\u4e91\u5357\u7ee7\u7eed\u5927\u65f1\u30022013\u5e743\u6708\uff0c\u4e91\u5357\u7701\u59d4\u526f\u4e66\u8bb0\u4ec7\u548c\u5728\u5168\u56fd\u4e24\u4f1a\u671f\u95f4\u8868\u793a\uff1a\u4e91\u5357\u4e0d\u662f\u6ca1\u6709\u6c34\uff0c\u4e14\u6c34\u8d44\u6e90\u5145\u6c9b\uff0c\u4f46\u4e09\u6c5f\u6625\u6c34\u5411\u5357\u6d41\uff0c\u591a\u6d41\u5230\u56fd\u5916\u4e86\u3002\u5e76\u5efa\u8bae\u8981\u5927\u4e2d\u5c0f\u6c34\u5e93\u3001\u575d\u5858\u3001\u6c34\u7a96\u4e00\u8d77\u84c4\u6c34\uff0c\u63d0\u9ad8\u6c34\u8d44\u6e90\u65f6\u95f4\u548c\u7a7a\u95f4\u5206\u5e03\u4e0d\u5747\u8861\u7684\u89e3\u51b3\u80fd\u529b\u3002\u6b64\u8bed\u5f15\u53d1\u4e89\u8bae\uff0c\u5f88\u591a\u4eba\u8ba4\u4e3a\u8fd9\u662f\u4e00\u4e9b\u4e2d\u56fd\u5b98\u5458“\u4ee5\u90bb\u4e3a\u58d1”\u5fc3\u6001\u7684\u4f53\u73b0\u3002<\/p>\n

\u5386\u53f2\u4e0a\uff0c\u4e91\u5357\u7edd\u4e0d\u662f\u4e00\u4e2a\u4ee5\u65f1\u707e\u8457\u79f0\u7684\u5730\u65b9\uff0c\u7136\u800c\u4eca\u5929\u5b83\u6210\u4e86\u4e2d\u56fd\u8457\u540d\u7684\u65f1\u5730\u3002<\/p>\n

\u4ece2009\u5f00\u59cb\u5f71\u54cd\u4e2d\u56fd\u897f\u5357\u5730\u533a\u7684\u51ac\u6625\u5b63\u8282\u65f1\u707e\u8fd8\u5728\u7ee7\u7eed\uff0c\u5df2\u7ecf\u5f00\u59cb\u5f71\u54cd\u5230\u8fd9\u4e2a\u5730\u533a\u8106\u5f31\u7684\u7ecf\u6d4e\uff0c\u7279\u522b\u662f\u519c\u4e1a\u548c\u6797\u4e1a\uff0c\u7518\u8517\u3001\u5496\u5561\u7b49\u5927\u91cf\u7ecf\u6d4e\u4f5c\u7269\u906d\u53d7\u635f\u5931\uff0c\u65f1\u707e\u53ca\u6c34\u8d44\u6e90\u5371\u673a\u6b63\u5728\u6210\u4e3a\u4e91\u5357\u7ecf\u6d4e\u53d1\u5c55\u7684“\u7d27\u7b8d\u5492”\u3002<\/p>\n

\u5355\u7eaf\u4ece\u964d\u6c34\u91cf\u8fd9\u4e00\u6307\u6807\u4e0a\u770b\uff0c\u4e91\u5357\u5f88\u96be\u548c“\u65f1\u707e”\u4e8c\u5b57\u8054\u7cfb\u5728\u4e00\u8d77\u3002\u4e91\u5357\u964d\u6c34\u53d7\u5b63\u98ce\u6c14\u5019\u7684\u5f71\u54cd\uff0c\u964d\u6c34\u91cf\u9ad8\uff0c\u5e72\u6e7f\u5b63\u8282\u4ea4\u66ff\u660e\u663e\uff0c\u540c\u65f6\u53d7\u590d\u6742\u5730\u7406\u73af\u5883\u7684\u5f71\u54cd\uff0c\u964d\u6c34\u91cf\u5728\u533a\u57df\u4e4b\u95f4\u5b58\u5728\u7740\u8f83\u5927\u5dee\u5f02\uff0c\u897f\u5357\u90e8\u67d0\u4e9b\u5730\u533a\u7684\u5e74\u964d\u6c34\u91cf\u6781\u503c\u53ef\u8fbe3000\u6beb\u7c73\uff0c\u800c\u5e72\u70ed\u6cb3\u8c37\u5219\u53ef\u80fd\u5728500\u6beb\u7c73\u4ee5\u4e0b\u3002<\/p>\n

