id=\"docs-internal-guid-90294404-8b1f-7fe1-3a2d-9867a770b7a4\"><a href=\"https:\/\/unctad.org\/en\/pages\/PublicationWebflyer.aspx?publicationid=1650\">\u4e2d\u56fd\u6e2f\u53e3<\/a><\/span>\u6bcf\u5e74\u5904\u7406\u7684\u6d77\u8fd0\u8d27\u7269\u603b\u91cf\u8d85\u8fc7\u5168\u7403\u516d\u6210\uff0c\u96c6\u88c5\u7bb1\u8fd0\u8f93\u91cf\u5360\u5168\u7403\u4e09\u6210\u3002\u5728<a href=\"https:\/\/unctad.org\/en\/pages\/PublicationWebflyer.aspx?publicationid=1650\">\u5168\u7403\u5341\u5927\u6e2f\u53e3\u4e2d\uff0c\u4e2d\u56fd\u5c31\u5360\u6709\u4e03\u5e2d<\/a>\u3002\u56e0\u6b64\uff0c\u5bf9\u4e8e<a href=\"https:\/\/www.epd.gov.hk\/epd\/english\/environmentinhk\/air\/data\/emission_inve.html\">\u9999\u6e2f<\/a>\u3001<a href=\"https:\/\/www.cciced.net\/cciceden\/POLICY\/rr\/prr\/2015\/201511\/P020160810466251190363.pdf\">\u6df1\u5733\u3001\u4e0a\u6d77<\/a>\u7b49\u4e2d\u56fd\u6e2f\u53e3\u57ce\u5e02\u6765\u8bf4\uff0c\u8239\u8fd0\u5df2\u7ecf\u6210\u4e3a\u7a7a\u6c14\u6c61\u67d3\u7684\u91cd\u8981\u6765\u6e90\u3002\u636e\u4f30\u8ba1\uff0c2013\u5e74\u4e2d\u56fd\u7ea6\u6709<a href=\"https:\/\/www.nature.com\/nclimate\/journal\/v6\/n11\/full\/nclimate3083.html\">1.8\u4e07\u4eba<\/a>\u53d7\u6d77\u8fd0\u8239\u8236\u9020\u6210\u7684\u7a7a\u6c14\u6c61\u67d3\u5f71\u54cd\u800c\u8fc7\u65e9\u6b7b\u4ea1\u3002<\/p>\n<p><span id=\"docs-internal-guid-90294404-8b1f-7fe1-3a2d-9867a770b7a4\">2016\u5e74\u4e2d\u56fd\u653f\u5e9c\u9881\u5e03<\/span><a href=\"https:\/\/www.nrdc.org\/experts\/barbara-finamore\/china-acts-control-shipping-air-pollution-and-greenhouse-gas-emissions\">\u300a\u73e0\u4e09\u89d2\u3001\u957f\u4e09\u89d2\u3001\u73af\u6e24\u6d77\uff08\u4eac\u6d25\u5180\uff09\u6c34\u57df\u8239\u8236\u6392\u653e\u63a7\u5236\u533a\u5b9e\u65bd\u65b9\u6848\u300b\uff08DECA\uff09<\/a>\uff08\u4ee5\u4e0b\u7b80\u79f0\u300a\u65b9\u6848\u300b\uff09\uff0c\u5f00\u59cb\u5206\u9636\u6bb5\u63a8\u884c\u9632\u6cbb\u63aa\u65bd\uff0c\u8981\u6c42\u8239\u53ea\u5728\u6cca\u5cb8\u4ee5\u53ca\u8fdb\u5165\u6392\u653e\u63a7\u5236\u533a\u65f6\u4f7f\u7528\u542b\u786b\u91cf\u4e0d\u8d85\u8fc70.5%\u7684\u71c3\u6599\u3002\u8fd9\u4e00\u653f\u7b56\u4ee4\u4eba\u9f13\u821e\uff1a\u4f4e\u786b\u6cb9\u7684\u542b\u786b\u91cf\u6bd4\u6807\u51c6\u8239\u7528\u71c3\u6cb9\u4f4e80%\uff0c\u8239\u8236\u5728\u6cca\u5cb8\u65f6\u4f7f\u7528\u8fd9\u79cd\u71c3\u6599\u53ef\u4ee5\u663e\u8457\u964d\u4f4e\u7a7a\u6c14\u6c61\u67d3\u548c\u516c\u5171\u5065\u5eb7\u98ce\u9669\u3002<\/p>\n<p><span