href=\"https:\/\/americasquarterly.org\/content\/venezuela-no-solution-without-beijing\">\u5305\u62ec\u90bb\u8fd1\u7684\u62c9\u4e01\u7f8e\u6d32\u56fd\u5bb6<\/a>&mdash;&mdash;\u547c\u5401\u5173\u6ce8\u4e2d\u56fd\u5728\u5176\u4e2d\u7684\u4f5c\u7528\u3002<\/p>\n<p>\u8003\u8651\u5230\u4e2d\u56fd\u4e0e\u59d4\u5185\u745e\u62c9\u5728\u7ecf\u6d4e\u548c\u5916\u4ea4\u4e0a\u7684\u9ad8\u8c03\u5408\u4f5c\uff0c\u8fd9\u4e00\u5ffd\u89c6\u4ee4\u4eba\u56f0\u60d1\u3002\u8fd9\u4e00\u95ee\u9898\u6839\u6e90\u5728\u4e8e\u4e2d\u56fd\u5949\u884c\u4e0d\u5e72\u6d89\u522b\u56fd\u5185\u653f\u7684\u5916\u4ea4\u653f\u7b56\uff0c\u518d\u52a0\u4e0a\u4e2d\u56fd\u81ea\u8eab\u7684\u653f\u6cbb\u4f53\u5236\uff0c\u53ca\u5176\u4e3b\u5f20\u4e0e\u5176\u4ed6\u53d1\u5c55\u4e2d\u56fd\u5bb6\u5efa\u7acb\u5171\u8d62\u5173\u7cfb&mdash;&mdash;\u6240\u6709\u8fd9\u4e9b\u56e0\u7d20\u4f7f\u5f97\u5728\u59d4\u5185\u745e\u62c9\u6c11\u4e3b\u6cbb\u7406\u5371\u673a\u95ee\u9898\u4e0a\u4e2d\u56fd\u6ca1\u6709\u53d1\u58f0\u3002<\/p>\n<p>\u51fa\u4e8e\u539f\u5219\u53ca\u4e2d\u56fd\u81ea\u8eab\u5b9e\u9645\u7684\u56fd\u5bb6\u5229\u76ca\uff0c\u4e2d\u65b9\u80fd\u5426\u4ee5\u53ca\u662f\u5426\u5e94\u8be5\u5e2e\u52a9\u59d4\u5185\u745e\u62c9\u8d70\u4e0a\u4e00\u6761\u66f4\u80fd\u5f97\u5230\u53ef\u6301\u7eed\u53d1\u5c55\u7684\u9053\u8def\u662f\u4e00\u4e2a\u5f88\u65e9\u5c31\u5e94\u8be5\u63d0\u51fa\u6765\u7684\u95ee\u9898\u3002\u4e2d\u56fd\u5bf9\u59d4\u5185\u745e\u62c9\u591a\u4e2a\u5c42\u9762\u52a8\u8361\u7684\u53c2\u4e0e\u548c\u56de\u5e94\u4ece\u6839\u672c\u4e0a\u7a81\u663e\u4e86\u4e2d\u56fd\u5728\u5904\u7406\u4e0e\u90a3\u4e9b\u8d44\u6e90\u4e30\u5bcc\u4f46\u9971\u53d7\u5371\u673a\u6298\u78e8\u7684\u53d1\u5c55\u4e2d\u56fd\u5bb6\u7684\u5173\u7cfb\u65f6\u9762\u4e34\u7684\u7ecf\u6d4e\u4e0e\u5916\u4ea4\u6311\u6218\u3002<\/p>\n<p><strong>\u6709\u9650\u7684\u533a\u57df\u54cd\u5e94<\/strong><\/p>\n<p>\u59d4\u5185\u745e\u62c9\u524d\u603b\u7edf\u4e4c\u6208&middot;\u67e5\u97e6\u65af\uff08Hugo Chavez\uff09\u6cbb\u4e0b\u51fa\u73b0\u7684\u56fd\u5185\u653f\u6cbb\u548c\u793e\u4f1a\u4e24\u6781\u5206\u5316\u53ca\u5176\u5bf9\u59d4\u5185\u745e\u62c9\u56fd\u5bb6\u77f3\u6cb9\u516c\u53f8Petr&oacute;leos de Venezuela S.A.