id=\"docs-internal-guid-bd606cde-07a1-e6c7-7bb5-084be767fb5a\">\u867d\u7136\u4fee\u6cd5\u7684\u547c\u58f0\u5df2\u7ecf\u6301\u7eed\u591a\u5e74\uff0c\u4f46\u8fd9\u90e8\u4eca\u5e744\u6708\u8fd8\u6ca1\u6709\u8fdb\u5165\u4eba\u5927\u7acb\u6cd5\u4fee\u8ba2\u8ba1\u5212\u7684\u73af\u8bc4\u6cd5\uff0c\u6ca1\u6709\u516c\u5f00\u5f81\u6c42\u610f\u89c1\u5c31\u7a81\u7136\u516c\u5e03\uff0c\u8fd8\u662f\u8ba9\u672c\u51c6\u5907\u63d0\u610f\u89c1\u7684\u73af\u4fdd\u7ec4\u7ec7\u5403\u60ca\u4e0d\u5c0f\u3002<\/p>\n<p>\u4ece\u516c\u5e03\u5185\u5bb9\u6765\u770b\uff0c\u6b64\u6b21\u4fee\u6cd5\u529b\u5ea6\u8f83\u5c0f\u3002\u6700\u5927\u7684\u53d8\u52a8\u5c31\u662f\u53d6\u6d88\u4e86\u73af\u8bc4\u524d\u7f6e\u3002\u8fd9\u662f\u5426\u4f1a\u524a\u5f31\u73af\u8bc4\u5236\u5ea6\u7684\u529b\u5ea6?\u5728<\/span><a href=\"https:\/\/fon.org.cn\/\">\u81ea\u7136\u4e4b\u53cb<\/a>\u4e13\u95e8\u4e3a\u6b64\u7ec4\u7ec7\u7684\u7814\u8ba8\u4f1a\u4e0a\uff0c\u5404\u5bb6\u8bf4\u6cd5\u4e0d\u4e00\u3002<\/p>\n<p><span id=\"docs-internal-guid-bd606cde-07a1-e6c7-7bb5-084be767fb5a\">\u73af\u8bc4\u524d\u7f6e\uff0c\u5c31\u662f\u73af\u5883\u5f71\u54cd\u8bc4\u4ef7\u9700\u5148\u7ecf\u73af\u4fdd\u4e3b\u7ba1\u90e8\u95e8\u5ba1\u6279\uff0c\u5ba1\u6279\u901a\u8fc7\u4e4b\u540e\uff0c\u5176\u4ed6\u5efa\u8bbe\u65bd\u5de5\u65b9\u6848\u5ba1\u6279\u7b49\u624b\u7eed\u624d\u53ef\u4ee5\u5f00\u5c55\u3002\u53d6\u6d88\u524d\u7f6e\uff0c\u5c31\u610f\u5473\u7740\u73af\u8bc4\u548c\u540e\u7eed\u5185\u5bb9\u53ef\u4ee5\u540c\u65f6\u5ba1\u6279\uff0c\u53ef\u4ee5\u63d0\u9ad8\u6548\u7387\uff0c\u51cf\u5c11\u6574\u4e2a\u9879\u76ee\u7684\u5ba1\u6279\u65f6\u95f4\u3002<\/p>\n<p>\u4e2d\u56fd\u653f\u6cd5\u5927\u5b66\u526f\u6559\u6388\u80e1\u9759\u8ba4\u4e3a\u73af\u8bc4\u524d\u7f6e\u4e0e\u5426\uff0c\u5bf9\u73af\u8bc4\u7684\u529b\u5ea6\u672a\u5fc5\u6709\u5b9e\u8d28\u6027\u7684\u5f71\u54cd\u3002\u4ed6\u8bf4\uff0c\u4e4b\u524d\u7684\u73af\u8bc4\u524d\u7f6e\uff0c\u662f\u73af\u8bc4\u5148\u5ba1\u6279\uff0c\u73b0\u5728\u73af\u8bc4\u548c\u5efa\u8bbe\u5ba1\u6279\u540c\u65f6\u8fdb\u884c\uff0c\u4e5f\u4ecd\u7136\u8981\u5ba1\u6279\uff0c\u53ea\u662f\u65f6\u95f4\u5148\u540e\u7684\u95ee\u9898\u3002<\/p>\n<p>\u4e0d\u8fc7\uff0c\u4e00\u4efd<\/span><a