id=\"docs-internal-guid-90294404-8b1f-7fe1-3a2d-9867a770b7a4\">\u5b9e\u65bd\u6392\u653e\u63a7\u5236\u533a\u662f\u964d\u4f4e\u8239\u8fd0\u6c61\u67d3\u7684\u91cd\u8981\u4e00\u6b65\u3002\u53bb\u5e744\u6708\u4e0a\u6d77\u7b49\u56db\u4e2a\u957f\u4e09\u89d2\u6e2f\u53e3\u5f00\u59cb\u8bd5\u884c\u8fd9\u5957\u65b9\u6848\uff0c10\u6708\u6df1\u5733\u5f00\u59cb\u63a8\u884c\u3002\u4eca\u5e74\u8d77\uff0c\u300a\u65b9\u6848\u300b\u8986\u76d6\u8303\u56f4\u6269\u5c55\u81f3<\/span><a href=\"https:\/\/www.gov.cn\/xinwen\/2015-12\/08\/content_5021132.htm\">\u5341\u4e00\u4e2a\u6838\u5fc3\u6e2f\u53e3<\/a>\uff0c\u5176\u4e2d\u56db\u4e2a\u4f4d\u4e8e\u9ad8\u5ea6\u5de5\u4e1a\u5316\u7684\u4eac\u6d25\u5180\u53ca\u5468\u8fb9\u5730\u533a\u3002<\/p>\n<p><a class=\"caption\">\u56fe\u7247\u6765\u6e90\uff1aNRDC<\/span><\/p>\n<p><span>\u4f46\u653f\u7b56\u5b9e\u65bd\u7684\u6548\u679c\u53d6\u51b3\u4e8e\u76d1\u7ba1\u7684\u529b\u5ea6\u3002\u4ee4\u4eba\u6b23\u6170\u7684\u662f\uff0c\u4e2d\u56fd\u76d1\u7ba1\u529b\u5ea6\u5f88\u5f3a\u3002<\/p>\n<p>2016\u5e744\u6708\u81f311\u6708\u95f4\uff0c<\/span><a href=\"https:\/\/www.bunkerspot.com\/news-archive?view=article&amp;id=42866:asia-pacific-china-provides-details-on-eca-violations&amp;catid=10\">\u4e0a\u6d77\u6d77\u4e8b\u90e8\u95e8<\/a>\u68c0\u67e5\u4e861858\u8258\u8239\u53ea\uff0c\u53d1\u73b055\u8258\u8239\u53ea\u5b58\u5728\u8fdd\u89c4\u60c5\u51b5\uff0c\u7f5a\u6b3e\u5171\u8ba1\u8d85\u8fc710\u4e07\u7f8e\u5143\uff08\u7ea6\u540869\u4e07\u5143\u4eba\u6c11\u5e01\uff09\u3002\u300a\u65b9\u6848\u300b\u5728\u6e24\u6d77\u6e7e\u56db\u4e2a\u6e2f\u53e3\u5b9e\u65bd\u4e24\u4e2a\u6708\u540e\uff0c\u5df2\u81f3\u5c11\u6709<a href=\"https:\/\/www.cnss.com.cn\/html\/2017\/news_management_0116\/254292.html\">\u4e24\u8258\u8239<\/a>\u56e0\u8fdd\u53cd\u71c3\u6599\u89c4\u5b9a\u800c\u53d7\u5230\u5904\u7f5a\uff0c\u5176\u4e2d\u5305\u62ec<a href=\"https:\/\/www.seatrade-maritime.com\/news\/asia\/china-penalises-foreign-ship-for-using-non-compliant-bunkers-in-eca-zone.html\">\u4e00\u8258\u5916\u7c4d\u8239\u8236<\/a>\u3002<\/p>\n<p><span