\u56db\u5ddd\u5a01\u8fdc\u53bf\u53d1\u751f\u4e00\u8d77\u6bd2\u6c14\u6cc4\u6f0f\u4e8b\u4ef6\uff0c\u5bfc\u81f4\u516c\u4f17\u4e0a\u8857\u6297\u8bae\uff0c\u5e76\u4e0e\u8b66\u65b9\u53d1\u751f\u51b2\u7a81\u3002\u8fd9\u8d77\u4e8b\u4ef6\u663e\u793a\u6c11\u4f17\u4e0d\u6ee1\u4e8e\u653f\u5e9c\u5bf9\u7a7a\u6c14\u6c61\u67d3\u63a7\u5236\u4e0d\u529b\uff0c\u4e5f\u4e0d\u4fe1\u4efb\u653f\u5e9c\u62ab\u9732\u7684\u4fe1\u606f\u3002<\/p>\n

4\u670810\u65e5\u4e0b\u534818\u65f6\u5de6\u53f3\uff0c\u56db\u5ddd\u5185\u6c5f\u5e02\u5a01\u8fdc\u53bf“\u56db\u5ddd\u5efa\u4e1a\u96c6\u56e2”\u5382\u533a\u9644\u8fd1\u51fa\u73b0\u523a\u6fc0\u6027\u5f02\u5473\uff0c\u9644\u8fd1\u4e0d\u5c11\u5c45\u6c11\u5934\u6655\u80f8\u95f7\u3002<\/p>\n

\u4e13\u6ce8\u7a7a\u6c14\u6c61\u67d3\u6cbb\u7406\u7684NGO\u5de5\u4f5c\u8005\u8d75\u4eae\u544a\u8bc9\u4e2d\u5916\u5bf9\u8bdd\uff0c12\u65e5\uff0c\u5a01\u8fdc\u4e2d\u5b66\u591a\u540d\u5b66\u751f\u989d\u5934\u8138\u988a\u957f\u5c0f\u7ea2\u70b9\uff0c\u5e76\u5934\u6655\u80f8\u95f7\u3002“4\u670813\u65e5\u65e9\u4e0a\uff0c30\u6765\u4e2a\u4eba\u4e0a\u8857\u8bf7\u613f\uff0c\u4e0b\u5348\u4e24\u70b9\u4ee5\u540e\u5c31\u8d8a\u6765\u8d8a\u591a\uff0c\u4e0b\u5348\u4e94\u70b9\u5de6\u53f3\uff0c\u653f\u5e9c\u4e0d\u5f97\u4e0d\u51fa\u52a8\u7279\u8b66\u6765\u63a7\u5236\u5c40\u9762\u3002”\u8d75\u4eae\u8bf4\u3002<\/p>\n

\u53bf\u653f\u5e9c\u572812\u65e5\u548c13\u65e5\u53ec\u5f00\u7d27\u6025\u4f1a\u8bae\u5e76\u53d1\u5e03\u5904\u7406\u610f\u89c1\uff0c\u901a\u62a5\u6c61\u67d3\u6e90\u4e3a\u5efa\u4e1a\u96c6\u56e2\u7684“\u946b\u8302\u74f7\u4e1a”\u7164\u6c14\u51b7\u51dd\u6c34\u6cc4\u6f0f\u3002\u653f\u5e9c\u8d23\u4ee4\u5173\u505c\u6574\u987f\uff0c\u5e76\u7ed9\u6240\u6709\u5e02\u6c11\u53d1\u9001\u77ed\u4fe1\u901a\u62a5\u4fe1\u606f\uff0c\u4f46\u76f4\u523014\u65e5\u4e0b\u5348\uff0c\u4ecd\u6709\u6c11\u4f17\u8bf4\uff0c\u5728\u53d1\u751f\u6cc4\u6f0f\u7684\u5382\u533a\u9644\u8fd1\u5473\u9053\u4ecd\u7136\u96be\u95fb\u3002<\/p>\n

14\u65e5\uff0c\u6e38\u884c\u961f\u4f0d\u5f00\u59cb\u6269\u5927\uff0c\u5e76\u5728\u5f53\u5929\u4e2d\u5348\u548c\u8b66\u5bdf\u53d1\u751f\u80a2\u4f53\u51b2\u7a81\u3002\u5a01\u8fdc\u4e2d\u5b66\u7684\u5b66\u751f\u572814\u65e5\u65e9\u4e0a\u96c6\u4f53\u7f62\u8bfe\u5e76\u51b2\u5012\u6821\u95e8\uff0c\u610f\u6b32\u51b2\u51fa\u5b66\u6821\u3002<\/p>\n

