href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/en\/9091-Uncertainty-for-tigers-under-China-s-new-wildlife-law\">\u4ecd\u7136\u4e0d\u6ee1<\/a>\uff0c\u8ba4\u4e3a\u65b0\u6cd5\u4ecd\u7136\u5305\u62ec\u4e86\u4e00\u4e9b\u4e3a\u8001\u864e\u517b\u6b96\u548c\u5176\u4ed6\u5546\u4e1a\u884c\u4e3a\u63d0\u4f9b\u4e86\u6cd5\u5f8b\u57fa\u7840\u7684\u6761\u6b3e\uff0c\u800c\u8fd9\u4f1a\u523a\u6fc0\u5bf9\u91ce\u751f\u52a8\u7269\u5236\u54c1\u7684\u9700\u6c42\uff0c\u65e0\u8bba\u5176\u5408\u6cd5\u4e0e\u5426\u3002<\/p>\n<p><span id=\"docs-internal-guid-c1a15ec1-71e7-5c9c-09ec-2a4c749c170d\"><img decoding=\"async\" alt=\"\" \/>\u5bf9\u4eba\u7c7b\u548c\u91ce\u751f\u52a8\u690d\u7269\u7684\u5173\u7cfb\u8fdb\u884c\u53cd\u601d\uff0c\u8fd9\u5728\u5168\u7403\u8303\u56f4\u5185\u90fd\u65f6\u95f4\u4e0d\u957f\u3002\u4e8c\u5341\u4e16\u7eaa\u4e5d\u5341\u5e74\u4ee3\u4ee5\u6765\uff0c\u5730\u7403\u6b63\u9762\u4e34\u7740\u7b2c\u516d\u6b21\uff08\u800c\u4e14\u662f\u7b2c\u4e00\u6b21\u4eba\u4e3a\u56e0\u7d20\u9020\u6210\u7684\uff09\u7269\u79cd\u5927\u706d\u7edd\u7684\u89c2\u70b9\u5df2\u9010\u6e10\u6210\u4e3a\u79d1\u5b66\u5171\u8bc6\uff0c\u4e8e\u662f\u90a3\u4e9b\u628a\u91ce\u751f\u52a8\u7269\u5355\u7eaf\u4f5c\u4e3a\u4e00\u79cd\u8d44\u6e90\u800c\u8d85\u51fa&ldquo;\u5408\u7406\u5229\u7528&rdquo;\u8303\u7574\u7684\u884c\u4e3a\u4e5f\u5f00\u59cb\u9762\u4e34\u538b\u529b\u3002\u4e16\u754c\u91ce\u751f\u52a8\u7269\u57fa\u91d1\u4f1a\u7684\u300a<\/span><a href=\"https:\/\/wwf.panda.org\/about_our_earth\/all_publications\/lpr_2016\/\">2016\u5730\u7403\u751f\u547d\u529b\u62a5\u544a<\/a>\u300b\u7528\u6570\u5b57\u5370\u8bc1\u4e86\u8fd9\u573a\u53f2\u65e0\u524d\u4f8b\u7684\u5927\u706d\u7edd\u7684\u4e25\u91cd\u7a0b\u5ea6\u3002\u636e\u5176\u4f30\u7b97\uff0c\u4ee51970\u5e74\u7684\u79cd\u7c7b\u6570\u91cf\u4e3a\u53c2\u8003\u503c\uff0c\u4e16\u754c\u4e09\u5206\u4e4b\u4e8c\u7684\u91ce\u751f\u52a8\u7269\u90fd\u4f1a\u57282020\u5e74\u4e4b\u524d\u706d\u7edd\u3002<\/p>\n<p><span id=\"docs-internal-guid-c1a15ec1-71e7-5c9c-09ec-2a4c749c170d\">\u4eba\u4eec\u5df2\u7ecf\u8d8a\u6765\u8d8a\u5207\u8eab\u5730\u4f53\u4f1a\u5230\u81ea\u5df1\u4e0e\u52a8\u7269\u76f8\u4e92\u4f9d\u5b58\u7684\u5173\u7cfb\u3002\u6b63\u5982\u4e2d\u56fd\u7684\u300a\u91ce\u751f\u52a8\u7269\u4fdd\u62a4\u6cd5\u300b\u4fee\u8ba2\u6240\u4f53\u73b0\u51fa\u6765\u7684\uff0c\u4eba\u4eec\u6b63\u5bf9\u8fd9\u79cd\u76f8\u4e92\u4f9d\u5b58\u7684\u6982\u5ff5\u8fdb\u884c\u6df1\u5165\u7684\u518d\u