href=\"https:\/\/www.unenvironment.org\/resources\/emissions-gap-report-2018\">\u6392\u653e\u5dee\u8ddd\u62a5\u544a<\/a>\u300b\uff08\u4ee5\u4e0b\u7b80\u79f0&ldquo;\u300a\u62a5\u544a\u300b&rdquo;\uff09\u5c55\u793a\u4e86\u5168\u7403\u51cf\u6392\u7684\u4e25\u5cfb\u524d\u666f\u3002\u300a\u62a5\u544a\u300b\u6307\u51fa\uff0c\u5f53\u524d\u5404\u56fd\u7684\u56fd\u5bb6\u81ea\u4e3b\u51cf\u6392\u627f\u8bfa\uff08NDC\uff09\u4e0d\u8db3\u4ee5\u5f25\u5408\u52302030\u5e74\u5b9e\u73b0\u6c14\u5019\u76ee\u6807\u7684\u6392\u653e\u5dee\u8ddd\u3002<\/p>\n<p>\u6240\u8c13&ldquo;\u6392\u653e\u5dee\u8ddd&rdquo;\uff0c\u6307\u7684\u662f\u5b9e\u73b0\u6c14\u5019\u76ee\u6807\u6240\u9700\u7684\u51cf\u6392\u6c34\u5e73\u4e0e\u5404\u56fd\u51cf\u6392\u627f\u8bfa\u7684\u9884\u8ba1\u6c34\u5e73\u4e4b\u95f4\u7684\u5dee\u8ddd\u3002\u62a5\u544a\u6307\u51fa\uff0c\u8981\u5b9e\u73b0\u5168\u7403\u5347\u6e292\u5ea6\u4ee5\u5185\u7684\u300a\u5df4\u9ece\u534f\u5b9a\u300b\u76ee\u6807\uff0c\u5404\u56fdNDC\u9700\u8981\u8f83\u73b0\u6709\u6c34\u5e73\u63d0\u5347\u4e09\u500d\uff0c\u800c\u8981\u5b9e\u73b01.5\u5ea6\u76ee\u6807\uff0c\u5219\u9700\u8981\u63d0\u53475\u500d\u3002<\/p>\n<p>\u8fd9\u4e00\u5dee\u8ddd\u51f8\u663e\u4e86\u6c14\u5019\u76ee\u6807\u4e0e\u73b0\u5b9e\u4e4b\u95f4\u7684\u9e3f\u6c9f\u3002\u4e0b\u5468\u5373\u5c06\u5728\u6ce2\u5170\u4e3e\u884c\u7684\u7b2c24\u6b21\u8054\u5408\u56fd\u6c14\u5019\u53d8\u5316\u6846\u67b6\u516c\u7ea6\u7f14\u7ea6\u65b9\u5927\u4f1a\uff08COP24\uff09\u5c06\u8ba8\u8bba\u5f25\u5408\u8fd9\u4e00\u5dee\u8ddd\u7684\u673a\u5236\u3002<\/p>\n<p><strong>\u5168\u7403\u78b3\u6392\u653e\u518d\u6b21\u4e0a\u5347<\/strong><\/p>\n<p>2017\u5e74\uff0c\u5168\u7403\u6e29\u5ba4\u6c14\u4f53\u6392\u653e\u6ca1\u6709\u4efb\u4f55&ldquo;\u8fbe\u5cf0&ldquo;\u7684\u8ff9\u8c61\u3002\u4e8b\u5b9e\u4e0a\uff0c\u5168\u7403\u78b3\u6392\u653e\u5728\u7ecf\u8fc7\u4e86\u4e09\u5e74\u7684\u5e73\u7a33\u8868\u73b0\u4e4b\u540e\uff0c\u4e8e\u8fd9\u4e00\u5e74\u91cd\u65b0\u8fdb\u5165\u4e86&ldquo;\u4e0a\u5347\u671f&rdquo;\u3002<\/p>\n<p>\u300a\u62a5\u544a\u300b\u663e\u793a\uff0c\u5728\u7ecf\u8fc7\u4e862014\u30012015\u30012016\u5e74\u7684\u505c\u6ede\u671f\u540e\uff0c2017\u5e74\u5168\u7403\u6e29\u5ba4\u6c14\u4f53\u6392\u653e\uff08\u4e0d\u5305\u62ec\u571f\u5730\u5229\u7528\u53d8\u5316\uff09\u4e0a\u53471.1%\uff0c\u8fbe\u5230\u521b\u7eaa\u5f55\u7684492\u4ebf\u5428\u4e8c\u6c27\u5316\u78b3\u5f53\u91cf\u3002<\/p>\n<p>\u8fde\u7eed\u4e09\u5e74 (2014-2016) \u7684\u5316\u77f3\u80fd\u6e90\u548c\u5de5\u4e1a\u78b3\u6392\u653e\u96f6\u589e\u957f\uff0c\u66fe\u4e3a\u5168\u7403\u6c14\u5019\u53d8\u5316\u89c2\u5bdf\u8005\u5e26\u6765\u4e50\u89c2\u4fe1\u53f7&mdash;&mdash;\u5f53\u65f6\u7684\u8206\u8bba\u5206\u6790\uff0c\u6e29\u5ba4\u6c14\u4f53\u6392\u653e\u6b63\u5728\u4e0e\u7ecf\u6d4e\u589e\u957f<a href=\"https:\/\/www.iea.org\/newsroom\/news\/2017\/march\/iea-finds-co2-emissions-flat-for-third-straight-year-even-as-global-economy-grew.html\">\u8131\u94a9<\/a>\uff0c\u5168\u7403\u78b3\u6392\u653e\u8ddd\u79bb\u8fbe\u5cf0<a href=\"https:\/\/www.theguardian.com\/environment\/2017\/sep\/28\/global-carbon-emissions-stood-still-in-2016-offering-climate-hope\">\u4e0d\u8fdc\u4e86<\/a>\u3002\u7136\u800c\uff0c2017\u5e74\u7684\u5206\u6790\u7ed3\u679c\u663e\u793a\u76ee\u524d\u5168\u7403\u78b3\u6392\u653e\u5c1a\u672a\u8fbe\u5230\u5cf0\u503c\u3002\u300a\u62a5\u544a\u300b\u6307\u51fa\uff1a&ldquo;2017\u5e74\u7684\u6392\u653e\u4e0a\u5347\u63d0\u51fa\u4e86\u4e00\u4e2a\u95ee\u9898\uff0c\u90a3\u5c31\u662f\u4e4b\u524d\u4e09\u5e74\u7684\u6392\u653e\u8d8b\u7f13\u662f\u5426\u4e3b\u8981\u7531\u77ed\u671f\u7684\u7ecf\u6d4e\u56e0\u7d20\u6240\u63a8\u52a8\u7684\u3002&rdquo;<\/p>\n<p>\u300a\u62a5\u544a\u300b\u8ba4\u4e3a\uff0c\u4e3a\u4e86\u4f7f\u5f97\u5168\u7403\u5347\u6e29\u80fd\u591f\u4ee5\u6700\u5c11\u4ee3\u4ef7\u63a7\u5236\u57282\u5ea6\u4ee5\u5185\uff0c2030\u5e74\u7684\u6e29\u5ba4\u6c14\u4f53\u6392\u653e\u9700\u8981\u6bd4\u73b0\u5728\u51cf\u5c11\u56db\u5206\u4e4b\u4e00\u3002\u5982\u679c\u8981\u5b9e\u73b01.5\u5ea6\u7684\u76ee\u6807\uff0c\u5219\u8981\u6bd4\u73b0\u5728\u51cf\u5c1155%\u3002 \u8fd9\u610f\u5473\u7740\u5168\u7403\u7684\u6e29\u5ba4\u6c14\u4f53\u6392\u653e\u5e94\u8be5\u5c3d\u5feb\u89c1\u9876\u5e76\u5f00\u59cb\u4e0b\u964d\uff0c\u4f46\u73b0\u5b9e\u60c5\u51b5\u4e0e\u62a5\u544a\u63d0\u51fa\u7684\u613f\u666f\u5927\u76f8\u5f84\u5ead\u3002&nbsp;&nbsp;<\/p>\n<p><strong>\u4e2d\u56fd\u78b3\u6392\u653e\u4f55\u65f6\u8fbe\u5cf0\uff1f<\/strong><\/p>\n<p>\u4e2d\u56fd\u4f5c\u4e3a\u5168\u7403\u6700\u5927\u7684\u78b3\u6392\u653e\u56fd\uff0c\u6bcf\u5e74\u78b3\u6392\u653e\u7ea6\u5360\u5168\u7403\u78b3\u6392\u653e\u7684\u56db\u5206\u4e4b\u4e00\u3002\u4e2d\u56fd\u7684\u78b3\u6392\u653e\u4f55\u65f6\u8fbe\u5230\u5cf0\u503c\uff0c\u5bf9\u5168\u7403\u5f25\u5408\u6392\u653e\u5dee\u8ddd\u81f3\u5173\u91cd\u8981\u3002<\/p>\n<p>2014\u5e74\u4e2d\u56fd<a