\u5a01\u8fdc\u53bf\u653f\u5e9c\u572814\u65e5\u5bf9\u516c\u4f17\u89e3\u91ca\uff0c\u7164\u6c14\u51b7\u51dd\u6c34\u6cc4\u6f0f\uff0c\u91cc\u9762\u542b\u6709\u6325\u53d1\u915a\u548c\u603b\u6c30\u5316\u7269\u3002\u5317\u4eac\u5927\u5b66\u516c\u5171\u536b\u751f\u5b66\u9662\u6559\u6388\u6f58\u5c0f\u5ddd\u544a\u8bc9\u4e2d\u5916\u5bf9\u8bdd\uff1a“\u915a\u7c7b\u7269\u8d28\u4f1a\u5438\u5165\u8fc7\u591a\u4f1a\u5bfc\u81f4\u8eab\u4f53\u957f\u7ea2\u70b9\uff1b\u6c30\u5316\u7269\u662f\u5267\u6bd2\u7269\u8d28\uff0c\u5f88\u5bb9\u6613\u81f4\u6b7b\uff0c\u4f46\u662f\u4e5f\u8981\u770b\u5438\u5165\u91cf\u3002”<\/p>\n

\u946b\u8302\u74f7\u4e1a\u80cc\u540e\u8fd8\u6709\u771f\u51f6\uff1f

\n\u4f46\u6c11\u4f17\u4e4b\u6240\u4ee5\u6e38\u884c\uff0c\u4e0d\u53ea\u662f\u56e0\u4e3a\u6c61\u67d3\u6cc4\u6f0f\uff0c\u8fd8\u6709\u5bf9\u5382\u533a\u6c61\u67d3\u7684\u591a\u5e74\u79ef\u6028\u3002\u5e76\u4e14\uff0c\u4ed6\u4eec\u4e0d\u76f8\u4fe1\u653f\u5e9c\u6240\u8bf4“\u6c61\u67d3\u6765\u81ea\u946b\u8302\u74f7\u4e1a\uff0c\u6c61\u67d3\u7269\u662f\u7164\u6c14\u51b7\u51dd\u6c34”\u7684\u8bf4\u6cd5\u3002<\/p>\n

\u5f53\u5730\u8fd8\u6709\u4e00\u5bb6\u5927\u578b\u5316\u5de5\u4f01\u4e1a\uff0c“\u56db\u5ddd\u7164\u7126\u5316\u96c6\u56e2\u6709\u9650\u516c\u53f8”\uff0c\u662f\u5f53\u5730\u7684\u7eb3\u7a0e\u5927\u6237\uff0c\u4f46\u4e5f\u662f\u6c61\u67d3\u5927\u6237\u3002\u5f53\u5730\u4e00\u4f4d\u6768\u59d3\u5e02\u6c11\u544a\u8bc9\u4e2d\u5916\u5bf9\u8bdd\uff0c \u946b\u8302\u74f7\u4e1a\u548c\u7126\u5316\u5382\u90fd\u5728\u5efa\u4e1a\u96c6\u56e2\u7684\u5382\u533a\u5185\uff0c\u76f8\u8ddd\u51e0\u767e\u7c73\u3002<\/p>\n

\u6c61\u67d3\u53d1\u751f\u540e\uff0c\u8d75\u4eae\u6240\u5728\u7684\u56e2\u961f\u8054\u7cfb\u4e86\u5a01\u8fdc\u73af\u4fdd\u5c40\u3002\u73af\u4fdd\u5c40\u5728\u7535\u8bdd\u4e2d\u56de\u5e94\u8bf4\u521d\u6b65\u6392\u67e5\u662f\u7164\u7126\u5316\u516c\u53f8\u7684\u7164\u6c14\u51b7\u51dd\u6c34\u6cc4\u6f0f\u3002\u4f46\u662f\u53d1\u5e03\u7ed3\u679c\u5374\u662f\u946b\u8302\u74f7\u4e1a\u3002<\/p>\n