601d\u8003\u3002\u6211\u4eec\u53ef\u4ee5\u4ece\u8fd9\u4e2a\u65b0\u89d2\u5ea6\u56de\u987e16\u4e16\u7eaa\u521d\u523019\u4e16\u7eaa\u672b\u7684\u4e2d\u56fd\u4eba\u4e0e\u52a8\u7269\u5173\u7cfb\u7684\u6f14\u53d8\uff0c\u800c\u8fd9\u4f1a\u4ee4\u6211\u4eec\u5bf9\u4eca\u5929\u4e2d\u56fd\u7684\u751f\u6001\u72b6\u51b5\u548c\u653f\u6cbb\u4f53\u5236\u90fd\u80fd\u4ea7\u751f\u65b0\u7684\u8ba4\u8bc6\u3002<\/p>\n<p>\u5728\u7edf\u4e00\u4e86\u4e2d\u539f\u548c\u4e9a\u6d32\u5185\u9646\uff08\u5305\u62ec\u6ee1\u6d32\u3001\u8499\u53e4\u3001\u65b0\u7586\u548c\u897f\u85cf\uff09\u540e\uff0c\u6e05\u5e1d\u56fd\u83b7\u5f97\u4e86\u6bd4\u5982\u4eca\u7684\u4e2d\u534e\u4eba\u6c11\u5171\u548c\u56fd\u66f4\u5927\u7684\u7684\u7586\u571f\u3002\u8fd9\u7247\u5e7f\u88a4\u571f\u5730\u5bb9\u7eb3\u7684\u4eba\u6587\u548c\u751f\u6001\u591a\u6837\u6027\u662f\u65b0\u4e2d\u56fd\u7ee7\u627f\u7684\u4e00\u7b14\u91cd\u8981\u7684\u73af\u5883\u9057\u4ea7\u3002<\/p>\n<p>\u5982\u679c\u6ca1\u6709\u5341\u4e03\u4e16\u7eaa\u4e2d\u671f\u6ee1\u6e05\u5357\u4e0b\u5165\u5173\uff0c\u4eca\u5929\u7684\u4e2d\u56fd\u4e0d\u4f1a\u62e5\u6709\u5982\u6b64\u8fbd\u9614\u7684\u56fd\u571f\u3002\u4f46\u4eba\u7c7b\u7684\u6218\u4e89\u63a9\u76d6\u4e86\u4e9a\u6d32\u5185\u9646\u5730\u533a\u4eba\u4e0e\u52a8\u7269\u4e4b\u95f4\u7684\u6218\u4e89\uff1a\u6b63\u662f\u8981\u56f4\u730e\u90a3\u4e9b\u4e0d\u60f3\u88ab\u6349\u4f4f\u7684\u52a8\u7269\uff0c\u6ee1\u4eba\u624d\u6210\u4e3a\u4e86\u527d\u608d\u7684\u9a91\u5c04\u6c11\u65cf\u3002<\/p>\n<p><strong>\u4ece\u730e\u4eba\u5230\u6218\u58eb<\/strong><\/p>\n<p>\u6e05\u519b\u5f00\u7586\u62d3\u571f\u7684\u519b\u4e8b\u6280\u80fd\u5e76\u975e\u4e0e\u751f\u4ff1\u6765\uff0c\u800c\u662f\u901a\u8fc7\u5927\u91cf\u7ec3\u4e60\u56f4\u730e\u79ef\u7d2f\u800c\u6765\uff0c\u800c\u730e\u573a\u5f80\u5f80\u5ef6\u4f38\u5230\u5f53\u65f6\u7684\u56fd\u5883\u7ebf\u4ee5\u5916\u3002<\/p>\n<p>\u8981\u57f9\u517b\u548c\u4f20\u627f\u6ee1\u6d32\u5f13\u9a6c\u9a91\u5c04\u7684\u6280\u80fd\u5c31\u5fc5\u987b\u8fdb\u884c\u56f4\u730e\uff0c\u4e00\u4e2a\u5f88\u597d\u7684\u8bc1\u660e\u5c31\u662f<\/span>\u7ee5\u8fdc\u5c06\u519b\u8865\u7199\u4e7e\u9686\u5341\u56db\u5e74\uff081749\u5e74\uff09\u7684\u594f\u6298\u3002\u4ed6\u62c5\u5fc3\uff0c\u5982\u679c\u4e0d\u8fdb\u884c\u56f4\u730e\uff0c\u5e74\u8f7b\u7684\u58eb\u5175\u4eec\u5c31\u4f1a\u4e27\u5931\u5f13\u9a6c\u9a91\u5c04\u4e4b\u6280\u3002\u4f46\u662f\uff0c\u53ea\u6709\u957f\u57ce\u4ee5\u5317\u7684\u8499\u53e4\u8349\u539f\u624