\uff08PDVSA\uff09\u7684\u653f\u6cbb\u5316\u662f\u59d4\u5185\u745e\u62c9\u5f53\u524d\u5371\u673a\u7684\u4e24\u5927\u6839\u6e90\u30022013\u5e74\uff0c\u67e5\u97e6\u65af\u56e0\u764c\u75c7\u53bb\u4e16\uff0c\u5c3c\u53e4\u62c9\u65af&middot;\u9a6c\u675c\u7f57\uff08Nicolas Maduro\uff09\u4ee5\u5fae\u5f31\u4f18\u52bf\u8d62\u5f97\u7ade\u9009\uff0c\u63a5\u4efb\u603b\u7edf\u3002\u81ea\u6b64\u4e4b\u540e\uff0c\u59d4\u5185\u745e\u62c9\u653f\u6cbb\u548c\u793e\u4f1a\u51b2\u7a81\u8fdb\u4e00\u6b65\u5347\u7ea7\uff0c\u56fd\u5bb6\u6709\u6548\u7ba1\u7406\u80fd\u529b\u6025\u5267\u6076\u5316\u30022014\u5e74\u5f00\u59cb\uff0c\u5168\u7403\u77f3\u6cb9\u4ef7\u683c\u663e\u8457\u4e0b\u6ed1\uff0c\u59d4\u5185\u745e\u62c9\u9ad8\u5ea6\u4f9d\u8d56\u77f3\u6cb9\u7684\u7ecf\u6d4e\u9677\u5165\u5168\u9762\u5371\u673a\u30022017\u5e74\u59d4\u5185\u745e\u62c9<a href=\"https:\/\/www.cfr.org\/backgrounder\/venezuela-crisis\">\u7269\u8d44\u5947\u7f3a<\/a>\u4eba\u5c3d\u7686\u77e5\uff0c\u4ece\u624b\u7eb8\u5230\u836f\u54c1\u518d\u5230\u5916\u6c47\u50a8\u5907\u7b49\u7269\u8d44\u5168\u7ebf\u77ed\u7f3a\uff0c\u8857\u5934\u6297\u8bae\u548c\u66b4\u529b\u4e8b\u4ef6\u5c42\u51fa\u4e0d\u7a77\u3002\u73b0\u5982\u4eca\uff0c\u59d4\u5185\u745e\u62c9\u5341\u5e74\u524d\u7684\u98ce\u5149\u5df2\u4e0d\u590d\u5b58\u5728&mdash;&mdash;\u5f53\u65f6\u67e5\u97e6\u65af\u5236\u5b9a\u73bb\u5229\u74e6\u5c14\u9769\u547d\u65e5\u7a0b\uff0c\u7b7e\u7f72120\u7f8e\u5143\u4e00\u6876\u7684\u77f3\u6cb9\u4ef7\u683c\uff0c\u5982\u4eca\u59d4\u5185\u745e\u62c9\u5374\u773c\u89c1\u81ea\u5df1\u843d\u4e3a\u4e00\u4e2a\u7ecf\u6d4e\u51e0\u8fd1\u762b\u75ea\uff0c\u56fd\u9645\u5730\u4f4d\u6781\u4f4e\u7684\u56fd\u5bb6\u3002<\/p>\n<p>21\u4e16\u7eaa\u6700\u521d\u7684\u5341\u5e74\u91cc\uff0c\u67e5\u97e6\u65af\u653f\u6743\u9f0e\u76db\u671f\u6b63\u597d\u78b0\u4e0a\u4e2d\u65b9\u4e0e\u59d4\u5185\u745e\u62c9\u5546\u4e1a\u548c\u5916\u4ea4\u5173\u7cfb\u5feb\u901f\u6269\u5f20\u7684\u65f6\u671f\u3002\u968f\u7740\u59d4\u5185\u745e\u62c9\u6b65\u5165\u540e\u67e5\u97e6\u65af\u5371\u673a\uff0c\u5916\u754c\u5173\u4e8e\u5982\u4f55\u5e2e\u52a9\u59d4\u5185\u745e\u62c9\u53d8\u9769\u7684\u8ba8\u8bba\u6ca1\u6709\u6d89\u53ca\u4e2d\u56fd\uff0c\u800c\u662f\u96c6\u4e2d\u5728<a