\u53d8\u660e\u663e\u5e76\u4e14\u5341\u5206\u503c\u5f97\u6ce8\u610f\u3002\u65b0\u653f\u5e9c\uff08\u5728\u9762\u5bf9\u73af\u5883\u95ee\u9898\u65f6\uff09\u66f4\u4e3a\u8001\u7ec3\u5e76\u4e14\u7ad9\u5230\u4e86\u516c\u4f17\u7684\u4e00\u8fb9\u3002&rdquo;<\/p>\n<p>\u4e2d\u56fd\u4eba\u6c11\u5927\u5b66\u73af\u5883\u7ecf\u6d4e\u5b66\u6559\u6388\u9773\u654f\u540c\u6837\u8ba4\u4e3a\u65b0\u653f\u5e9c\u80fd\u52a1\u5b9e\u5730\u5904\u7406\u597d\u4e2d\u56fd\u7684\u73af\u5883\u95ee\u9898\u3002\u5979\u8bf4\uff1a&ldquo;\u5728\u4e2d\u56fd\u73af\u5883\u95ee\u9898\u5df2\u7ecf\u5230\u4e86\u975e\u89e3\u51b3\u4e0d\u53ef\u7684\u5730\u6b65\u4e86\u3002\u5c31\u672c\u5c4a\u653f\u5e9c\u76ee\u524d\u7684\u4e00\u4e9b\u4e3e\u63aa\u770b\uff0c\u8fd8\u662f\u88ab\u8ba4\u4e3a\u662f\u4e00\u4e2a\u52a1\u5b9e\u7684\u653f\u5e9c\uff0c\u56e0\u6b64\uff0c\u6211\u4e2a\u4eba\u5bf9\u672c\u5c4a\u653f\u5e9c\u80fd\u52a1\u5b9e\u5730\u89e3\u51b3\u73af\u5883\u95ee\u9898\u6301\u4e50\u89c2\u6001\u5ea6\u3002&rdquo;<\/p>\n<p><strong>\u671f\u671b\u4e0e\u5373\u5f97\u5229\u76ca<\/strong><\/p>\n<p>\u4ece\u674e\u514b\u5f3a<a href=\"https:\/\/thediplomat.com\/china-power\/li-keqiang-and-green-growth\/\" target=\"_blank\" rel=\"noopener noreferrer\">\u8fc7\u5f80\u7684\u73af\u5883\u653f\u7ee9<\/a>\u6765\u770b\uff0c\u4e50\u89c2\u8005\u672a\u5fc5\u6ca1\u6709\u9053\u7406\u3002<\/p>\n<p>\u8fd9\u4f4d\u65b0\u603b\u7406\u5728\u8fd8\u662f\u526f\u603b\u7406\u671f\u95f4\u66fe\u4f5c\u4e3a\u4e2d\u56fd\u73af\u5883\u4e0e\u53d1\u5c55\u56fd\u9645\u5408\u4f5c\u59d4\u5458\u4f1a\uff08\u56fd\u5408\u4f1a\uff09\u4e3b\u5e2d\uff0c\u800c\u56fd\u5408\u4f1a\u6b63\u662f\u4e00\u4e2a\u7531\u4e2d\u5916\u73af\u53d1\u9886\u57df\u9ad8\u5c42\u4eba\u58eb\u4e0e\u4e13\u5bb6\u7ec4\u6210\u7684\u3001\u975e\u8425\u5229\u7684\u56fd\u9645\u6027\u9ad8\u7ea7\u54a8\u8be2\u673a\u6784\u3002\u53bb\u5e7412\u6708\u4efd\uff0c\u65f6\u4efb\u526f\u603b\u7406\u7684\u674e\u514b\u5f3a\u5728\u56fd\u5408\u4f1a\u5e74\u4f1a\u4e0a\u63d0\u5230<a