\u5929\u6c14\u548c\u5730\u7406\u6761\u4ef6\u7684\u7279\u6b8a\u6027\uff0c\u51b3\u5b9a\u4e86\u8fd9\u4e2a\u5730\u533a\u6c34\u8d44\u6e90\u5728\u65f6\u7a7a\u5206\u5e03\u4e0a\u7684\u4e0d\u5747\u5300\uff0c\u4e5f\u5c31\u662f\u8bf4\uff0c\u4e0d\u662f\u6ca1\u6709\u6c34\uff0c\u800c\u662f\u5728\u5e72\u65f1\u7684\u5b63\u8282\u7f3a\u6c34\u3002\u4e91\u5357\u7684\u68ee\u6797\u3001\u6e7f\u5730\u7b49\u751f\u6001\u7cfb\u7edf\u4e00\u76f4\u90fd\u662f\u8c03\u8282\u8fd9\u79cd\u964d\u6c34\u5b63\u8282\u5dee\u5f02\u7684\u6700\u4e3b\u8981\u7684\u624b\u6bb5\u3002\u4e0d\u4ec5\u662f\u4e3a\u4e91\u5357\u4e0a\u5343\u4e07\u4eba\uff0c\u800c\u4e14\u4e5f\u9020\u798f\u7740\u6d41\u7ecf\u4e91\u5357\u516d\u5927\u6cb3\u6d41\u7684\u4e0b\u6e38\u4f17\u591a\u4eba\u53e3\uff0c\u5176\u4e2d\u5305\u62ec\u4e86\u957f\u6c5f\u6d41\u57df\u548c\u73e0\u6c5f\u6d41\u57df\u4e0b\u6e38\u7684\u4eba\u53e3\u3002<\/p>\n

\u6b63\u5728\u6298\u78e8\u4e91\u5357\u7684\u6301\u7eed\u65f1\u707e\uff0c\u662f\u5bf9\u8fd9\u4e00\u751f\u6001\u4f53\u7cfb\u53d7\u635f\u9000\u5316\u6572\u54cd\u7684\u8b66\u949f\u3002<\/p>\n

\u4e91\u5357\u662f\u4e2d\u56fd\u751f\u7269\u591a\u6837\u6027\u6700\u4e30\u5bcc\u7684\u5730\u533a\uff0c\u68ee\u6797\u8986\u76d6\u7387\u9ad8\u8fbe53%\uff0c\u5929\u7136\u6e7f\u5730\u9762\u79ef\u8fbe3400\u5e73\u65b9\u516c\u91cc\uff0c\u4f46\u8fd9\u4e9b\u770b\u8d77\u6765\u5f88\u9ad8\u7684\u6570\u5b57\uff0c\u5374\u4e0d\u80fd\u63a9\u76d6\u751f\u6001\u9000\u5316\u548c\u4fdd\u62a4\u6295\u5165\u4e0d\u8db3\u7684\u4e8b\u5b9e\u300253%\u7684\u68ee\u6797\u4e2d\u5305\u542b\u4e86\u9762\u79ef\u5f88\u5927\u7684\u6a61\u80f6\u6797\u3001\u6849\u6811\u6797\u548c\u6749\u6728\u6797\u7b49\u4eba\u5de5\u7eaf\u6797\uff0c\u800c\u5bf9\u6db5\u517b\u6c34\u6e90\u5177\u6709\u6700\u5f3a\u80fd\u529b\u7684\u539f\u59cb\u68ee\u6797\u5df2\u7ecf\u5f88\u5c11\uff0c\u5728\u7eff\u8272\u548c\u5e732013\u5e74\u53d1\u5e03\u7684\u62a5\u544a\u4e2d\uff0c\u4f30\u8ba1\u4e91\u5357\u7684\u539f\u751f\u6797\u9762\u79ef\u4ec5\u4e3a\u5168\u7701\u68ee\u6797\u9762\u79ef\u76849%\u3002<\/p>\n

