Roman\";}\n<\/style>\n\n\n<![endif]--><\/p>\n<p>\u5b59\u6765\u7965\u6559\u6388\u662f\u9a6c\u91cc\u5170\u5927\u5b66\u548c\u56fd\u9645\u5e94\u7528\u7cfb\u7edf\u5206\u6790\u7814\u7a76\u6240(IIASA)\u8054\u5408\u7814\u7a76\u5c0f\u7ec4\u6210\u5458\u3002\u7814\u7a76\u5c0f\u7ec4\u8fd1\u671f\u53d1\u8868\u4e86\u4e00\u4efd\u6709\u5173\u4e2d\u56fd\u7f3a\u6c34\u72b6\u51b5\u7684\u7814\u7a76\u3002<\/p>\n<p><b>\u5c3c\u514b<\/b><b>\u2027<\/b><b>\u970d\u53f2\u8fbe\u514b\uff08\u540e\u79f0<\/b><b>&ldquo;<\/b><b>\u970d<\/b><b>&rdquo;<\/b><b>\uff09\uff1a\u4e2d\u56fd\u54ea\u4e2a\u5730\u533a\u7f3a\u6c34\u6700\u4e25\u91cd\uff1f\u4e3b\u8981\u539f\u56e0\u662f\u4ec0\u4e48\uff1f<\/p>\n<p><\/b><strong>\u5b59\u6765\u7965\uff08\u540e\u79f0&ldquo;\u5b59&rdquo;\uff09<\/strong>\uff1a\u7f3a\u6c34\u6700\u4e25\u91cd\u7684\u5730\u533a\u662f\u534e\u5317\u5e73\u539f\u7684\u4e09\u6cb3\u6d41\u57df\u3002\u8fd9\u4e09\u6cb3\u5206\u522b\u662f\u9ec4\u6cb3\u3001\u6d77\u6cb3\u548c\u6e2d\u6cb3\uff0c\u5176\u4e2d\u53c8\u4ee5\u9760\u8fd1\u5929\u6d25\u7684\u6d77\u6cb3\u5f62\u52bf\u6700\u4e3a\u4e25\u5cfb\u3002\u8fd9\u91cc\u5386\u6765\u5e72\u65f1\u5c11\u96e8\uff0c\u800c\u8fd1\u6765\u53c8\u6210\u4e86\u91cd\u8981\u7684\u7cae\u98df\u4ea7\u533a\u3002\u79cd\u690d\u5c0f\u9ea6\u9700\u8981\u5927\u91cf\u6c34\u8d44\u6e90\u8fdb\u884c\u704c\u6e89\uff0c\u4f7f\u5f97\u5730\u4e0b\u6c34\u4f4d\u4e25\u91cd\u4e0b\u964d\u3002\u4e00\u4e9b\u5730\u65b9\u7684\u6c34\u4f4d\u5df2\u4e0b\u964d\u6570\u767e\u7c73\uff0c\u6c34\u4e95\u6df1\u5f97\u50cf\u6cb9\u4e95\u3002<\/p>\n<p><b>\u970d\uff1a\u4ece\u524d\u8fd9\u4e00\u5730\u533a\u4e5f\u662f\u8fd9\u4e48\u7f3a\u6c34\u5417\uff1f<\/p>\n<p><\/b><strong>\u5b59<\/strong>\uff1a\u534e\u5317\u5e73\u539f\u7f3a\u6c34\u662f\u8fd1\u73b0\u4ee3\u624d\u51fa\u73b0\u7684\u95ee\u9898\u3002\u8fc7\u53bb\uff0c\u8fd9\u91cc\u7ecf\u5e38\u95f9\u65f1\u707e\uff0c\u4f46\u90a3\u65f6\u6ca1\u6709\u5148\u8fdb\u7684\u673a\u5668\u6765\u62bd\u53d6\u5730\u4e0b\u6c34\u3002\u5982\u4eca\uff0c\u5bb6\u5bb6\u6237\u6237\u90fd\u6709\u94b1\u6253\u4e95\uff0c\u7528\u673a\u5668\u62bd\u6c34\u3002\u8fc7\u53bb\uff0c\u5357\u65b9\u957f\u6c5f\u6d41\u57df\u662f\u7cae\u98df\u4ea7\u533a\uff0c\u5982\u4eca\u90a3\u91cc\u6210\u4e86\u5de5\u4e1a\u4e3b\u4ea7\u533a\u3002<\/p>\n<p><b>\u970d\uff1a\u7814\u7a76\u4e2d\u63d0\u5230\u7684<\/b><b>&ldquo;<\/b><b>\u865a\u62df\u6c34<\/b><b>&rdquo;<\/b><b>\u5bf9\u6211\u4eec\u7406\u89e3\u6574\u4e2a\u4e2d\u56fd\u7684\u7f3a\u6c34\u95ee\u9898\u6709\u4ec0\u4e48\u5e2e\u52a9\uff1f<\/p>\n<p><\/b><strong>\u5b59<\/strong>\uff1a\u6240\