href=\"https:\/\/carnegieendowment.org\/2016\/06\/29\/venezuela-on-edge-can-region-help-pub-63947\">\u59d4\u5185\u745e\u62c9\u5728\u897f\u534a\u7403\u7684\u90bb\u56fd<\/a>\u548c\u591a\u8fb9\u533a\u57df\u673a\u6784\u4e0a\uff0c<a href=\"https:\/\/www.bloomberg.com\/view\/articles\/2017-06-27\/venezuela-scrapes-the-bottom-of-oil-barrel-diplomacy\">\u7279\u522b\u662f\u7f8e\u6d32\u56fd\u5bb6\u7ec4\u7ec7\uff08OAS\uff09<\/a>\u3002\u7f8e\u6d32\u56fd\u5bb6\u7ec4\u7ec7\u79d8\u4e66\u957f\u8def\u6613\u65af&middot;\u963f\u5c14\u9a6c\u683c\u7f57\uff08Luis Almagro\uff09\u5bf9\u59d4\u5185\u745e\u62c9\u4e8b\u52a1\u53d1\u8868\u4e86\u6700\u6e05\u6670\u6709\u529b\u7684\u89c2\u70b9\uff0c\u4ed6\u8fd1\u65e5\u76f4\u8a00\u4e0d\u8bb3\u5730\u8868\u793a\uff1a&ldquo;[\u59d4\u5185\u745e\u62c9\u7684]\u5408\u6cd5\u6c11\u4e3b\u6743\u5a01\u5df2\u7ecf\u4e27\u5931\uff0c\u653f\u5e9c\u5df2\u51b3\u5b9a\u501f\u52a9\u72ec\u88c1\u548c\u9547\u538b\u6765\u7ef4\u6301\u6743\u529b\u3002&rdquo;\u8003\u8651\u5230\u76ee\u524d\u533a\u57df\u56fd\u5bb6\u548c\u591a\u8fb9\u7ec4\u7ec7\u5bf9\u59d4\u5185\u745e\u62c9\u6240\u4f5c\u7684\u52aa\u529b\u6536\u6548\u751a\u5fae\uff0c\u800c\u4e2d\u56fd\u4e0e\u59d4\u5185\u745e\u62c9\u6709\u7740\u6df1\u539a\u7684&ldquo;\u77f3\u6cb9\u6362\u8d37&rdquo;\u5173\u7cfb\uff0c\u6211\u4eec\u5fc5\u987b\u4ed4\u7ec6\u7406\u89e3\u3001\u5ba1\u89c6\u4e2d\u56fd\u5728\u8fd9\u4e00\u95ee\u9898\u4e0a\u53ef\u4ee5\u53d1\u6325\u7684\u4f5c\u7528\u3002<\/p>\n<p><strong>\u4e2d\u56fd\u7684\u4f5c\u7528\u7a81\u51fa\u4f46\u6709\u9650<\/strong><\/p>\n<p>\u8fc7\u53bb\u5341\u5e74\u95f4\uff0c\u4e2d\u56fd\u6210\u4e3a\u59d4\u5185\u745e\u62c9\u91cd\u8981\u7684\u6d77\u5916\u7ecf\u6d4e\u751f\u547d\u7ebf\uff0c\u4e3a\u8fd9\u4e00\u77f3\u6cb9\u4f9d\u8d56\u578b\u7ecf\u6d4e\u4f53\u63d0\u4f9b\u4e86\u8d85\u8fc7<a href=\"https:\/\/www.thedialogue.org\/map_list\/\">600\u4ebf\u7f8e\u5143\u7528\u77f3\u6cb9\u505a\u62c5\u4fdd\u7684\u8d37\u6b3e<\/a>\uff0c\u5e76\u901a\u8fc7\u5176\u4ed6\u5408\u540c\u548c\u6295\u8d44\u4ea4\u6613\u53e6\u884c\u63d0\u4f9b\u4e86\u6570\u767e\u4ebf\u7f8e\u5143\u3002\u65e0\u8bba\u4ece\u62c9\u4e01\u7f8e\u6d32\u8fd8\u662f\u5168\u7403\u6765\u770b\uff0c\u59d4\u5185\u745e\u62c9\u90fd\u662f<a