d\u5177\u5907\u56f4\u730e\u6240\u9700\u7684\u573a\u5730\u548c\u91ce\u7269\u3002\u4e0e\u8865\u7199\u51fa\u5f81\u7684\u4e2d\u56fd\u5357\u65b9\u4e0d\u540c\uff0c\u90a3\u91cc\u91ce\u5154\u3001\u72d0\u72f8\u548c\u7f9a\u7f8a\u4ecd\u7136\u6ee1\u5e03\u4e8e\u91ce\u3002\u5085\u6052\u5e0c\u671b\u5e26\u7740\u4ed6\u7684\u90e8\u961f\u53c2\u52a0\u6bcf\u5e74\u4e00\u5ea6\u7684\u79cb\u72dd\uff0c\u56e0\u4e3a&ldquo;\u82e5\u53ea\u64cd\u7ec3\u800c\u65e0\u72dd\u730e\uff0c\u5219\u96be\u4ee5\u5f13\u9a6c\u5a34\u719f\u3002&rdquo;<\/p>\n<p><span id=\"docs-internal-guid-c1a15ec1-71e7-5c9c-09ec-2a4c749c170d\"><strong>\u6e38\u7267\u8005\u7684&ldquo;\u7ecf\u6d4e\u7279\u533a&rdquo;<\/strong><\/p>\n<p>\u6ee1\u3001\u8499\u5730\u533a\u7684\u6e38\u7267\u6280\u80fd\u662f\u4eba\u4e0e\u52a8\u7269\u6570\u5343\u5e74\u7684\u76f8\u5904\u7d2f\u79ef\u4e0b\u6765\u7684\u3002\u6e05\u653f\u5e9c\u9876\u4f4f\u4e86\u6c49\u65cf\u79fb\u6c11\u7684\u538b\u529b\uff0c\u52c9\u529b\u7ef4\u6301\u8fd9\u79cd\u6e38\u7267\u751f\u6d3b\u65b9\u5f0f\uff0c\u4ece\u800c\u96be\u5f97\u5730\u4fdd\u5b58\u4e86\u519c\u8015\u6587\u660e\u65e0\u6cd5\u5bb9\u7eb3\u7684\u4eba\u7c7b\u591a\u6837\u6027\u3002\u6e05\u653f\u5e9c\u5bf9\u6e38\u7267\u8005\u7684\u4fdd\u62a4\u4e0d\u4ec5\u5305\u62ec\u8c03\u505c\u8499\u53e4\u5404\u90e8\u4e4b\u95f4\u7684\u77db\u76fe\uff0c\u4e5f\u5305\u62ec\u5728\u8349\u539f\u53d1\u751f\u5929\u707e\u65f6\u5bf9\u7267\u6c11\u4e88\u4ee5\u8d48\u6d4e\u3002\u96cd\u6b63\u5341\u4e8c\u5e74\uff081734\u5e74\uff09\u51ac\uff0c\u66b4\u96ea\u51bb\u6b7b\u4e86\u4e03\u6210\u725b\u7f8a\uff0c\u6b63\u662f\u6e05\u5ef7\u7684\u94b1\u7cae\u8d48\u6d4e\u62ef\u6551\u4e86\u6570\u5343\u5bb6\u4e4c\u62c9\u7279\u90e8\u4f17\u7684\u751f\u547d\u3002\u6570\u5e74\u540e\uff0c\u4e00\u4efd\u4e7e\u9686\u516d\u5e74\uff081741\u5e74\uff09\u7684\u4e0a\u8c15\u4f53\u73b0\u51fa\u6e05\u653f\u5e9c\u5bf9\u6e38\u7267\u751f\u6d3b\u65b9\u5f0f\u5371\u673a\u7684\u8ba4\u8bc6\u3002\u6587\u4ef6\u6307\u51fa\uff0c\u60df\u8d56\u671d\u5ef7\u94b1\u7cae\u7ef4\u751f\u6050\u975e\u957f\u4e45\u4e4b\u8ba1\uff0c\u6e38\u7267\u8005\u539f\u6709\u7684\u751f\u6d3b\u65b9\u5f0f\u5fc5\u987b\u6709\u6240\u6539\u53d8\u3002<\/p>\n<p>\u6e05\u653f\u5e9c\u51fa\u4e8e\u6218\u7565\u539f\u56e0\u800c\u52aa\u529b\u7ef4\u62a4\u8349\u539f\u4e0a\u7684\u4eba\u755c\u4f9d\u5b58\u5173\u7cfb\u3002\u5728\u65b0\u4e2d\u56fd\u7684\u5185\u8499\u53e4\u81ea\u6cbb\u533a\uff0c\u8fd9\u79cd\u4f9d\u5b58\u5173\u7cfb\u76f4\u5230\u4eca\u5929\u4ecd\u7136\u7ef