\u56db\u5e74\u6765\u53d7\u707e\u6700\u4e25\u91cd\u7684\u6ec7\u4e2d\u3001\u6ec7\u4e1c\u5317\u5730\u533a\uff0c\u4e5f\u662f\u68ee\u6797\u690d\u88ab\u7834\u574f\u5bfc\u81f4\u6c34\u571f\u6d41\u5931\u7684\u9ad8\u53d1\u5730\u5e26\u3002\u4f8b\u5982\u53d7\u707e\u6700\u4e25\u91cd\u7684\u4e91\u5357\u695a\u96c4\u5dde\u5143\u8c0b\uff0c\u68ee\u6797\u8986\u76d6\u7387\u753160\u591a\u5e74\u524d\u768412.8\uff05\u4e0b\u964d\u52301985 \u5e74\u76845.2%\uff0c\u800c\u4e14\u8fd9\u4e9b\u5730\u533a\u591a\u4e3a\u5e72\u70ed\u6cb3\u8c37\uff0c\u672c\u6765\u964d\u96e8\u91cf\u5c31\u76f8\u5bf9\u8f83\u5c11\uff0c\u52a0\u4e4b\u957f\u671f\u4ee5\u6765\u68ee\u6797\u690d\u88ab\u7834\u574f\u5f62\u6210\u7684\u7279\u6b8a\u6c14\u5019\u548c\u690d\u88ab\u6761\u4ef6\uff0c\u8f83\u6613\u53d7\u5230\u5e72\u65f1\u548c\u6ce5\u77f3\u6d41\u7b49\u81ea\u7136\u707e\u5bb3\u7684\u5f71\u54cd\uff0c\u66f4\u7279\u6b8a\u7684\u662f\uff0c\u5e72\u70ed\u6cb3\u8c37\u5730\u533a\u690d\u88ab\u4e00\u7ecf\u7834\u574f\uff0c\u6781\u4e0d\u6613\u6062\u590d\uff0c\u5e76\u53ef\u80fd\u8fdb\u5165\u6301\u7eed\u5e72\u65f1\u7684\u6076\u6027\u5faa\u73af\u3002<\/p>\n

\u4e0d\u4ec5\u5982\u6b64\uff0c\u5360\u636e\u4e91\u5357\u4e3b\u8981\u68ee\u6797\u9762\u79ef\u7684\u6b21\u751f\u6797\uff0c\u4e5f\u6b63\u5728\u88ab\u5927\u91cf\u6539\u9020\u4e3a\u4eba\u5de5\u6797\uff0c\u800c\u5f88\u591a\u88ab\u6539\u9020\u7684\u6b21\u751f\u6797\u5728\u6db5\u517b\u6c34\u6e90\u4e0a\u5177\u6709\u76f8\u5f53\u91cd\u8981\u7684\u4f5c\u7528\u3002\u5728\u8fc7\u53bb\u51e0\u5e74\uff0c\u8fd9\u79cd\u6b21\u751f\u6797\u88ab\u66ff\u6362\u6210\u4e3a\u4eba\u5de5\u6797\u7684\u8d8b\u52bf\u5341\u5206\u660e\u663e\u3002\u8fd9\u4e9b\u4eba\u5de5\u6797\u6811\u79cd\u5355\u4e00\uff0c\u6797\u4e0b\u690d\u88ab\u5c11\uff0c\u6db5\u517b\u6c34\u6e90\u80fd\u529b\u5dee\uff0c\u5f80\u5f80\u662f\u4e0b\u96e8\u5373\u6d9d\uff0c\u65e0\u96e8\u5219\u65f1\u3002<\/p>\n