href=\"https:\/\/www.gov.cn\/ldhd\/2012-12\/13\/content_2289232.htm\" target=\"_blank\" rel=\"noopener noreferrer\">\u8981\u63a8\u52a8\u53d1\u5c55\u8f6c\u578b\uff0c\u4ee5\u5efa\u8bbe\u751f\u6001\u6587\u660e\u7684\u73b0\u4ee3\u5316\u4e2d\u56fd<\/a>\u3002<\/p>\n<p>\u674e\u514b\u5f3a\u8fd8\u66fe\u63a8\u52a8\u7a7a\u6c14\u8d28\u91cf\u7ed3\u679c\u7684\u516c\u5e03\uff0c\u5e76\u5728\u591a\u4e2a\u573a\u5408\u5f3a\u8c03\u589e\u52a0\u653f\u5e9c\u73af\u4fdd\u5de5\u4f5c\u900f\u660e\u5ea6\u7684\u91cd\u8981\u6027\u3002\u636e\u65b0\u534e\u793e\u62a5\u9053\uff0c\u5728\u7a7a\u6c14\u8d28\u91cf\u76d1\u6d4b\u4e2d\u91c7\u7528PM2.5\u7684\u6d53\u5ea6\u4f5c\u4e3a\u76d1\u6d4b\u6807\u51c6\u4e5f\u662f\u8fd9\u4f4d\u65f6\u4efb\u526f\u603b\u7406\u63a8\u52a8\u7684\u3002\u65b0\u534e\u793e\u5728\u674e\u514b\u5f3a\u7279\u7a3f\u4e2d\u5199\u9053\uff1a&ldquo;<a href=\"https:\/\/news.xinhuanet.com\/english\/china\/2013-03\/17\/c_124467469.htm\" target=\"_blank\" rel=\"noopener noreferrer\">\u674e\u514b\u5f3a\u572812\u6708\u4efd\u7684\u4e00\u6b21\u73af\u5883\u4fdd\u62a4\u4f1a\u8bae\u4e0a\u547c\u5401\uff0c\u5728\u5168\u56fd\u76d1\u6d4b\u5e76\u516c\u5e03PM2.5\u6d53\u5ea6\u6570\u503c\u3002<\/a>&rdquo;<\/p>\n<p>\u7136\u800c\uff0c\u4ec5\u51ed\u65b0\u653f\u5e9c\u7684\u653f\u6cbb\u610f\u613f\u6765\u6539\u5584\u73af\u5883\uff0c\u4e5f\u8bb8\u5e76\u4e0d\u8db3\u591f\u3002<\/p>\n<p>\u8457\u540d\u7684\u54c8\u4f5b\u7ecf\u6d4e\u5b66\u5bb6\uff0c\u7ea6\u7ff0\u8d1d\u8328\u514b\u62c9\u514b\u5956\u7684\u83b7\u5f97\u8005Dale Jorgenson\u544a\u8bc9\u300a\u4e2d\u5916\u5bf9\u8bdd\u300b&ldquo;\u65b0\u653f\u5e9c\u5fc5\u5b9a\u662f\u4e0b\u4e86\u51b3\u5fc3\u51cf\u5c11\u6c61\u67d3\u7684\uff0c\u4f46\u4ed6\u4eec\u8fd8\u6ca1\u6709\u786e\u5207\u5730\u51b3\u5b9a\u8981\u600e\u4e48\u505a&rdquo;\u3002<\/p>\n<p>\u4ed6\u5728\u54c8\u4f5b\u7684\u540c\u4e8bChris