Energy Sources Act\uff09\u8fdb\u884c\u7684\u5176\u4e2d\u4e00\u9879\u6539\u9769\u5c31\u662f\u5c06\u73b0\u6709\u7684\u8865\u8d34\u7535\u4ef7\u65b9\u5f0f\u8f6c\u6362\u4e3a\u7ade\u4ef7\u4e0a\u7f51\u6a21\u5f0f\u3002\u5fb7\u56fd\u80fd\u6e90\u90e8\u957f\u3001\u793e\u4f1a\u6c11\u4e3b\u515a\u9886\u5bfc\u4eba<\/span><a href=\"https:\/\/www.bmwi.de\/EN\/Press\/press-releases,did=770246.html\">\u897f\u683c\u739b\u5c14&middot;\u52a0\u5e03\u91cc\u57c3\u5c14\uff08Sigmar Gabriel\uff09<\/a>\u8ba4\u4e3a\uff0c\u8fd9\u9879\u6539\u9769\u5c06\u5f7b\u5e95\u6539\u53d8\u53ef\u518d\u751f\u80fd\u6e90\u7684\u878d\u8d44\u6a21\u5f0f\u3002\u4ed6\u8868\u793a\uff1a&ldquo;\u52a0\u5f3a\u7ade\u4e89\uff0c\u624d\u80fd\u6709\u6548\u5f15\u5bfc\u6301\u7eed\u589e\u957f\uff0c\u4e25\u63a7\u6210\u672c\uff0c\u80a1\u4e1c\u591a\u6837\u5316\uff0c\u4e0e\u7535\u7f51\u6269\u5f20\u7d27\u5bc6\u7ed3\u5408&mdash;&mdash;\u8fd9\u624d\u662f\u7b26\u5408\u4e0b\u4e00\u9636\u6bb5\u80fd\u6e90\u8f6c\u578b\u9700\u8981\u7684\u8fd0\u8425\u65b9\u5f0f\u3002&rdquo;\u6839\u636e\u8fd9\u9879\u6539\u9769\uff0c\u5fb7\u56fd\u653f\u5e9c\u91cd\u7533\u4e86\u4e0d\u540c\u65f6\u671f\u53ef\u518d\u751f\u80fd\u6e90\u5728\u7535\u529b\u603b\u91cf\u4e2d\u5360\u6bd4\u7684\u53d1\u5c55\u76ee\u6807&mdash;&mdash;2025\u5e74\u8fbe\u523040%\u523045%\uff0c2035\u5e74\u8fbe\u523055%\u523060%\uff0c2050\u5e74\u81f3\u5c11\u8fbe\u523080%\u3002<\/p>\n<p><span id=\"docs-internal-guid-c0251107-7ce4-02d0-e743-85f6c5fd4e28\">\u4f46\u662f\u4e3a\u4e86\u4fdd\u8bc1\u53ef\u518d\u751f\u7535\u529b\u80fd\u6e90\u7684\u7a33\u5b9a\u589e\u957f\uff0c\u5c06\u901a\u8fc7&ldquo;\u65b0\u589e\u88c5\u673a\u5bb9\u91cf\u8303\u56f4&rdquo;\u5bf9\u6bcf\u5e74\u53ef\u518d\u751f\u80fd\u6e90\u65b0\u589e\u88c5\u673a\u8fdb\u884c\u9650\u5236\u3002<\/span><a href=\"https:\/\/www.bmwi.de\/EN\/Press\/press-releases,did=770246.html\">\u6280\u672f<\/a>\u4e0d\u540c\uff0c\u8bbe\u9650\u7684\u91cf\u7ea7\u4e5f\u4e0d\u540c\uff1a\u5bf9\u9646\u4e0a\/\u8fd1\u6d77\u98ce\u80fd\u6765\u8bf4\uff0c\u4eca\u540e\u4e09\u5e74\uff082017\u30012018\u548c2019\u5e74\uff09\u6bcf\u5e74\u7684\u7ade\u4ef7\u603b\u91cf\u4e3a280\u4e07\u5343\u74e6\uff0c\u4e4b\u540e\u8fd8\u4f1a\u7ee7\u7eed\u4e0a\u8c03\u3002\u5bf9\u4e8e\u592a\u9633\u80fd\u6765\u8bf4\uff0c\u6bcf\u5e74\u7684\u7ade\u4ef7\u603b\u91cf\u4e3a60\u4e07\u5343\u74e6\uff0c\u800c\u6bcf\u5e74250\u4e07\u5343\u74e6\u7684\u65b0\u589e\u88c5\u673a\u5bb9\u91cf\u8303\u56