id=\"docs-internal-guid-90294404-8b1f-7fe1-3a2d-9867a770b7a4\">\u4e2d\u56fd\u6210\u529f\u6293\u83b7\u4e0d\u5c11\u8fdd\u89c4\u4f7f\u7528\u9ad8\u786b\u71c3\u6599\u7684\u8239\u8236\uff0c\u8fd9\u8ba9\u4eba\u611f\u89c9\u6267\u6cd5\u76d1\u7ba1\u4f3c\u4e4e\u5e76\u4e0d\u96be\uff0c\u4f46\u4e8b\u5b9e\u5e76\u975e\u5982\u6b64\u3002<\/p>\n<p><strong>\u767b\u8239\u91c7\u6837\u96be\u5ea6\u5927<\/strong><\/p>\n<p>\u56fd\u9645\u6d77\u4e8b\u7ec4\u7ec7\u8981\u6c42\u8239\u4e1c\u5fc5\u987b\u4fdd\u7559\u71c3\u6cb9\u4f9b\u53d7<\/span>\u5355\u8bc1\u5e76\u7559\u5b58\u52a0\u6cb9\u65f6\u63d0\u53d6\u7684\u71c3\u6cb9\u6837\u672c\uff0c<a href=\"https:\/\/www.marpoltraining.com\/MMSKOREAN\/MARPOL\/Annex_VI\/r18.htm\">\u4ee5\u663e\u793a\u5176\u9075\u5b88\u4e86\u71c3\u6599\u76d1\u7ba1\u89c4\u5b9a<\/a>\u3002\u4f46\u71c3\u6cb9\u4f9b\u53d7\u5355\u8bc1\u548c\u71c3\u6cb9\u6837\u672c\u5bb9\u6613<a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/03088839.2015.1040862?scroll=top&amp;needAccess=true\">\u9020\u5047<\/a>\u3002<\/p>\n<p><span id=\"docs-internal-guid-90294404-8b1f-7fe1-3a2d-9867a770b7a4\">\u53e6\u5916\uff0c\u4f5c\u4e3a\u300a\u65b9\u6848\u300b\u7684\u4e3b\u8981\u76d1\u7ba1\u5bf9\u8c61\uff0c\u8fdc\u6d0b\u8239\u4e00\u822c\u4f1a\u914d\u5907\u591a\u4e2a\u4e0e\u53d1\u52a8\u673a\u6216\u8005\u548c\u9505\u7089\u623f\u76f8\u8fde\u7684\u71c3\u6599<\/span>\u50a8\u7f50\u3002\u5373\u4f7f\u8239\u4e0a\u7684\u71c3\u6599\u50a8\u7f50\u50a8\u5b58\u7740\u4f4e\u786b\u71c3\u6599\uff0c\u4e5f\u65e0\u6cd5\u4fdd\u8bc1\u8239\u8236\u53ea\u5728\u6e2f\u53e3\u4f7f\u7528\u7684\u5c31\u662f\u4f4e\u786b\u71c3\u6599\u3002<\/p>\n<p><span id=\"docs-internal-guid-90294404-8b1f-7fe1-3a2d-9867a770b7a4\">\u5728\u9760\u8fd1\u8fd0\u8f6c\u7684\u53d1\u52a8\u673a\u5904\u63d0\u53d6\u71c3\u6cb9\u6837\u672c\u662f\u6700\u53ef\u9760\u7684\u62bd\u68c0\u65b9\u5f0f\uff0c\u4f46\u8fd9\u9700\u8981\u82b1\u8d39\u5f88\u591a\u65f6\u95f4\uff0c\u800c\u6d77\u4e8b\u90e8\u95e8\u6267\u6cd5\u529b\u91cf\u672c\u5c31\u6709\u9650\uff0c\u5f88\u96be\u68c0\u67e5\u8db3\u591f\u591a\u7684\u8239\u53ea\u3001\u63d0\u53d6\u8db3\u591f\u591a\u7684\u6837\u672c\uff0c\u56e0\u6b64\u65e0\u6cd5\u4fdd\u8bc1\u6267\u6cd5\u7684\u529b\u5ea6\u3002<\/p>\n<p>\u672a\u6765\uff0c\u6d77\u4e8b\u90e8\u95e8\u5728\u76d1\u7ba1\u65f6\u8fd8\u5c06\u9762\u4e34\u66f4\u5927\u7684\u6311\u6218\u3002\u52302019\u5e74\uff0c\u300a\u65b9\u6848\u300b\u7684\u8986\u76d6\u8303\u56f4\u5c06\u62d3\u5c55\u5230\u4e2d\u56fd\u6d77\u5cb8\u7ebf\u4ee5\u591612\u6d77\u91cc\u6392\u653e\u63a7\u5236\u533a\u6c34\u57df\u5185\u7684\u5168\u90e8\u8239\u8236\u3002<\/span><a