\u5929\u7136\u6797\u7684\u4ef7\u503c\u88ab\u5ffd\u89c6\u4e86\uff0c\u4f46\u5728\u8fde\u7eed\u51e0\u5e74\u7684\u65f1\u707e\u4e2d\uff0c\u4e00\u4e9b\u4fdd\u62a4\u7a0b\u5ea6\u8f83\u597d\u7684\u81ea\u7136\u4fdd\u62a4\u533a\uff0c\u65f1\u707e\u53d7\u635f\u76f8\u5bf9\u8f83\u5c0f\uff0c\u5373\u4fbf\u56e0\u4e3a\u6c34\u5229\u8bbe\u65bd\u6b20\u7f3a\uff0c\u901a\u8fc7\u5c0f\u89c4\u6a21\u7684\u996e\u6c34\u7ba1\u9053\u5efa\u8bbe\uff0c\u4e5f\u89e3\u51b3\u4e86\u8fd9\u4e9b\u4fdd\u62a4\u533a\u5468\u8fb9\u793e\u533a\u7684\u996e\u6c34\u95ee\u9898\u3002\u8fd9\u548c\u68ee\u6797\u88ab\u4e25\u91cd\u7834\u574f\u7684\u5730\u533a\u662f\u6709\u660e\u663e\u5dee\u5f02\u7684\u3002<\/p>\n

\u6b64\u5916\uff0c\u68ee\u6797\u4fdd\u62a4\u529b\u5ea6\u4e0d\u8db3\u4e5f\u662f\u751f\u6001\u9000\u5316\u7684\u4e3b\u8981\u539f\u56e0\u3002\u4e91\u5357\u662f6\u6761\u6cb3\u6d41\u7684\u4e0a\u6d41\u6c34\u6e90\u5730\uff0c\u5176\u4e2d\uff0c\u6f9c\u6ca7\u6c5f\u3001\u6012\u6c5f\u3001\u7ea2\u6cb3\u548c\u4f0a\u6d1b\u74e6\u5e95\u6c5f\u90fd\u4ece\u4e91\u5357\u51fa\u5883\uff0c\u662f\u91cd\u8981\u7684\u56fd\u9645\u6cb3\u6d41\u3002\u5728\u8fd9\u516d\u5927\u6d41\u57df\u4e2d\uff0c\u9664\u4e86\u957f\u6c5f\u6d41\u57df\u56e0\u5176\u91cd\u8981\u6027\u5bf9\u5176\u4e2d\u7684\u68ee\u6797\u5b9e\u65bd\u4e86\u5929\u7136\u6797\u4fdd\u62a4\u5de5\u7a0b\uff082000\u5e74\u5f00\u59cb\uff0c\u5176\u4ed6\u6d41\u57df\u53ea\u6709\u897f\u53cc\u7248\u7eb3\u5728\u5de5\u7a0b\u5b9e\u65bd\u8303\u56f4\u5185\uff09\uff0c\u5176\u4ed6\u6d41\u57df\u5728\u81ea\u7136\u4fdd\u62a4\u7684\u6295\u5165\u4e0a\u76f8\u5bf9\u8f83\u5c0f\uff0c\u7f3a\u4e4f\u751f\u6001\u4fdd\u62a4\u7684\u6fc0\u52b1\uff0c\u8fd9\u4e9b\u68ee\u6797\u7684\u4e3b\u4eba\u66f4\u503e\u5411\u4e8e\u79cd\u690d\u80fd\u83b7\u5f97\u66f4\u9ad8\u7ecf\u6d4e\u56de\u62a5\u7684\u6797\u6728\u3002<\/p>\n