u8c13&ldquo;\u865a\u62df\u6c34&rdquo;\uff0c\u662f\u6307\u751f\u4ea7\u5546\u54c1\u6240\u9700\u7684\u6c34\u8d44\u6e90\u6570\u91cf\uff0c\u5c24\u5176\u662f\u751f\u4ea7\u7cae\u98df\u3002\u5047\u5982\u4f60\u4ece\u5176\u4ed6\u5730\u533a\u8d2d\u5f97\u5927\u7c73\u6216\u5c0f\u9ea6\uff0c\u90a3\u4e48\u5c31\u53ef\u4ee5\u4e3a\u672c\u5730\u8282\u7701\u5927\u91cf\u6c34\u8d44\u6e90\uff0c\u8fd9\u662f\u56e0\u4e3a\u7cae\u98df\u4f5c\u7269\u8017\u6c34\u91cf\u5de8\u5927\u3002\u534e\u5317\u5e73\u539f\u9002\u5b9c\u79cd\u690d\u7a3b\u7c73\uff0c\u4f46\u662f\u73b0\u5728\u6ca1\u4eba\u79cd\u5f97\u8d77\u3002\u5927\u5bb6\u6539\u79cd\u5c0f\u9ea6\uff0c\u4f46\u5c0f\u9ea6\u7684\u9700\u6c34\u91cf\u4e5f\u5f88\u5927\u3002\u79cd\u690d\u4e00\u5428\u5c0f\u9ea6\u9700\u89811600\u7acb\u65b9\u7c73\u7684\u6c34\u3002\u5982\u679c\u4ece\u5176\u4ed6\u5730\u65b9\u4e70\u5c0f\u9ea6\uff0c\u90a3\u5c31\u76f8\u5f53\u4e8e\u7701\u4e0b\u4e86\u79cd\u690d\u6240\u9700\u7684\u7528\u6c34\u3002<\/p>\n<p><b>\u970d\uff1a\u4f60\u89c9\u5f97\u5357\u6c34\u5317\u8c03\u5de5\u7a0b\u4f1a\u7f13\u89e3\u6c34\u8d44\u6e90\u77ed\u7f3a\u5417\uff1f<\/p>\n<p><\/b><strong>\u5b59<\/strong>\uff1a\u6309\u7167\u5de5\u7a0b\u8ba1\u5212\uff0c\u5371\u673a\u539f\u672c\u53ef\u4ee5\u5f97\u5230\u89e3\u51b3\uff0c\u4f46\u6ca1\u60f3\u5230\u968f\u7740\u7ecf\u6d4e\u7684\u8fc5\u731b\u53d1\u5c55\uff0c\u7528\u6c34\u72b6\u51b5\u53d1\u751f\u4e86\u5de8\u5927\u53d8\u5316\uff0c\u5317\u65b9\u7684\u7528\u6c34\u9700\u6c42\u5927\u5927\u589e\u52a0\u3002\u6839\u636e\u76ee\u524d\u7684\u4f30\u7b97\uff0c\u5de5\u7a0b\u53ea\u80fd\u89e3\u51b3\u4e00\u5c0f\u90e8\u5206\u95ee\u9898\u3002\u672a\u6765\uff0c\u8fd9\u91cc\u7684\u53d1\u5c55\u5c06\u9762\u4e34\u6311\u6218\u3002\u6539\u5584\u704c\u6e89\u7cfb\u7edf\u5f88\u91cd\u8981\uff0c\u5c24\u5176\u662f\u7528\u66f4\u9ad8\u6548\u7684\u65b9\u5f0f\u4ee3\u66ff\u8017\u6c34\u91cf\u5de8\u5927\u7684\u4f20\u7edf\u81ea\u6d41\u704c\u6e89\u3002<\/p>\n<p><b>\u970d\uff1a<\/b><b>\u5728\u73b0\u6709\u7684\u6c61\u67d3\u89c4\u6a21\u4e4b\u4e0b\uff0c\u6c34\u8d28\u662f\u5426\u4e5f\u662f\u4e00\u4e2a\u4e25\u91cd\u7684\u95ee\u9898<\/b><b>\uff1f<\/p>\n<p><\/b><strong>\u5b59<\/strong>\uff1a\u534e\u5317\u5e73\u539f\u7684\u6c34\u6c61\u67d3\u95ee\u9898\u4e5f\u5f88\u4e25\u91cd\u3002\u5c0f\u578b\u5de5\u4e1a\u4f01\u4e1a\u8fdd\u89c4\u5c06\u6c61\u6c34\u6392\u5165\u5730\u4e0b\u6c34\u7cfb\u3002<\/p>\n<p>\u4ece\u957f\u8fdc\u770b\uff0c\u8bbe\u5b9a\u6c34\u4ef7\u673a\u5236\u53ef\u80fd\u4f1a\u6709\u5e2e\u52a9\u3002\u6c34\u4ef7\u9ad8\u4e86\uff0c\u4eba\u4eec\u81ea\u7136\u800c\u7136\