href=\"https:\/\/view.news.qq.com\/original\/intouchtoday\/n3578.html\">\u817e\u8baf\u8bc4\u8bba\u62c5\u5fc3<\/a>\uff0c\u5728\u8d22\u52a1\u3001\u5efa\u8bbe\u65b9\u6848\u7b49\u5927\u8d39\u5468\u7ae0\u7684\u5ba1\u6279\u5b8c\u6210\u4e4b\u540e\uff0c\u8003\u8651\u5230\u884c\u653f\u8d44\u6e90\u7684\u6295\u5165\uff0c\u73af\u8bc4\u8981\u518d\u5b9e\u884c\u4e00\u7968\u5426\u51b3\u5236\u5c31\u56f0\u96be\u4e86\u3002<a href=\"https:\/\/www.ipe.org.cn\/default.aspx\">\u516c\u4f17\u73af\u5883\u7814\u7a76\u4e2d\u5fc3<\/a>\u4e5f\u4e8e6\u65e5\u53d1\u6587\uff0c\u8ba4\u4e3a\u5ba1\u6279\u53d8\u5f97\u5bb9\u6613\uff0c\u4f1a\u4f7f\u5f97\u4f01\u4e1a\u5bf9\u73af\u8bc4\u7684\u91cd\u89c6\u7a0b\u5ea6\u4e0b\u964d\u3002<\/p>\n<p><span id=\"docs-internal-guid-bd606cde-07a1-e6c7-7bb5-084be767fb5a\">\u5317\u4eac\u73af\u5883\u5f8b\u5e08\u590f\u519b\u8ba4\u4e3a\u5728\u65b0\u6cd5\u4e2d\u53d6\u6d88\u73af\u8bc4\u524d\u7f6e\uff0c\u662f\u5bf9\u73af\u8bc4\u5236\u5ea6\u7684\u524a\u5f31\u3002\u4e3a\u4e86\u7b80\u653f\u653e\u6743\uff0c2014\u5e74<\/span><a href=\"https:\/\/www.gov.cn\/xinwen\/2014-12\/29\/content_2797847.htm\">\u56fd\u52a1\u9662\u5728\u672a\u7ecf\u4fee\u8ba2\u300a\u73af\u8bc4\u6cd5\u300b\u7684\u60c5\u51b5\u4e0b\u53d1\u6587\u53d6\u6d88\u4e86\u73af\u8bc4\u524d\u7f6e<\/a>\uff0c\u53ea\u4fdd\u7559\u4e86\u89c4\u5212\u9009\u5740\u3001\u7528\u5730\u9884\u5ba1\u4f5c\u4e3a\u524d\u7f6e\u6761\u4ef6\uff0c\u4f46\u91cd\u7279\u5927\u9879\u76ee\u4ecd\u4fdd\u7559\u73af\u8bc4\u524d\u7f6e\u7684\u89c4\u5b9a\u3002\u73b0\u5728\u901a\u8fc7\u7684\u65b0\u300a\u73af\u8bc4\u6cd5\u300b\u5374\u6ca1\u6709\u63d0\u53ca\u4efb\u4f55\u4fdd\u7559\u524d\u7f6e\u5ba1\u6279\u7684\u9879\u76ee\u3002\u8fd9\u610f\u5473\u7740\uff0c\u5373\u4fbf\u5bf9\u4e8e\u4e00\u4e9b\u5927\u578b\u7684\u77f3\u5316\u3001\u57fa\u5efa\u9879\u76ee\uff0c\u73af\u5883\u5f71\u54cd\u8bc4\u4ef7\u4e5f\u4e0d\u518d\u6210\u4e3a\u5728\u9879\u76ee\u5ba1\u6279\u8fc7\u7a0b\u4e2d\u9700\u8981\u4f18\u5148\u8003\u8651\u7684\u6b65\u9aa4\u3002<\/p>\n<p><span