href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/ch\/8011-China-analysts-react-to-national-climate-plan-\">\u8ba4\u4e3a<\/a>\uff0c\u4e2d\u56fd\u6392\u653e\u8fbe\u5cf0\u8d8a\u63a5\u8fd12020\u5e74\uff0c\u5168\u7403\u57282020\u5e74\u78b3\u6392\u653e\u8fbe\u5cf0\u7684\u53ef\u80fd\u6027\u8d8a\u9ad8\u3002<\/p>\n<p>2020\u5e74\u88ab\u666e\u904d\u8ba4\u4e3a\u662f\u5168\u7403\u6c14\u5019\u884c\u52a8\u7684\u5173\u952e\u65f6\u95f4\u70b9\uff0c\u5982\u679c\u65e0\u6cd5\u57282020\u5e74\u4f7f\u78b3\u6392\u653e\u8fbe\u5cf0\uff0c\u4eba\u7c7b\u5c06\u9762\u4e34\u6d77\u5e73\u9762\u52a0\u901f\u4e0a\u5347\uff0c\u6781\u7aef\u5929\u6c14\u4e8b\u4ef6\u6076\u5316\u7b49\u707e\u96be\u6027\u540e\u679c\u3002<\/p>\n<p>\u4e0d\u8fc7\uff0c\u5173\u4e8e\u4e2d\u56fd\u78b3\u6392\u653e\u4f55\u65f6\u8fbe\u5cf0\uff0c\u4e0d\u540c\u7684\u7814\u7a76\u7ed3\u8bba\u5927\u76f8\u5f84\u5ead\u3002<\/p>\n<p>2016\u5e74\u4e00\u4efd\u82f1\u56fd\u5e1d\u56fd\u7406\u5de5\u5b66\u9662\u683c\u5170\u745f\u59c6\u6c14\u5019\u53d8\u5316\u4e0e\u73af\u5883\u7814\u7a76\u6240\u548c\u7ecf\u6d4e\u548c\u793e\u4f1a\u7814\u7a76\u7406\u4e8b\u4f1a\u6c14\u5019\u53d8\u5316\u7ecf\u6d4e\u4e0e\u653f\u7b56\u4e2d\u5fc3\u7684<a href=\"https:\/\/www.reuters.com\/article\/us-china-carbon\/china-co2-emissions-may-have-peaked-in-2014-study-idUSKCN0W900J\">\u7814\u7a76<\/a>\u8ba4\u4e3a\u4e2d\u56fd\u4e8c\u6c27\u5316\u78b3\u6392\u653e\u65e9\u57282014\u5e74\u5df2\u7ecf\u89c1\u9876\u3002<\/p>\n<p>\u53e6\u4e00\u4efd2011\u5e74\u7f8e\u56fd\u52b3\u4f26\u65af&middot;\u4f2f\u514b\u5229\u56fd\u5bb6\u5b9e\u9a8c\u5ba4\u7684<a href=\"https:\/\/www.reuters.com\/article\/us-china-climate-emissions\/china-carbon-emissions-could-peak-by-2025-2030-u-s-study-idUSTRE73S1VV20110429\">\u7814\u7a76<\/a>\u5219\u8ba4\u4e3a\u4e2d\u56fd\u5c06\u4e8e2025\u52302030\u5e74\u4e4b\u95f4\u5b9e\u73b0\u78b3\u6392\u653e\u8fbe\u5cf0\u3002<\/p>\n<p><strong>\u8fbe\u6807\u65e0\u865e<\/strong><\/p>\n<p>\u7531<a href=\"https:\/\/business.ncepu.edu.cn\/\">\u534e\u5317\u7535\u529b\u5927\u5b66\u7ecf\u6d4e\u4e0e\u7ba1\u7406\u5b66\u9662<\/a>\u6559\u6388\u8881\u5bb6\u6d77\u4e0e<a