<\/span><\/p>\n<p>\u660e\u660e\u5df2\u7ecf\u516c\u5f00\u7684\u6570\u636e\uff0c\u5374\u9700\u8981\u501f\u52a9\u8349\u6839\u7684\u529b\u91cf\u624d\u80fd\u83b7\u53d6\uff0c\u8fd9\u770b\u8d77\u6765\u4f3c\u4e4e\u6709\u8fdd\u5e38\u7406\u3002\u4e0d\u8fc7\uff0c\u5728\u89c4\u7ae0\u548c\u4fe1\u606f\u6cdb\u6ee5\u7684\u65f6\u4ee3\uff0c\u5b98\u65b9\u7684\u73af\u5883\u8d44\u6599\u786e\u5b9e\u96be\u4ee5\u89e3\u8bfb\u3002<\/p>\n<p>\u4fe1\u606f\u8d85\u8f7d\u7684\u98ce\u9669\u5728\u4e2d\u56fd\u5c24\u5176\u4e25\u91cd\u3002\u7ecf\u6d4e\u7684\u5feb\u901f\u53d1\u5c55\u4f7f\u4e2d\u56fd\u73af\u5883\u76d1\u6d4b\u7684\u900f\u660e\u5ea6\u4e9f\u5f85\u63d0\u9ad8\uff0c\u4e5f\u96be\u4ee5\u63d0\u9ad8\u3002\u6bd4\u5982\uff0c\u6c34\u6c61\u67d3\u5230\u5e95\u662f\u6709\u6240\u6539\u5584\u8fd8\u662f\u65e5\u8d8b\u4e25\u91cd\uff1f\u8fd9\u4e00\u5207\u5bf9\u516c\u4f17\u5065\u5eb7\u6709\u4ec0\u4e48\u5f71\u54cd\uff1f<\/p>\n<p>\u5982\u679c\u6ca1\u6709\u529e\u6cd5\u4ece\u7eb7\u6742\u7684\u566a\u97f3\u4e2d\u63d0\u53d6\u51fa\u6709\u7528\u7684\u4fe1\u53f7\uff0c\u90a3\u4e48\u73af\u5883\u8d44\u6599\u5c31\u4f1a\u6210\u4e3a\u70df\u96fe\u5f39\u800c\u975e\u6307\u793a\u706f\u3002<\/p>\n<p>\u4e3a\u89e3\u51b3\u8fd9\u4e2a\u95ee\u9898\uff0c2009\u5e74\uff0c<a href=\"https:\/\/www.nrdc.org\/\">\u81ea\u7136\u8d44\u6e90\u4fdd\u62a4\u534f\u4f1a<\/a>\uff08NRDC\uff09\u548c\u603b\u90e8\u4f4d\u4e8e\u5317\u4eac\u7684<a href=\"https:\/\/ipe.org.cn\/\">\u516c\u4f17\u73af\u5883\u7814\u7a76\u4e2d\u5fc3<\/a>\uff08IPE\uff09\u4e24\u5bb6\u975e\u653f\u5e9c\u7ec4\u7ec7\u8054\u5408\u63a8\u51fa\u4e86<a href=\"https:\/\/www.ipe.org.cn\/en\/about\/notice_de_1.aspx?id=11608\">\u57ce\u5e02\u6c61\u67d3\u6e90\u4fe1\u606f\u516c\u5f00\u6307\u6570\uff08PITI\uff09<\/a>\u3002\u6700\u8fd1\uff0c\u516c\u4f17\u73af\u5883\u7814\u7a76\u4e2d\u5fc3\u53c8\u63a8\u51fa\u4e86\u4e00\u4e2a\u53ef\u4ee5\u76d1\u63a7\u4e3b\u8981\u6c61\u67d3\u6e90\u5b9e\u65f6\u6570\u636e\u7684\u624b\u673a\u5e94\u7528\u3002<\/p>\n<p>\u57ce\u5e02\u6c61\u67d3\u6e90\u4fe1\u606f\u516c\u5f00\u6307\u6570\u5bf9\u4e2d\u56fd120\u4e2a\u57ce\u5e02\u7684\u73af\u5883\u76d1\u6d4b\u548c\u6cd5\u89c4\u9075\u5b88\u60c5\u51b5\u8fdb\u884c\u4e86\u6392\u540d\u3002\u4e24\u4e2a\u7ec4\u7ec7\u4e3b\u8981\u4ece\u56db\u4e2a\u65b9\u9762\u6765\u8861\u91cf\u5404\u57ce\u5e02\u7684\u5de5\u4f5c\uff0c\u5373\uff1a\u7cfb\u7edf\u6027\u3001\u53ca\u65f6\u6027\u3001\u5b8c\u6574\u6027\u548c\u7528\u6237\u53cb\u597d\u6027\u3002<\/p>\n<p>\u8bc4\u4f30\u5305\u62ec<a