id=\"docs-internal-guid-bd606cde-07a1-e6c7-7bb5-084be767fb5a\">\u505a\u4e86\u591a\u5e74\u73af\u8bc4\u7684\u5de5\u7a0b\u5e08\u5218\u5973\u58eb\u548c\u5b59\u5973\u58eb\u6beb\u4e0d\u8bb3\u8a00\uff0c\u5979\u4eec\u8ba4\u4e3a\u53d6\u6d88\u73af\u8bc4\u524d\u7f6e\u5fc5\u7136\u5bfc\u81f4\u73af\u8bc4\u5931\u5b88\uff0c\u56e0\u4e3a\u73af\u4fdd\u90e8\u5e76\u975e\u5f3a\u52bf\u90e8\u95e8\uff0c\u5373\u4fbf\u662f\u5728\u73af\u8bc4\u524d\u7f6e\u60c5\u51b5\u4e0b\uff0c\u4ecd\u7136\u6709\u4e0d\u5c11\u672a\u6279\u5148\u5efa\u7684\u9879\u76ee\uff0c\u73b0\u5728\u53d6\u6d88\u524d\u7f6e\uff0c\u7ea6\u675f\u529b\u5c31\u66f4\u5c0f\u4e86\u3002<\/p>\n<p>\u4f46\u672c\u6b21\u4fee\u8ba2\u7684\u65b0\u300a\u73af\u8bc4\u6cd5\u300b\u5728\u53d6\u6d88\u73af\u8bc4\u524d\u7f6e\u7684\u540c\u65f6\uff0c\u4e5f\u63d0\u9ad8\u4e86\u73af\u8bc4\u8fdd\u6cd5\u7684\u5904\u7f5a\u529b\u5ea6\uff0c\u52a0\u5f3a\u4e86\u73af\u8bc4\u7684\u9707\u6151\u529b\u3002\u8fdd\u89c4\u4f01\u4e1a\u53ef\u80fd\u9762\u4e34\u7684\u7f5a\u6b3e\u4ece\u539f\u6765\u7684\u6700\u9ad820\u4e07\u5143\uff0c\u53d8\u6210\u9879\u76ee\u6295\u8d44\u989d\u5ea6\u76841%\u52305%\uff0c\u8fd9\u610f\u5473\u7740\uff0c\u5bf9\u4e8e\u52a8\u8f84\u6295\u8d44\u6570\u5341\u4e0a\u767e\u4ebf\u7684\u91cd\u7279\u5927\u9879\u76ee\uff0c\u73af\u8bc4\u8fdd\u89c4\u7f5a\u6b3e\u53ef\u80fd\u9ad8\u8fbe\u6570\u4ebf\u5143\u4eba\u6c11\u5e01\uff0c\u4f01\u4e1a\u4e0d\u5f97\u4e0d\u987e\u53ca\u8fd9\u4e00\u70b9\u3002<\/p>\n<p>\u9274\u4e8e\u516c\u4f17\u5df2\u7ecf\u5931\u53bb\u53c2\u4e0e\u73af\u8bc4\u6cd5\u4fee\u8ba2\u7684\u673a\u4f1a\uff0c\u590f\u519b\u5efa\u8bae\u516c\u4f17\u5728\u76f8\u5173\u884c\u653f\u6cd5\u89c4\u7684\u4fee\u8ba2\u4e0a\u79ef\u6781\u53c2\u4e0e\uff0c\u4ee5\u4fbf\u5b8c\u5584\u8bf8\u5982\u516c\u4f17\u53c2\u4e0e\u7b49\u76f8\u5173\u6761\u6b3e\u3002<\/p>\n<p>\u56e0\u4e3a&ldquo;\u73af\u8bc4&rdquo;\u53ea\u662f\u73af\u5883\u7ba1\u7406\u94fe\u6761\u4e0a\u7684\u4e00\u4e2a\u73af\u8282\uff0c\u590f\u519b\u544a\u8bc9\u4e2d\u5916\u5bf9\u8bdd\uff0c\u4e0d\u80fd\u6307\u671b\u73af\u8bc4\u89e3\u51b3\u6240\u6709\u95ee\u9898\u3002\u56e0\u4e3a&ldquo;\u73af\u5883\u5f71\u54cd\u7684\u5927\u5c0f\uff0c\u524d\u7aef\u7684\u73af\u8bc4\u548c\u540e\u7aef\u6392\u6c61\u7ba1\u7406\u662f\u540c\u6837\u91cd\u8981\u7684\u3002&rdquo;\u4ed6\u8bf4\u3002<\/p>\n<p>\u300a\u73af\u8bc4\u6cd5\u300b\u4e2d\u539f\u672c\u5c31\u4e0d\u591f\u5177\u4f53\u7684\u516c\u4f17\u53c2\u4e0e\u90e8\u5206\uff0c\u6b64\u6b21\u5e76\u672a\u4f5c\u51fa\u4fee\u6539\u3002\u73af\u8bc4\u6cd5\u7684\u4e0b\u4f4d\u6cd5<\/span><a