href=\"https:\/\/www.ucis.pitt.edu\/asc\/\">\u7f8e\u56fd\u5339\u5179\u5821\u5927\u5b66\u4e9a\u6d32\u7814\u7a76\u4e2d\u5fc3<\/a>\u5ba2\u5ea7\u7814\u7a76\u5458\u5218\u742a\u6797\u5408\u4f5c\u5b8c\u6210\u7684\u8fd9\u4efd\u7814\u7a76\u5c06\u5173\u6ce8\u70b9\u7f6e\u4e8e\u4e2d\u56fd\u7684\u80fd\u6e90\u6d88\u8d39\u3002<\/p>\n<p>\u5168\u7403\u6e29\u5ba4\u6c14\u4f53\u4e2d\u4e8c\u6c27\u5316\u78b3<a href=\"https:\/\/www.climatecommunication.org\/change\/energy-use\/\">\u536077<\/a><a href=\"https:\/\/www.climatecommunication.org\/change\/energy-use\/\">%<\/a>\uff0c\u800c\u4e8c\u6c27\u5316\u78b390%\u4ee5\u4e0a\u6765\u81ea\u80fd\u6e90\u6d88\u8d39\uff0c\u56e0\u6b64\u80fd\u6e90\u6d88\u8d39\u7684\u78b3\u51cf\u6392\u662f\u51cf\u7f13\u6c14\u5019\u53d8\u5316\u5de5\u4f5c\u7684\u91cd\u4e2d\u4e4b\u91cd\u3002<\/p>\n<p>\u4e2d\u56fd2015\u5e74\u63d0\u4ea4\u7ed9\u8054\u5408\u56fd\u7684\u56fd\u5bb6\u81ea\u4e3b\u8d21\u732e<a href=\"https:\/\/www4.unfccc.int\/submissions\/INDC\/Published%2520Documents\/China\/1\/China%2527s%2520INDC%2520-%2520on%252030%2520June%25202015.pdf\">\u76ee\u6807<\/a>\u662f\uff1a\u4e89\u53d6\u57282030\u5e74\u4e4b\u524d\u4f7f\u672c\u56fd\u7684\u4e8c\u6c27\u5316\u78b3\u6392\u653e\u8fbe\u5230\u5cf0\u503c\uff0c\u5355\u4f4d\u56fd\u5185\u751f\u4ea7\u603b\u503c\uff08GDP\uff09\u4e8c\u6c27\u5316\u78b3\u6392\u653e\u6bd42005\u5e74\u4e0b\u964d60%-65%\u3002<\/p>\n<p>\u8881\u5bb6\u6d77\u544a\u8bc9\u4e2d\u5916\u5bf9\u8bdd\uff0c\u57282006\u52302010\u5e74\uff0c\u4ee5\u53ca2011\u52302015\u5e74\u7684\u4e24\u4e2a\u4e94\u5e74\u8ba1\u5212\u671f\u95f4\uff0c\u4e2d\u56fd\u5355\u4f4dGDP\u78b3\u5f3a\u5ea6\u5206\u522b\u4e0b\u964d\u4e8620%\u548c21.8%\u3002\u6839\u636e\u4e2d\u56fd\u53d1\u6539\u59d4\u4e8e2017\u5e744\u6708\u516c\u5e03\u7684<a href=\"https:\/\/www.ndrc.gov.cn\/fzgggz\/fzgh\/ghwb\/gjjgh\/201705\/t20170517_847664.html\">\u300a\u80fd\u6e90\u751f\u4ea7\u548c\u6d88\u8d39\u9769\u547d\u6218\u7565\uff082016-2030\uff09\u300b<\/a>\uff08CERS 