href=\"https:\/\/www.ipe.org.cn\/Upload\/Report-PITI-2008-EN.pdf\">\u516b\u4e2a\u9879\u76ee<\/a>\uff0c\u5176\u4e2d\u65e2\u6709\u6392\u6c61\u6536\u8d39\u76f8\u5173\u4fe1\u606f\u516c\u793a\u7b49\u5177\u4f53\u95ee\u9898\uff0c\u4e5f\u6709\u653f\u5e9c\u5982\u4f55\u89e3\u51b3\u67d0\u4e2a\u884c\u4e1a\u3001\u533a\u57df\u6216\u8bbe\u65bd\u7684\u73af\u5883\u6c61\u67d3\u7b49\u8f83\u5bbd\u6cdb\u7684\u9886\u57df\u3002\u6c61\u67d3\u65e5\u5e38\u76d1\u6d4b\u6570\u636e\u516c\u793a\u3001\u4fe1\u8bbf\u6295\u8bc9\u548c\u4f9d\u7533\u8bf7\u516c\u5f00\u8fd9\u4e09\u4e2a\u9879\u76ee\u5728\u6700\u540e\u8bc4\u5206\u4e2d\u6240\u5360\u6bd4\u91cd\u6700\u5927\u3002\u8bc4\u5206\u6ee1\u5206\u4e3a100\u5206\uff0c60\u5206\u4e3a&ldquo;\u53ca\u683c&rdquo;\uff0c\u8868\u793a\u8be5\u57ce\u5e02\u8fbe\u5230\u4e86\u4e2d\u56fd\u73af\u5883\u76d1\u6d4b\u548c\u4fe1\u606f\u516c\u793a\u7684\u76f8\u5173\u6cd5\u5f8b\u8981\u6c42\u3002\u5206\u6570\u8fbe\u5230\u6216\u8d85\u8fc789.5\u5219\u53ef\u79f0\u4e3a<a href=\"https:\/\/www.nrdc.org\/international\/piti\/files\/chinapiti.pdf\">&ldquo;\u4e94\u661f\u7ea7&rdquo;\u57ce\u5e02<\/a>\uff0c\u8868\u793a\u8be5\u57ce\u5e02\u516b\u4e2a\u9879\u76ee\u7684\u6570\u636e\u900f\u660e\u5ea6\u90fd\u5f88\u9ad8\u3002<\/p>\n<p>\u76ee\u524d\uff0c\u8fd8\u6ca1\u6709\u57ce\u5e02\u80fd\u8fbe\u5230&ldquo;\u5168\u661f\u7ea7&rdquo;\uff0c\u6700\u8fd1\u8bc4\u4f30\u6807\u51c6\u7684\u8c03\u6574\u4f7f\u8fd9\u4e00\u76ee\u6807\u66f4\u96be\u8fbe\u5230\u3002\u4e24\u5bb6\u7ec4\u7ec7<a href=\"https:\/\/www.ipe.org.cn\/Upload\/file\/IPE%E5%85%AC%E5%91%8A\/2013-2014%E5%B9%B4PITI%E6%8C%87%E6%95%B0%E5%8F%8A%E6%B1%A1%E6%9F%93%E5%9C%B0%E5%9B%BEAPP%E5%8F%91%E5%B8%83\/20140609_Press_Release_English%20_final.doc\">\u8ba4\u4e3a<\/a>\uff0c\u4e2d\u56fd&ldquo;\u6c61\u67d3\u60c5\u51b5\u6781\u4e3a\u4e25\u91cd&rdquo;\uff0c\u4f46\u4fe1\u606f\u516c\u5f00\u653f\u7b56&ldquo;\u6709\u4e86\u7a81\u7834\u6027\u8fdb\u5c55&rdquo;\uff0c\u4ed6\u4eec\u5728\u4eca\u5e74\u7684\u8bc4\u4f30\u4e2d\u4f7f\u7528\u4e86\u66f4\u4e25\u683c\u7684\u6807\u51c6\uff0c&ldquo;\u8fd9\u4f7f\u5f88\u591a\u57ce\u5e02\u5728\u6b64\u8f6e\u8bc4\u4f30\u4e2d\u5f97\u5206\u975e\u5e38\u4f4e&rdquo;\u3002\u4ee5\u5b81\u6ce2\u4e3a\u4f8b\uff0