4\u6301\u7740\u3002\u5982\u4eca\u4e2d\u56fd\u6b63\u8bd5\u56fe\u4ece\u5386\u53f2\u7ecf\u9a8c\u4e2d\u627e\u5230\u89e3\u51b3\u8349\u573a\u9000\u5316\u7684\u5207\u5b9e\u53ef\u884c\u7684\u529e\u6cd5\uff0c\u540c\u65f6\u89e3\u51b3\u56fd\u5bb6\u73b0\u4ee3\u5316\u8fc7\u7a0b\u4e2d\u4e0d\u53ef\u6301\u7eed\u7684\u519c\u4e1a\u751f\u4ea7\u5e26\u6765\u7684\u95ee\u9898\uff0c\u4f46\u91c7\u77ff\u5df2\u7ecf\u6210\u4e3a\u5a01\u80c1\u755c\u7267\u4e1a\u7684\u65b0\u95ee\u9898\u3002<\/p>\n<p><strong>\u8d25\u7ed9\u4e86\u868a\u5b50\u7684\u6e05\u519b<\/strong><\/p>\n<p>\u9664\u4e86\u4eba\u4e0e\u725b\u7f8a\u7684\u5173\u7cfb\uff0c\u868a\u866b\u4e5f\u5728\u67d0\u79cd\u610f\u4e49\u4e0a\u51b3\u5b9a\u4e86\u6e05\u5e1d\u56fd\u7684\u56fd\u754c\u3002\u6bd4\u5982\uff0c\u643a\u5e26\u759f\u75be\u7684\u868a\u5b50\u8ba9\u5927\u6ce2\u6613\u53d7\u611f\u67d3\u7684\u6c49\u65cf\u79fb\u6c11\u8fdc\u79bb\u4e91\u5357\u7684\u8352\u50fb\u5730\u533a\uff0c\u90a3\u91cc\u76f4\u5230\u4eca\u5929\u8fd8\u5b58\u5728\u81f4\u547d\u7684\u759f\u75be&mdash;&mdash;\u540c\u65f6\u4e5f\u662f\u4e2d\u56fd\u6c11\u65cf\u591a\u6837\u6027\u53d7\u6c49\u65cf\u5f71\u54cd\u6700\u5c0f\u7684\u5730\u533a\u3002\u76f4\u52301900\u5e74\u524d\u540e\u79d1\u5b66\u7814\u7a76\u624d\u63ed\u5f00\u868a\u5b50\u4e0e\u759f\u75be\u4e4b\u95f4\u7684\u8054\u7cfb\uff0c\u800c\u76f4\u5230\u4e8c\u5341\u4e16\u7eaa\u4e09\u5341\u5e74\u4ee3\u759f\u75be\u7684\u533a\u57df\u5206\u5e03\u624d\u88ab\u4eba\u7c7b\u8ba4\u77e5\u3002<\/p>\n<p>\u759f\u868a\u963b\u6b62\u4e86\u6e05\u671d\u5728\u8fd9\u4e00\u5730\u533a\u7684\u6269\u5f20\uff0c\u8fd9\u4e00\u5730\u533a\u7684\u653f\u6cbb\u548c\u4eba\u53e3\u5c40\u52bf\u4e5f\u56e0\u6b64\u8d70\u4e0a\u4e86\u4e0d\u540c\u7684\u9053\u8def\u30021766-1769\u5e74\u95f4\uff0c\u4e7e\u9686\u5e1d\u6d3e\u7cbe\u5175\u5f3a\u5c06\u5f81\u7f05\u3002\u7136\u800c\uff0c\u5728\u4e24\u56fd\u6218\u4e89\u4e2d\uff0c\u4ed6\u7684\u7cbe\u5175\u5374\u7531\u4e8e\u759f\u75be\u800c\u4f24\u4ea1\u60e8\u91cd\u30021780\u5e74\uff0c\u4e7e\u9686\u5e1d\u4e0d\u5f97\u4e0d\u5ba3\u5e03\u505c\u6b62\u5f81\u7f05\u3002\u56e0\u6b64\uff0c\u5f53\u5730\u7684\u571f\u53f8\u5236\u5ea6\u6bd4\u4e2d\u56fd\u5176\u4ed6\u5730\u65b9\u7ef4\u6301\u7684\u65f6\u95f4\u90fd\u8981\u957f\u3002\u6c49\u4eba\u79fb\u6c11\u4e0e\u5f53\u5730\u4eba\u4e4b\u95f4\u5bf9\u759f\u75be\u62b5\u6297\u529b\u7684\u5f3a\u5f31\u5dee\u5f02\u4ea7\u751f\u4e86\u91cd\u8981\u7684\u5386\u53f2\u540e\u679c\u3002<\/p>\n<p>\n\u7b14\u8005\u7684\u300a<\/span><a