2016\uff09\u548c\u4e2d\u56fd\u76ee\u524d\u7684\u8868\u73b0\uff0c\u4ed6\u9884\u6d4b\u52302030\u5e74\u8fd9\u4e00\u6570\u5b57\u53ef\u6bd42005\u5e74\u6c34\u5e73\u4e0b\u964d65%\u523067%\uff0c\u8d85\u8fc7\u5b98\u65b9\u6c14\u5019\u627f\u8bfa\u7684\u6c34\u5e73\u3002<\/p>\n<p>\u4e0d\u8fc7\uff0c\u5728\u8fd9\u4e00\u60c5\u5883\u4e0b\uff0c2020\u52302030\u5e74\u95f4\uff0c\u4e2d\u56fd\u80fd\u6e90\u6d88\u8d39\u78b3\u6392\u653e\u91cf\u7684\u5e74\u5747\u589e\u901f\u4ecd\u7ea6\u4e3a0.9%\uff0c\u57282030\u5e74\u8fbe\u5230113.1\u4ebf\u5428\u3002\u8fd9\u610f\u5473\u7740\u4e2d\u56fd\u7684\u78b3\u6392\u653e\u6709\u53ef\u80fd\u57282030\u5e74\u8fbe\u5cf0\uff0c\u4f46\u57fa\u672c\u4e0d\u53ef\u80fd\u63d0\u524d\u3002<\/p>\n<p>&ldquo;\u6309\u7167\u80fd\u6e90\u9769\u547d\u6218\u7565\u7684\u53d1\u5c55\u89c4\u5212\uff0c\u4e0d\u7ba1\u662f2020\u5e74\u8fd8\u662f2030\u5e74\uff0c\u4e2d\u56fd\u5355\u4f4d\u56fd\u5185\u751f\u4ea7\u603b\u503c\u4e8c\u6c27\u5316\u78b3\u6392\u653e\u8fd9\u4e00\u5173\u952e\u6307\u6807\u5747\u80fd\u987a\u5229\u5b8c\u6210\uff0c\u4f46\u4f5c\u4e3a\u52aa\u529b\u7684\u76ee\u6807\uff0c\u6311\u6218\u6027\u662f\u4e0d\u8db3\u591f\u7684\uff0c&rdquo;\u8881\u5bb6\u6d77\u8868\u793a\uff0c\u8fd9\u4e00\u6c14\u5019\u627f\u8bfa\u5e76\u6ca1\u6709\u8fbe\u5230\u56fd\u9645\u793e\u4f1a\u7684\u671f\u5f85\u3002<\/p>\n<p>\u503c\u5f97\u6ce8\u610f\u7684\u662f\uff0c\u8881\u5bb6\u6d77\u5728\u8bba\u6587\u4e2d\u8fd8\u63d0\u5230\uff0c\u6309\u7167\u80fd\u6e90\u9769\u547d\u6218\u7565\uff0c\u4e2d\u56fd\u7164\u70ad\u6d88\u8d39\u76f4\u52302030\u5e74\u8fd8\u5728\u7f13\u6162\u589e\u957f\u3002\u7136\u800c\uff0c2013-2016\u5e74\u95f4\u4e2d\u56fd\u7164\u70ad\u5b9e\u9645\u6d88\u8d39\u91cf\uff08\u6309\u6807\u51c6\u7164\u53e3\u5f84\uff09\u5df2\u7ecf\u4e0b\u964d\u4e8610.9%\u3002\u7164\u70ad\u6d88\u8d39\u524d\u666f\u7684\u4e0d\u786e\u5b9a\u5c06\u6781\u5927\u5f71\u54cd\u4e2d\u56fd\u7684\u5b9e\u9645\u51cf\u6392\u8868\u73b0\u3002<\/p>\n<p><strong>\u66f4\u8fdb\u4e00\u6b65<\/strong><\/p>\n<p>\u8881\u5bb6\u6d77\u8ba4\u4e3a\u4e2d\u56fd\u5b8c