\u4fdd\u62a4\u751f\u6001\u3001\u7ef4\u6301\u751f\u6001\u7cfb\u7edf\u8c03\u8282\u6c34\u7684\u80fd\u529b\uff0c\u65e0\u7591\u5e94\u5f53\u6210\u4e3a\u4e91\u5357\u672a\u6765\u5e94\u5bf9\u65f1\u707e\u9891\u53d1\u7684\u9996\u8981\u4efb\u52a1\u3002\u6709\u6548\u4fdd\u62a4\u6c34\u6e90\u6797\uff0c\u624d\u4e0d\u81f3\u4e8e\u996e\u9e29\u6b62\u6e34\u3002<\/p>\n

\u6c34\u6c61\u67d3\uff1a\u4e0d\u53ef\u56de\u907f\u7684\u4e8b\u5b9e

\u76ee\u524d\uff0c\u4e91\u53576\u6761\u4e3b\u8981\u6cb3\u6d41\u4e2d\uff0c\u91d1\u6c99\u6c5f\u3001\u7ea2\u6cb3\u3001\u73e0\u6c5f\u5904\u4e8e\u6c61\u67d3\u72b6\u6001\uff0c\u5728\u4e5d\u5927\u9ad8\u539f\u6e56\u6cca\u4e2d\uff0c\u53ea\u6709\u629a\u4ed9\u6e56\u548c\u6cf8\u6cbd\u6e56\u6c34\u8d28\u8fbe\u2160\u7c7b\uff0c\u6d31\u6d77\u5728\u8fd1\u5e74\u7684\u6cbb\u7406\u4e2d\uff0c\u6c34\u8d28\u597d\u8f6c\uff0c\u800c\u5176\u4ed6\u6e56\u6cca\u90fd\u5904\u5728\u6c61\u67d3\u72b6\u6001\u3002\u5982\u679c\u4e0d\u89e3\u51b3\u6c34\u6c61\u67d3\u7684\u95ee\u9898\uff0c\u5c31\u4e0d\u4f1a\u6709\u8db3\u591f\u6e05\u6d01\u7684\u6c34\u6e90\u3002<\/p>\n

\u5927\u91cf\u751f\u6d3b\u5783\u573e\u4e5f\u5f71\u54cd\u7740\u4e91\u5357\u5927\u5927\u5c0f\u5c0f\u7684\u6cb3\u6d41\u3002\u7531\u4e8e\u7f3a\u4e4f\u6070\u5f53\u7684\u5904\u7406\u63aa\u65bd\uff0c\u65e0\u8bba\u5728\u519c\u6751\u8fd8\u662f\u57ce\u9547\uff0c\u4eba\u4eec\u90fd\u4e60\u60ef\u628a\u5783\u573e\u76f4\u63a5\u503e\u5012\u4e8e\u6cb3\u6d41\u3002\u7b14\u8005\u66fe\u5728\u6012\u6c5f\u4fdd\u5c71\u6bb5\u7684\u6f5e\u6c5f\u575d\uff0c\u770b\u5230\u6f02\u6d6e\u7684\u5783\u573e\u968f\u7740\u6012\u6c5f\u4ece\u4e3b\u6cb3\u9053\u4e2d\u6eda\u6eda\u800c\u6765\u3002\u5728\u8fd9\u4e9b\u6cb3\u6d41\u6cbf\u5cb8\uff0c\u5783\u573e\u4e0d\u7ecf\u5206\u7c7b\u76f4\u63a5\u503e\u5165\u6cb3\u6d41\u7684\u73b0\u8c61\u6bd4\u6bd4\u7686\u662f\uff0c\u5176\u5bf9\u6c34\u6e90\u7684\u6c61\u67d3\u5728\u5e72\u65f1\u65f6\u66f4\u52a0\u660e\u663e\u3002<\/p>\n