href=\"https:\/\/www.scmp.com\/business\/banking-finance\/article\/1189404\/aggressive-global-loan-expansion-china-development-bank\">\u4e2d\u56fd\u56fd\u5bb6\u503a\u52a1\u7684\u6700\u5927\u501f\u6b3e\u65b9<\/a>\u3002\u56e0\u6b64\u53ef\u4ee5\u8bf4\u662f\u6beb\u65e0\u60ac\u5ff5\u7684\uff0c\u5173\u4e8e\u4e2d\u56fd\u5bf9\u59d4\u5185\u745e\u62c9\u5f71\u54cd\u7684\u5a92\u4f53\u62a5\u9053\u548c<a href=\"https:\/\/www.forbes.com\/sites\/sarahsu\/2016\/10\/08\/china-isnt-giving-up-on-venezuela-just-yet\/#662f14c811ec\">\u91d1\u878d\u5e02\u573a\u5206\u6790<\/a>\u51e0\u4e4e\u5168\u90e8\u96c6\u4e2d\u4e8e\u4e2d\u56fd\u56fd\u6709\u94f6\u884c\u662f\u5426\u4f1a\u7ee7\u7eed\u5411\u59d4\u5185\u745e\u62c9\u63d0\u4f9b\u4fe1\u8d37\u751f\u547d\u7ebf\u4ee5\u53ca\u59d4\u5185\u745e\u62c9\u80fd\u5426\u901a\u8fc7\u957f\u671f\u5411\u4e2d\u56fd\u8f93\u51fa\u77f3\u6cb9\u507f\u8fd8\u8d37\u6b3e\u8fd9\u4e24\u4e2a\u95ee\u9898\u3002\u8fd9\u4e00\u5bf9\u4e24\u56fd&ldquo;\u77f3\u6cb9\u6362\u8d37&rdquo;\u5173\u7cfb\u7684\u72ed\u9698\u89c6\u89d2\u7a81\u663e\u51fa\u5bf9\u4e2d\u56fd\u5728\u59d4\u5185\u745e\u62c9\u5f53\u524d\u56f0\u5883\u4e2d\u7684\u4f5c\u7528\u548c\u8d23\u4efb\u7b49\u76f8\u5173\u95ee\u9898\u4e0a\u66f4\u5e7f\u6cdb\u8ba8\u8bba\u7684\u7f3a\u5931\uff0c\u6bd4\u5982\u4e2d\u65b9\u53c2\u4e0e\u533a\u57df\u548c\u591a\u8fb9\u7ec4\u7ec7\u5de5\u4f5c\u6765\u5e2e\u52a9\u89e3\u51b3\u59d4\u5185\u745e\u62c9\u5371\u673a\u7684\u53ef\u80fd\u6027\u3002<\/p>\n<p>\u8fc7\u53bb\u51e0\u5e74\u95f4\uff0c\u4e2d\u56fd\u4e0e\u59d4\u5185\u745e\u62c9\u8d37\u6b3e\u5173\u7cfb\u7684\u957f\u671f\u53ef\u6301\u7eed\u6027\u65e5\u76ca\u5f15\u53d1\u7591\u95ee\uff0c\u8fd9\u4f7f\u5f97\u95ee\u9898\u66f4\u52a0\u7d27\u8feb\u30022008\u5e74\u5168\u7403\u91d1\u878d\u5371\u673a\u7206\u53d1\u540e\uff0c\u59d4\u5185\u745e\u62c9\u5728\u5168\u7403\u91d1\u878d\u5e02\u573a\u548c\u5f00\u53d1\u6027\u91d1\u878d\u7684\u53c2\u4e0e\u88ab\u5927\u5e45\u5207\u65ad\uff0c\u4f46<a href=\"https:\/\/www2.gwu.edu\/%7Eiiep\/assets\/docs\/papers\/2015WP\/KaplanIIEPWP201514.pdf\">\u4e2d\u56fd\u56fd\u5bb6\u8d37\u6b3e<\/a>\u8ba9\u67e5\u97e6\u65af\u5f97\u4ee5\u7ee7\u7eed\u63a8\u884c\u539f\u672c\u4e0d\u53ef\u6301\u7eed\u7684\u7ecf\u6d4e\u653f\u7b56\u3002<\/p>\n<p>\u53e6\u4e00\u65b9\u9762\uff0c\u4e2d\u56fd\u7684\u8d37\u6b3e\u8ba9\u59d4\u5185\u745e\u62c9\u80cc\u8d1f\u4e86<a