\u5168\u53ef\u4ee5\u66f4\u8fdb\u4e00\u6b65\u538b\u4f4e\u4e00\u6b21\u80fd\u6e90\u6d88\u8d39\u603b\u91cf\uff0c\u5b9e\u73b0\u66f4\u52a0\u6709\u96c4\u5fc3\u7684\u80fd\u6e90\u5f3a\u5ea6\u3001\u78b3\u5f3a\u5ea6\u76ee\u6807\uff0c\u4f7f\u78b3\u6392\u653e\u8fbe\u5cf0\u7684\u65f6\u95f4\u63d0\u524d\u52302023\u5e74\u9644\u8fd1\uff0c\u5e76\u663e\u8457\u964d\u4f4e\u5cf0\u503c\u3002<\/p>\n<p>\u8bba\u6587\u5c06\u8fd9\u4e00\u66f4\u6709\u96c4\u5fc3\u7684\u80fd\u6e90\u6d88\u8d39\u8def\u5f84\u79f0\u4e3a\u9ad8\u80fd\u6548\u60c5\u5883\uff08ambitious energy efficiency scenario\uff09\uff0c\u5e76\u8ba4\u4e3a\u5728\u6b64\u60c5\u5883\u4e0b\uff0c\u52302030\u5e74\u4e2d\u56fd\u5355\u4f4dGDP\u78b3\u5f3a\u5ea6\u4e0b\u964d\u5e45\u5ea6\u5c06\u8fbe\u523071%\uff0c\u800c\u80fd\u6e90\u6d88\u8d39\u78b3\u6392\u653e\u52302030\u5e74\u5c06\u4ec5\u4e3a99.9\u4ebf\u5428\uff0c\u6bd4\u80fd\u6e90\u9769\u547d\u6218\u7565\u60c5\u5883\u4e0b\u8981\u4f4e\u591a\u8fbe12%\u3002<\/p>\n<p>\u6b64\u5916\uff0c\u9ad8\u80fd\u6548\u60c5\u5883\u4e0b\uff0c\u4e2d\u56fd\u80fd\u6e90\u6d88\u8d39\u78b3\u6392\u653e\u603b\u91cf\u57282020\u52302025\u5e74\u95f4\u5c31\u57fa\u672c\u505c\u6b62\u589e\u957f\uff0c\u6700\u65e9\u53ef\u4e8e2023\u5e74\u5de6\u53f3\u8fbe\u5cf0\u5e76\u8fdb\u5165\u5e73\u53f0\u671f\u3002<\/p>\n<p>&ldquo;\u6309\u7167\u80fd\u6e90\u9769\u547d\u6218\u75652030\u63d0\u51fa\u7684\u76ee\u6807\uff0c\u5728\u80fd\u6e90\u4f7f\u7528\u4e0a\u4e2d\u56fd\u53ea\u80fd\u505a\u5230\u6cbf\u7740\u53d1\u8fbe\u56fd\u5bb6\u4e1a\u5df2\u5b9e\u73b0\u7684\u9053\u8def\u524d\u8fdb\uff0c\u800c\u5f3a\u5316\u8282\u80fd\u5219\u4f7f\u4e2d\u56fd\u53ef\u8d85\u8d8a\u53d1\u8fbe\u56fd\u5bb6\u7684\u5386\u53f2\u8f68\u8ff9\uff0c\u6210\u4e3a\u65b0\u7684\u5168\u7403\u80fd\u6548\u9886\u8896\uff0c&rdquo;\u8881\u8868\u793a\u3002<\/p>\n<p>\u5bf9\u4e8e\u5728\u6b63\u5728\u8fdb\u884c\u7684\u6ce2\u6069\u6c14\u5019\u5cf0\u4f1a\uff0c\u4ed6\u8ba4\u4e3a\uff0c\u4e2d\u56fd\u66f4\u52a0\u6709\u96c4\u5fc3\u7684\u627f\u8bfa&ldquo;\u81f3\u5173\u91cd\u8981&rdquo;\u3002<\/p>\n<p>&nbsp;&nbsp;<em><img