href=\"https:\/\/www.un.org\/depts\/los\/convention_agreements\/texts\/unclos\/unclos_e.pdf\">\u56fd\u9645\u6d77\u4e8b\u6cd5<\/a>\u4e25\u7981\u62e6\u622a\u6216\u8005\u767b\u4e0a\u7ecf\u8fc7\u672c\u56fd\u6c34\u57df\u7684\u5916\u56fd\u8239\u53ea\u3002\u56e0\u6b64\uff0c\u5982\u679c\u5916\u7c4d\u8239\u53ea\u7ecf\u8fc7\u76d1\u7ba1\u6c34\u57df\u4f46\u4e0d\u5728\u6392\u653e\u63a7\u5236\u533a\u6c34\u57df\u5185\u7684\u6e2f\u53e3\u505c\u9760\uff0c\u60f3\u8981\u4e0a\u8239\u63d0\u53d6\u71c3\u6cb9\u6837\u672c\u51e0\u4e4e\u4e0d\u53ef\u80fd\u3002<\/p>\n<p><span id=\"docs-internal-guid-90294404-8b1f-7fe1-3a2d-9867a770b7a4\"><strong>\u7f29\u5c0f\u5acc\u7591\u8239\u53ea\u8303\u56f4<\/strong><\/p>\n<p>\u4e3a\u4e86\u5e94\u5bf9\u4e0a\u8ff0\u6311\u6218\uff0c\u4e2d\u56fd\u6b63\u5728\u5bfb\u6c42\u66f4\u597d\u7684\u65b9\u6cd5\u8bc6\u522b\u8fdd\u89c4\u8239\u53ea\u3002\u597d\u6d88\u606f\u662f\u6b27\u76df\u3001\u5317\u7f8e\u548c\u9999\u6e2f\u5728\u591a\u5e74\u524d\u5c31\u5f00\u5c55\u4e86\u7c7b\u4f3c\u7684\u8fdc\u6d0b\u8239\u71c3\u6599\u542b\u786b\u91cf\u76d1\u7ba1\uff0c\u4e2d\u56fd\u53ef\u4ee5\u501f\u9274<\/span><a href=\"https:\/\/www.nrdc.cn\/information\/informationinfo?id=168\">\u8fd9\u4e9b\u56fd\u5bb6\u7684\u7ecf\u9a8c<\/a>\u3002<\/p>\n<p><span id=\"docs-internal-guid-90294404-8b1f-7fe1-3a2d-9867a770b7a4\">\u76d1\u7ba1\u90e8\u95e8\u9047\u5230\u7684\u6311\u6218<\/span>\u4e4b\u4e00\u662f\u4eba\u624b\u6709\u9650\uff0c\u6b64\u5916\u8fd8\u627f\u53d7\u7740\u907f\u514d\u8239\u53ea\u5ef6\u8bef\u7684\u538b\u529b\u3002\u5728\u8fd9\u79cd\u60c5\u51b5\u4e0b\uff0c\u9501\u5b9a\u90a3\u4e9b\u6700\u6709\u53ef\u80fd\u8fdd\u89c4\u7684\u53ef\u7591\u8239\u8236\uff0c\u6709\u9009\u62e9\u5730\u8fdb\u884c\u767b\u8239\u68c0\u67e5\u624d\u662f\u5408\u7406\u7684\u529e\u6cd5\u3002\u6267\u6cd5\u4eba\u5458\u53ef\u4ee5\u901a\u8fc7\u9065\u6d4b\u8bbe\u5907\u76d1\u6d4b\u8239\u8236\u5e9f\u6c14\u6392\u653e\u800c\u4e0d\u662f\u76f4\u63a5\u767b\u8239\u63d0\u53d6\u71c3\u6599\u6837\u672c\uff0c\u5e76\u67e5\u9605\u8239\u8236\u7684\u5386\u53f2\u5408\u89c4\u8bb0\u5f55\uff0c\u7b5b\u9009\u51fa\u505c\u9760\u4e2d\u56fd\u6e2f\u53e3\u7684\u9ad8\u6c61\u67d3\u8239\u8236\u3002<\/p>\n<p><span