Nielsen\u4e5f\u540c\u610f\u65b0\u653f\u5e9c\u9762\u4e34\u7684\u4e3b\u8981\u96be\u9898\u662f\u5982\u4f55\u627e\u5230\u7ecf\u6d4e\u548c\u73af\u5883\u95f4\u66f4\u4e3a\u5408\u7406\u7684\u5e73\u8861\uff1a&ldquo;\u4e2d\u56fd\u7684\u4eba\u5747\u6536\u5165\u8fd8\u5f88\u4f4e\uff0c\u4ecd\u6709\u8bb8\u591a\u4eba\u751f\u6d3b\u5728\u8d2b\u56f0\u7ebf\u4e0b\uff0c\u56e0\u6b64\uff0c\u53d1\u5c55\u7ecf\u6d4e\u6709\u5176\u5fc5\u8981\u6027\u3002\u7136\u800c\u4e0e\u6b64\u540c\u65f6\uff0c\u4eba\u4eec\u5e76\u4e0d\u613f\u610f\u5c06\u7e41\u8363\u548c\u660c\u76db\u5efa\u7acb\u5728\u73af\u5883\u7834\u574f\u7684\u57fa\u7840\u4e0a\u3002\u6240\u4ee5\u5fc5\u987b\u8981\u627e\u5230\u8fd9\u4e24\u70b9\u95f4\u7684\u5e73\u8861\u3002&rdquo;<\/p>\n<p>\u627e\u597d\u7ecf\u6d4e\u53d1\u5c55\u548c\u73af\u5883\u9700\u6c42\u7684\u5e73\u8861\u672c\u8eab\u5373\u662f\u8270\u5de8\u7684\u6311\u6218\uff0c\u7136\u800c\u8fd8\u6709\u66f4\u591a\u7684\u95ee\u9898\u9700\u8981\u8fd9\u4f4d\u65b0\u603b\u7406\u64cd\u5fc3\u3002<\/p>\n<p>&ldquo;\u4e2d\u56fd\u6700\u5927\u7684\u95ee\u9898\u5728\u4e8e\u597d\u60f3\u6cd5\u7684\u6267\u884c\u53ca\u653f\u7b56\u7684\u5c65\u884c\uff0c&rdquo;\u73af\u5883\u7ba1\u7406\u4e13\u5bb6Arthur Mol\u8bf4\u5730\u65b9\u7684\u5b98\u5458\u4e3a\u4e86&ldquo;\u77ed\u6d45\u7684\u7ecf\u6d4e\u5229\u76ca&rdquo;\u672a\u5fc5\u4f1a\u613f\u610f&ldquo;\u5e73\u8861\u73af\u4fdd\u548c\u53ef\u6301\u7eed\u53d1\u5c55\u7684\u9700\u8981&rdquo;\u3002<\/p>\n<p>\u5728\u4ed6\u770b\u6765\uff0c\u4e2d\u592e\u9886\u5bfc\u5c42\u5728\u5730\u65b9\u7684\u653f\u7b56\u6267\u884c\u80fd\u529b\u5c06\u5f71\u54cd\u5176\u5728\u73af\u5883\u95ee\u9898\u4e0a\u7684\u653f\u7ee9\u3002\u300a\u7ebd\u7ea6\u65f6\u62a5\u300b\u7684\u62a5\u9053\u4ece\u4fa7\u9762\u5370\u8bc1\u4e86\u4ed6\u7684\u8bf4\u6cd5&mdash;&mdash;\u4e2d\u56fd\u6267\u884c\u66f4\u4e3a\u4e25\u683c\u7684\u73af\u5883\u653f\u6cbb\u7684\u6700\u5927\u963b\u529b\u5728\u4e8e\u65e2\u5f97\u5229\u76ca\u3002\u300a\u7ebd\u7ea6\u65f6\u62a5\u300b\u7684\u6587\u7ae0\u79f0\uff0c\u5c3d\u7ba1\u653f\u5e9c\u5b98\u5458\u6709\u610f\u63a8\u52a8\u66f4\u4e3a\u6e05\u6d01\u7684\u73af\u5883\u653f\u7b56\uff0c\u7136\u800c&ldquo;<a href=\"https:\/\/cn.nytimes.com\/article\/china\/2013\/03\/22\/c22pollution\/\" target=\"_blank\" rel=\"noopener