href=\"https:\/\/www.ft.com\/content\/6f6436a2-a0ae-11e4-8ad8-00144feab7de?mhq5j=e1\">\u65e0\u6cd5\u6301\u7eed\u507f\u8fd8\u7684\u503a\u52a1\u548c\u77f3\u6cb9\u8f93\u51fa\u8d1f\u62c5<\/a>\u3002\u5373\u4f7f\u5728\u77f3\u6cb9\u4ef7\u683c\u8f83\u9ad8\u7684\u65f6\u671f\uff0c\u5916\u754c\u4ecd\u4f1a\u62c5\u5fe7\u59d4\u5185\u745e\u62c9\u4ee5\u67e5\u97e6\u65af\u7684\u610f\u8bc6\u5f62\u6001\u548c\u5916\u4ea4\u653f\u7b56\u76ee\u6807\u4e3a\u540d\u4e0e\u4e2d\u56fd\u8fbe\u6210\u7684\u4ea4\u6613<a href=\"https:\/\/www.reuters.com\/article\/us-venezuela-oil-insight-idUSKBN15O2BC\">\u4ece\u5546\u4e1a\u5c42\u9762\u6765\u8bf4\u6b20\u59a5<\/a>\u3002\u7ee7\u67e5\u97e6\u65af\u53bb\u4e16\u3001\u77f3\u6cb9\u4ef7\u683c\u4e0b\u6ed1\u4e4b\u540e\uff0c\u5916\u754c\u5173\u6ce8\u70b9\u660e\u663e\u8f6c\u5411<a href=\"https:\/\/dialogue.earth\/article\/show\/single\/ch\/9730-Latin-America-s-oil-dependent-states-struggling-to-repay-Chinese-debts\">\u59d4\u5185\u745e\u62c9\u65e2\u4e0d\u80fd\u5c65\u884c\u503a\u52a1\u539f\u5219<\/a>\uff0c\u4e5f\u4e0d\u80fd\u7ef4\u6301\u5411\u4e2d\u56fd\u7ee7\u7eed\u8f93\u51fa\u77f3\u6cb9\u7684\u627f\u8bfa\u3002\u59d4\u5185\u745e\u62c9\u6700\u7ec8\u9762\u4e34\u7684\u9009\u62e9\u662f\uff0c\u8981\u4e48\u4e0d\u5c65\u884c\u5176\u8d37\u6b3e\u548c\u77f3\u6cb9\u8f93\u51fa\u534f\u8bae\uff0c\u8981\u4e48\u8fdb\u4e00\u6b65\u51cf\u5c11\u56fd\u5185\u5728\u793e\u4f1a\u548c\u4eba\u9053\u4e3b\u4e49\u9879\u76ee\u4e0a\u7684\u653f\u5e9c\u652f\u51fa\uff0c\u507f\u8fd8\u4e2d\u56fd\u548c\u5176\u4ed6\u503a\u6743\u56fd\u7684\u503a\u52a1\u3002<\/p>\n<p>\u4e2d\u56fd\u5df2\u7ecf\u5f00\u59cb\u5bf9\u6614\u65e5\u7684\u67e5\u97e6\u65af\u65b9\u7684&ldquo;\u5bc6\u53cb&rdquo;\u4eec\u5931\u53bb\u8010\u5fc3\u3002\u4e2d\u59d4\u53cc\u65b9&ldquo;\u77f3\u6cb9\u6362\u8d37&rdquo;\u5173\u7cfb\u4ecd\u542b\u7cca\u4e0d\u660e\uff0c\u4f46\u53ef\u4ee5\u786e\u5b9a\u7684\u662f\uff0c\u8fc7\u53bb\u4e24\u5e74\u591a\u6765\u901a\u8fc7\u56fd\u5bb6\u5f00\u53d1\u94f6\u884c\u63d0\u4f9b\u7684\u6765\u81ea\u4e2d\u56fd\u7684\u8d37\u6b3e\u529b\u5ea6\u5df2\u5927\u5e45\u51cf\u7f13\u30022016\u5e74<a