id=\"docs-internal-guid-90294404-8b1f-7fe1-3a2d-9867a770b7a4\">\u6b27\u76df\u7684\u7ecf\u9a8c\u8868\u660e\u8fd9\u79cd\u65b9\u5f0f\u662f\u53ef\u4ee5\u8d77\u5230\u5f88\u597d\u7684\u6548\u679c\u7684\u3002\u6b27\u76df\u521a\u521a\u5b8c\u6210\u4e86\u4e00\u9879<\/span><a href=\"https:\/\/compmon.eu\/about_compmon\">\u4e3a\u671f\u4e24\u5e74\u7684\u9879\u76ee<\/a>\uff0c\u6d4b\u8bd5\u662f\u5426\u53ef\u4ee5\u4f7f\u7528\u5b89\u88c5\u5728\u5cb8\u8fb9\u3001\u6865\u6881\u3001\u98de\u673a\u548c\u65e0\u4eba\u673a\u4e0a\u7684\u9065\u6d4b\u8bbe\u5907\u5728\u77ed\u65f6\u95f4\u5185\u6709\u6548<a href=\"https:\/\/www.trafi.fi\/filebank\/a\/1482762219\/4ba0baf93df900f6ac151919f527e2bc\/23540-Results_Belgian_Sniffer_Campagin_2016-consealed.pdf\">\u76d1\u6d4b<\/a>\u5927\u6279\u8239\u8236\u7684\u5e9f\u6c14\u6392\u653e\u3002<\/p>\n<p><span id=\"docs-internal-guid-90294404-8b1f-7fe1-3a2d-9867a770b7a4\">\u6b27\u76df\u8fd8\u5efa\u7acb\u4e86\u4e00\u4e2a<\/span><a href=\"https:\/\/www.emsa.europa.eu\/ship-inspection-support\/thetis-eu.html\">\u6570\u636e\u5e93<\/a>\uff0c\u4f7f\u6210\u5458\u56fd\u53ef\u4ee5\u8bb0\u5f55\u5e76\u5206\u4eab\u8239\u4e0a\u62bd\u9a8c\u71c3\u6cb9\u542b\u786b\u91cf\u7684\u68c0\u6d4b\u6570\u636e\uff0c\u5e76\u4e0a\u4f20\u5229\u7528\u9065\u6d4b\u6240\u68c0\u6d4b\u5230\u7684\u8fdd\u89c4\u7ed3\u679c\u3002\u4e2d\u56fd\u53ef\u4ee5\u91c7\u53d6\u540c\u6837\u7684\u65b9\u5f0f\uff0c\u5728\u672c\u56fd\u6267\u6cd5\u90e8\u95e8\u95f4\u5171\u4eab\u6392\u653e\u63a7\u5236\u533a\u68c0\u67e5\u7ed3\u679c\u548c\u8bb0\u5f55\uff0c\u4ee5\u4fbf\u66f4\u597d\u5730\u9488\u5bf9\u6709\u8fdd\u89c4\u8bb0\u5f55\u7684\u8239\u8236\u8fdb\u884c\u6267\u6cd5\u3002\u4e2d\u56fd\u8fd8\u53ef\u4ee5\u4e0e\u6b27\u76df\u76d1\u7ba1\u673a\u6784\u63a2\u7d22\u5171\u4eab\u68c0\u67e5\u8bb0\u5f55\u7684\u53ef\u80fd\u6027\uff0c\u8fdb\u4e00\u6b65\u52a0\u5f3a\u76d1\u7ba1\u5a01\u6151\u529b\u3002<\/p>\n<p><strong><span href=\"https:\/\/www.tc.gc.ca\/eng\/marinesafety\/bulletins-2016-08-eng.htm\">\u52a0\u62ff\u5927<\/a>\u90fd\u5728\u8fdb\u884c\u8bd5\u70b9\u7814\u7a76\uff0c\u8bd5\u7528\u53ef\u4ee5\u5728\u4e94\u5206\u949f\u5185\u4f30\u7b97\u71c3\u6599\u542b\u786b\u91cf\u7684\u68c0\u6d4b\u7cfb\u7edf\u3002\u6709\u4e86\u8fd9\u5957\u7cfb\u7edf\uff0c\u76d1\u7ba1\u4eba\u5458\u5c31\u53ea\u9700\u91c7\u96c6\u90a3\u4e9b\u5feb\u901f\u68c0\u6d4b\u4e2d\u663e\u793a\u542b\u786b\u91cf\u9ad8\u7684\u71c3\u6599\u6837\u672c\u53bb\u9001\u68c0\u3002<\/p>\n<p><span