f4\u5c06\u4f1a\u4fdd\u6301\u4e0d\u53d8\uff08\u5269\u4f59\u90e8\u5206\u5c06\u4f9d\u7167\u4e0a\u7f51\u7535\u4ef7\u8865\u8d34\u653f\u7b56\u8fdb\u884c\u5efa\u8bbe\uff09\u3002\u5bf9\u4e8e\u6d77\u4e0a\u98ce\u80fd\u800c\u8a00\uff0c\u603b\u88c5\u673a\u76ee\u6807\u662f\u52302030\u5e74\u8fbe\u52301500\u4e07\u5343\u74e6\u3002\u5bf9\u4e8e\u751f\u7269\u80fd\u6765\u8bf4\uff0c2017\u30012018\u548c2019\u5e74\u6bcf\u5e74\u7684\u7ade\u4ef7\u4e0a\u9650\u4e3a15\u4e07\u5343\u74e6\u3002\u800c\u7c7b\u4f3c\u5c4b\u9876\u592a\u9633\u80fd\u677f\u8fd9\u6837\u7684\u5c0f\u578b\u53ef\u518d\u751f\u80fd\u6e90\u88c5\u7f6e\u5c06<a href=\"https:\/\/www.cleanenergywire.org\/factsheets\/eeg-reform-2016-switching-auctions-renewables\">\u7ee7\u7eed<\/a>\u4eab\u53d7\u7535\u4ef7\u8865\u8d34\u653f\u7b56\uff08\u53ea\u662f\u5177\u4f53\u6570\u989d\u4f1a\u53d1\u751f\u5c0f\u5e45\u53d8\u5316\uff09\u3002\u5fb7\u56fd\u653f\u5e9c\u76f8\u4fe1\uff0c\u8fd9\u6837\u7684\u653f\u7b56\u80fd\u591f\u4fdd\u8bc1\u6c11\u95f4\u5408\u4f5c\u7ec4\u7ec7\u548c\u9879\u76ee\u5f00\u53d1\u5546\u5bf9\u5c0f\u578b\u53ef\u518d\u751f\u80fd\u6e90\u53d1\u7535\u8bbe\u65bd\u7684\u79ef\u6781\u6027\u3002<\/p>\n<p><span id=\"docs-internal-guid-c0251107-7ce4-02d0-e743-85f6c5fd4e28\">\u4f46\u662f\u4e5f\u6709\u4eba\u5bf9\u8fd9\u6837\u7684\u9650\u5236\u63d0\u51fa\u4e86\u6279\u8bc4\uff0c\u8ba4\u4e3a\u8fd9\u9879\u653f\u7b56\u610f\u56fe\u51cf\u7f13\u53ef\u518d\u751f\u80fd\u6e90\u7684\u589e\u957f\u901f\u5ea6\uff0c\u4fdd\u62a4\u843d\u540e\u7684\u71c3\u7164\u7535\u5382\u3002\u4f46\u662f\u5fb7\u56fd\u653f\u5e9c\u79f0\uff0c\u8fd9\u662f\u4e3a\u4e86\u8ba9\u53ef\u518d\u751f\u80fd\u6e90\u5229\u7528\u53d8\u5f97\u66f4\u53ef\u9884\u6d4b\uff0c\u4ece\u800c\u63a8\u52a8\u7535\u7f51\u6269\u5f20\uff0c\u63d0\u9ad8\u5fb7\u56fd\u90bb\u56fd\u4ee5\u53ca\u6574\u4e2a\u80fd\u6e90\u884c\u4e1a\u7684\u89c4\u5212\u5b89\u5168\u6027\u3002\u4e0d\u7ba1\u600e\u4e48\u8bf4\uff0c\u5fb7\u56fd\u603b\u7406\u9ed8\u514b\u5c14\uff08Merkel\uff09<\/span><a href=\"https:\/\/www.cleanenergywire.org\/news\/renewables-reform-merkel-energiewende-must-not-destroy-utilities\">\u627f\u8bfa<\/a>&ldquo;\u80fd\u6e90\u8f6c\u578b&rdquo;\u8ba1\u5212\u4e0d\u4f1a\u635f\u5bb3\u5fb7\u56fd\u516c\u5171\u8bbe\u65bd\u5229\u76ca\u3002<\/p>\n<p><span id=\"docs-internal-guid-c0251107-7ce4-02d0-e743-85f6c5fd4e28\">\u6279\u8bc4\u5bb6\u8ba4\u4e3a\u5fb7\u56fd\u653f\u5e9c\u6b64\u4e3e\u662f\u5728\u4e3a &ldquo;\u80fd\u6e90\u8f6c\u578b&rdquo;\u8ba1\u5212\u51cf\u901f\u3002\u73af\u4fdd\u8fd0\u52a8\u4eba\u58eb\u8ba4\u4e3a\uff0c\u5bf9\u9646\u4e0a\u98ce\u80fd\u8fd9\u79cd\u6700\u5177\u6210\u672c\u7ade\u4e89\u529b\u7684\u53ef\u518d\u751f\u80fd\u6e90\u8bbe\u9650<\/span><a href=\"https:\/\/www.dw.com\/en\/germanys-renewable-energy-reforms-a-step-backwards\/a-19300704\">\u5c31\u662f<\/a>\u5728\u9650\u5236\u53ef\u518d\u751f\u80fd\u6e90\u7684\u5feb\u901f\u53d1\u5c55\u3002<\/p>\n<p><span href=\"https:\/\/energytransition.de\/2016\/01\/germany-is-20-years-away-from-100-percent-renewable-power-not\">\u4ee5\u5f80\u589e\u901f<\/a>\u6765\u770b\uff0c\u8fd9\u79cd\u62c5\u5fe7\u4e5f\u8bb8\u662f\u6709\u9053\u7406\u7684\u3002\u4ece2010\u5e74\u5f00\u59cb\uff0c\u5fb7\u56fd\u5c06\u7535\u529b\u603b\u9700\u6c42\u4e2d\u53ef\u518d\u751f\u80fd\u6e90\u5360\u6bd4\u7684\u5e74\u5747\u589e\u901f\u63d0\u9ad83.1%\u3002\u82e5\u7167\u6b64\u901f\u5ea6\u53d1\u5c55\u4e0b\u53bb\uff0c2025\u5e74\u65f6\u5fb7\u56fd\u53ef\u518d\u751f\u80fd\u6e90\u53d1\u7535\u6bd4\u4f8b\u5c31\u5c06\u8d85\u8fc760%\u3002\u4f46\u662f\u6839\u636e\u8fd9\u9879\u65b0\u8bae\u6848\uff0c\u653f\u5e9c\u5e0c\u671b\u7684\u662f\u786e\u4fdd\u53ef\u518d\u751f\u80fd\u6e90\u589e\u957f\u4e0d\u8d85\u8fc7\u51762025\u5e74\u5360\u6bd440%\u523045%\u7684\u76ee\u6807\u3002<br href=\"https:\/\/www.power-to-the-people.net\/2016\/06\/parliamentarians-can-revive-german-energiewende\/\">\u8ba4\u4e3a<\/a>\uff0c\u8fd9\u4e9b\u53d8\u5316\u4e0d\u4ec5\u4f1a\u4ece\u6839\u672c\u4e0a\u5a01\u80c1\u5fb7\u56fd\u5728\u80fd\u6e90\u548c\u6c14\u5019\u653f\u6cbb\u9886\u57df\u7684\u9886\u5bfc\u5730\u4f4d\uff0c\u800c\u4e14\u53ef\u80fd\u9020\u6210\u5927\u91cf\u5931\u4e1a\uff0c\u51cf\u5c11\u5546\u673a\u3002\u8fd9\u79cd&ldquo;\u8865\u8d34\u53d8\u7ade\u4ef7&rdquo;\u7684\u65b9\u5f0f\u5c06\u5927\u5927\u51cf\u5c11\u5c0f\u578b\u6295\u8d44\u8005\u3001\u80fd\u6e90\u5408\u4f5c\u793e\u3001\u519c\u6c11\u548c\u4f01\u4e1a\u7684\u6295\u8d44\u673a\u4f1a\u3002\u7acb\u5fb7\u7279\u96f7\u7279\u8bf4\uff1a&ldquo;\u6c11\u4f17\u624d\u662f\u5fb7\u56fd\u80fd\u6e90\u8f6c\u578b\u7684\u4e2d\u575a\u529b\u91cf\u3002\u4ec5\u80fd\u6e90\u5408\u4f5c\u793e\u5c31\u5df2\u7ecf\u5728\u53ef\u518d\u751f\u80fd\u6e90\u9879\u76ee\u4e2d\u6295\u8d44\u8fd113\u4ebf\u6b27\u5143\uff0c\u4e3a\u793e\u533a\u3001\u5730\u65b9\u548c\u6c11\u4f17\u521b\u9020\u4e86\u5de8\u5927\u7684\u5229\u76ca\u3002&rdquo;<\/p>\n<p><span