c\u81ea2008\u5e74\u6307\u6570\u63a8\u51fa\u4ee5\u6765\uff0c\u5b81\u6ce2\u6bcf\u5e74\u7684\u5f97\u5206\u90fd\u4f4d\u5c45\u699c\u9996\uff0c2013\u5e74\u751a\u81f3\u53d6\u5f97\u4e8685.3\u5206\uff0c\u4f462014\u5e74\u5f97\u5206\u4ec5\u4e3a65.9\u3002<\/p>\n<p>\u4e0d\u8fc7\uff0c\u5176\u4e2d\u4e5f\u6d8c\u73b0\u51fa\u4e86\u4e00\u4e9b\u8868\u73b0\u8f83\u597d\u7684\u57ce\u5e02\u30022014\u5e74\u6307\u6570\u5f97\u5206\u6392\u5728\u524d\u4e94\u4f4d\u7684\u662f\u5317\u4eac\u4ee5\u53ca\u4e0a\u6d77\u3001\u5b81\u6ce2\u3001\u9752\u5c9b\u548c\u9547\u6c5f\u56db\u4e2a\u4e1c\u90e8\u57ce\u5e02\uff1b\u800c\u5c45\u4e8e\u699c\u672b\u7684\u5219\u662f\u5927\u540c\u3001\u9633\u6cc9\u3001\u7389\u6eaa\u3001\u5409\u6797\u548c\u97f6\u5173\u3002\u5f97\u5206\u6700\u9ad8\u7684\u57ce\u5e02\u7684\u5206\u5e03\u53cd\u6620\u4e86\u6307\u6570\u5f97\u5206\u7684\u4e00\u4e2a\u5927\u8d8b\u52bf\uff0c\u5373\u4e1c\u5357\u6cbf\u6d77\u53d1\u8fbe\u5730\u533a\u505a\u5f97\u6bd4\u8f83\u597d\uff0c\u800c\u76f8\u5bf9\u843d\u540e\u7684\u5185\u9646\u57ce\u5e02\u5f97\u5206\u666e\u904d\u8f83\u4f4e\u3002<\/p>\n<p>\u4e1c\u90e8\u6cbf\u6d77\u57ce\u5e02\u4eba\u53e3\u7a20\u5bc6\u3001\u5de5\u4e1a\u96c6\u4e2d\uff0c\u78b3\u6392\u653e\u4e5f\u6700\u9ad8\uff0c\u505a\u597d\u4fe1\u606f\u516c\u793a\u5de5\u4f5c\u663e\u5f97\u5c24\u4e3a\u91cd\u8981\u3002\u4e0d\u8fc7\uff0c\u516c\u4f17\u73af\u5883\u7814\u7a76\u4e2d\u5fc3\u4e3b\u4efb\u9a6c\u519b\u57282012\u5e74\u63a5\u53d7\u8036\u9c81\u5927\u5b66\u73af\u5883\u6cd5\u5f8b\u548c\u653f\u7b56\u7814\u7a76\u4e2d\u5fc3\u91c7\u8bbf\u65f6\u8bf4\uff0c\u4e2d\u5fc3\u4e5f&ldquo;\u6ce8\u610f\u5230\u4e00\u4e9b\u6c61\u67d3\u5927\u6237\u6b63\u5728\u5411\u5185\u9646\u57ce\u5e02\u8fc1\u79fb&rdquo;\u3002<\/p>\n<p>\u5de5\u4e1a\u7684\u8f6c\u79fb\u53cd\u6620\u4e86\u4e2d\u56fd\u8d44\u6e90\u548c\u4eba\u53e3\u7684\u5730\u533a\u5dee\u5f02\u3002\u4e2d\u56fd\u4e1c\u90e8\u6cbf\u6d77\u57ce\u5e02\u7ecf\u6d4e\u53d1\u8fbe\uff0c\u4eba\u53e3\u8f83\u591a\uff0c\u56e0\u6b64\u4e5f\u6709\u66f4\u5927\u7684\u80fd\u529b\u6765\u6cbb\u7406\u6c61\u67d3\u3002\u4e2d\u897f\u90e8\u57ce\u5e02\u4eba\u53e3\u76f8\u5bf9\u8f83\u5c11\uff0c\u5219\u6709\u66f4\u5927\u7684\u6c61\u67d3\u5438\u7eb3\u80fd\u529b\uff0c\u4f46\u662f\u8fd9\u91cc\u751f\u6001\u7cfb\u7edf\u8106\u5f31\uff0c\u662f\u4e2d\u56fd\u4e3b\u8981\u6cb3\u6d41\u7684\u53d1\u6e90\u5730\uff0c\u8fd9\u4