\u7531\u4e8e\u6c61\u67d3\u4e25\u91cd\uff0c\u8be5\u5382\u548c\u8be5\u5730\u533a\u591a\u6b21\u906d\u6c11\u4f17\u4e3e\u62a5\u30022014\u5e741\u6708\uff0c\u5c31\u6709\u6c11\u4f17\u5c06\u7126\u5316\u5382\u6c61\u67d3\u4e8b\u5b9e\u4e3e\u62a5\u5230\u4eba\u6c11\u7f51<\/a>\u3002\u4eca\u5e743\u6708\uff0c\u8d75\u4eae\u63a5\u5230\u5a01\u8fdc\u4e2d\u5b66\u5b66\u751f\u7684\u5fae\u535a\u4e3e\u62a5\uff0c\u5e76\u4e0e3\u670820\u65e5\u523022\u65e5\u671f\u95f4\u5728\u5f53\u5730\u505a\u4e86\u8c03\u7814\uff0c\u53d1\u73b0\u5728\u5a01\u8fdc\u4e2d\u5b66\u9644\u8fd1\uff0c\u5a01\u8fdc\u73bb\u7483\u516c\u53f8\u3001\u5a01\u8fdc\u7126\u5316\u5382 \u3001\u5a01\u8fdc\u65b0\u7c73\u5170\u9676\u74f7\u6709\u9650\u516c\u53f8\uff0c\u548c\u56db\u5ddd\u767d\u5854\u65b0\u8054\u9676\u74f7\u96c6\u56e2\u6709\u9650\u516c\u53f8\uff0c\u90fd\u5b58\u5728\u4e25\u91cd\u7684\u5e9f\u6c14\u6392\u653e\u95ee\u9898\u3002\u7126\u5316\u5382\u5927\u7ea6\u6bcf\u4e24\u5206\u949f\u51fa\u73b0\u4e00\u6b21\u95f4\u6b47\u6027\u9ed1\u70df\u9038\u6563\uff0c\u7164\u7126\u6cb9\u523a\u9f3b\u7684\u5473\u9053\u6301\u7eed\u5f88\u4e45\u3002<\/p>\n

\u5f53\u5730\u4e00\u4f4d\u77e5\u60c5\u5e02\u6c11\u544a\u8bc9\u4e2d\u5916\u5bf9\u8bdd\uff0c\u6c61\u67d3\u6e90\u4e5f\u53ef\u80fd\u662f\u7126\u5316\u5382\u7684\u4e00\u4e2a\u8f66\u95f4\uff0c\u8be5\u8f66\u95f4\u51e0\u5e74\u524d\u66fe\u53d1\u751f\u8fc7\u6c14\u5473\u7c7b\u4f3c\u7684\u6cc4\u6f0f\u4e8b\u6545\u3002\u4ed6\u6000\u7591\u6cc4\u6f0f\u7269\u8d28\u4e5f\u4e0d\u662f\u7164\u6c14\u51b7\u51dd\u6c34\uff0c\u800c\u662f\u53e6\u4e00\u79cd\u7269\u8d28\u3002\u5e02\u6c11\u62c5\u5fc3\u653f\u5e9c\u9690\u7792\u4e86\u66f4\u5371\u9669\u7684\u4fe1\u606f\u3002<\/p>\n

\u7164\u5316\u5de5\u884c\u4e1a\u7814\u7a76\u4eba\u5458\u9b4f\u7965\u7532\u544a\u8bc9\u4e2d\u5916\u5bf9\u8bdd\uff0c\u7164\u6c14\u51b7\u51dd\u6c34\u53ea\u9700\u8981\u5728\u7164\u6c14\u751f\u4ea7\u65f6\u4f7f\u7528\uff0c\u5728\u7164\u6c14\u4ea7\u751f\u65f6\u5c06\u5176\u51b7\u51dd\u3002\u5728\u4e2d\u56fd\uff0c\u4e00\u4e9b\u975e\u7164\u5316\u5de5\u5382\u4e5f\u6709\u81ea\u4ea7\u7164\u6c14\u7684\u60c5\u51b5\uff0c\u4f46\u53ea\u662f\u7528\u4e8e\u7ed9\u5de5\u5382\u4f9b\u80fd\uff0c\u7531\u4e8e\u89c4\u6a21\u5c0f\u5de5\u827a\u7c97\u7cd9\uff0c\u5bb9\u6613\u53d1\u751f\u4e8b\u6545\u3002\u4e0a\u8ff0\u77e5\u60c5\u5e02\u6c11\u5bf9\u4e2d\u5916\u5bf9\u8bdd\u8bf4\uff0c\u946b\u8302\u74f7\u4e1a\u7528\u7684\u80fd\u6e90\u786e\u5b9e\u662f\u7164\u3002\u7531\u4e8e\u4e24\u4e2a\u5382\u76f8\u805a\u4e0d\u8fdc\uff0c\u7528\u7684\u662f\u540c\u4e00\u6761\u4e0b\u6c34\u7ba1\u9053\uff0c\u5230\u5e95\u662f\u54ea\u91cc\u6392\u51fa\u7684\uff0c\u8fd8\u6709\u5f85\u68c0\u9a8c\u3002<\/p>\n