e9b\u6cb3\u6d41\u4f1a\u5c06\u6c61\u67d3\u7269\u5e26\u5230\u4e0b\u6e38\u3002\u53e6\u5916\uff0c\u8fd9\u4e9b\u5730\u65b9\u672a\u6765\u4eba\u53e3\u53ef\u80fd\u4f1a\u5927\u5e45\u589e\u52a0\uff0c\u5176\u7ecf\u6d4e\u589e\u957f\u5f15\u9886\u7740\u6574\u4e2a\u56fd\u5bb6\u7684\u7ecf\u6d4e\u53d1\u5c55\u52a8\u5411\u3002<\/p>\n<p>\u5c3d\u7ba1\u95ee\u9898\u91cd\u91cd\uff0c\u4e2d\u56fd\u4e5f\u53d6\u5f97\u4e86\u4e00\u5b9a\u8fdb\u6b65\u3002\u6bd4\u5982\uff0c\u670923\u4e2a\u7701\u3001\u5e02\u3001\u81ea\u6cbb\u533a\u90fd\u5f00\u59cb\u4f7f\u7528\u5728\u7ebf\u5e73\u53f0\u6765\u53d1\u5e03\u76d1\u6d4b\u6570\u636e\uff0c\u4e5f&ldquo;\u66f4\u5177\u5907\u6761\u4ef6\u6765\u53d1\u5e03\u6570\u636e\u4ee5\u63a8\u52a8\u5173\u4e8e\u73af\u5883\u7ba1\u7406\u7684\u8ba8\u8bba&rdquo;\u3002\u8fd9\u4e00\u8d8b\u52bf\u5728\u53d1\u8fbe\u5730\u533a\u66f4\u4e3a\u660e\u663e\uff0c\u7279\u522b\u662f\u5c71\u4e1c\u3001\u6d59\u6c5f\u3001\u798f\u5efa\u3001\u6c5f\u82cf\u548c\u6cb3\u5317\u7701\u3002\u5185\u8499\u53e4\u3001\u9655\u897f\u3001\u65b0\u7586\u3001\u5b81\u590f\u548c\u5e7f\u897f\u7b49\u4e2d\u897f\u90e8\u7701\u4efd\u4e5f\u5728\u5728\u7ebf\u6570\u636e\u5e73\u53f0\u65b9\u9762\u53d6\u5f97\u4e86\u5f88\u5927\u8fdb\u6b65\uff0c\u76ee\u524d\u5df2&ldquo;\u8fdb\u5165\u5b9e\u9645\u8fd0\u8f6c\u72b6\u6001&rdquo;\u3002\u76f8\u6bd4\u4e4b\u4e0b\uff0c<a href=\"https:\/\/www.ipe.org.cn\/Upload\/Report-PITI-2008-EN.pdf\">2008\u5e74\u9996\u4efd\u6307\u6570\u62a5\u544a<\/a>\u4ec5\u63d0\u5230\u67097\u4e2a\u57ce\u5e02\u5177\u6709\u76d1\u6d4b\u6570\u636e\u5728\u7ebf\u5171\u4eab\u5e73\u53f0\u3002<\/p>\n<p>\u6700\u8fd1\u6cd5\u5f8b\u65b9\u9762\u7684\u53d8\u9769\u4e5f\u66f4\u52a0\u652f\u6301\u5728\u7ebf\u5de5\u5177\u7684\u5f00\u53d1\uff0c\u4ee5\u63d0\u9ad8\u900f\u660e\u5ea6\uff0c\u6539\u5584\u73af\u4fdd\u6cd5\u5f8b\u9075\u5b88\u60c5\u51b5\u30024\u6708\uff0c<a href=\"https:\/\/www.gov.cn\/xinwen\/2014-04\/25\/content_2666328.htm\">\u4e2d\u56fd\u73af\u5883\u4fdd\u62a4\u6cd5<\/a><a href=\"https:\/\/www.chinadialogue.org.cn\/article\/show\/single\/ch\/6939-New-environmental-law-targets-China-s-local-officials\">\u4fee\u6b63\u6848<\/a>\u8981\u6c42\u653f\u5e9c\u90e8\u95e8\u52a0\u5f3a\u6570\u636e\u516c\u5f00\u673a\u5236\u5efa\u8bbe\u3002\u8fd9\u662f25\u5e74\u6765\u73af\u4fdd\u6cd5\u9996\u6b21\u8fdb\u884c\u4fee\u8ba2\uff0c\u53d8\u52a8\u8fd8<a