href=\"https:\/\/obamawhitehouse.archives.gov\/the-press-office\/2014\/11\/11\/us-china-joint-announcement-climate-change\">\u9996\u6b21\u63d0\u51fa<\/a>&ldquo;\u8ba1\u5212\u57282030\u5e74\u5de6\u53f3\u4e8c\u6c27\u5316\u78b3\u6392\u653e\u8fbe\u5230\u5cf0\u503c\uff0c\u4e14\u5c06\u52aa\u529b\u65e9\u65e5\u8fbe\u5cf0&rdquo;\u3002\u5f53\u65f6\uff0c\u4e2d\u56fd\u7684\u7164\u70ad\u6d88\u8d39\u5df2\u7ecf\u51fa\u73b0\u4e86\u8fbe\u5cf0\u8ff9\u8c61\u3002\u4f5c\u4e3a\u4e2d\u56fd\u6700\u91cd\u8981\u7684\u4e00\u6b21\u80fd\u6e90\uff0c\u7164\u70ad\u6d88\u8d39\u8d8b\u52bf\u5c06\u663e\u8457\u5f71\u54cd\u4e2d\u56fd\u78b3\u6392\u653e\u8fbe\u5cf0\u524d\u666f\u3002\u6709<a href=\"https:\/\/www.nature.com\/articles\/ngeo2777\">\u4e13\u5bb6\u5224\u65ad<\/a>\uff0c\u4e2d\u56fd\u7164\u70ad\u6d88\u8d39\u53ef\u80fd\u57282013\u5e74\u5df2\u7ecf\u63d0\u65e9\u8fbe\u5230\u5cf0\u503c\uff0c\u4e2d\u56fd\u7ecf\u6d4e\u589e\u957f\u4e0e\u7164\u70ad\u6d88\u8d39\u4e5f\u5c06\u9010\u6e10\u8131\u94a9\u3002\u7136\u800c\uff0c \u968f\u77402017\u5e74\u4e2d\u56fd\u7164\u70ad\u6d88\u8d39<a href=\"https:\/\/www.chinadialogue.net\/blog\/10424-China-s-coal-consumption-grows-slightly\/ch\">\u7ec8\u6b62\u4e0b\u884c\u8d8b\u52bf<\/a>\uff08\u5f53\u5e74\u589e\u957f0.4%\uff09\uff0c\u4e2d\u56fd\u7684&ldquo;\u8fbe\u5cf0\u4e4b\u8def&rdquo;\u4e0d\u786e\u5b9a\u6027\u663e\u8457\u589e\u52a0\uff0c\u5173\u4e8e\u4e2d\u56fd\u78b3\u6392\u653e\u4f55\u65f6\u8fbe\u5cf0\u7684\u8ba8\u8bba\u4e5f\u53d8\u5f97\u70ed\u70c8\u3002<\/p>\n<p><iframe href=\"https:\/\/www.nature.com\/articles\/s41561-018-0161-1\">\u6587\u7ae0<\/a>\u4ee3\u8868\u4e86\u5bf9\u4e2d\u56fd\u78b3\u6392\u653e\u8fbe\u5cf0\u7684\u8f83\u4e3a\u4e50\u89c2\u7684\u9884\u671f\u3002\u6587\u7ae0\u6307\u51fa\uff0c\u4e2d\u56fd\u7684\u78b3\u6392\u653e\u5728\u7ecf\u5386\u4e862013\u5e74\u7684\u9ad8\u70b9\u540e\uff0c\u4ece2014\u52302016\u5e74\u9010\u5e74\u4e0b\u964d\uff0c\u4e4b\u540e\u5c06\u5904\u4e8e\u5c0f\u5e45\u6ce2\u52a8\u671f\u3002<\/p>\n<p>\u5173\u5927\u535a\u548c\u5b5f\u9756\u8ba4\u4e3a\uff0c\u4e2d\u56fd\u8fd1\u5e74\u6765\u7684\u7ecf\u6d4e\u589e\u901f\u653e\u7f13\u6709\u5229\u4e8e\u51cf\u6392\uff0c\u4f46\u66f4\u4e3b\u8981\u7684\u539f\u56e0\u662f\u5de5\u4e1a\u7ed3\u6784\u8f6c\u53d8\u4ee5\u53ca\u7164\u70ad\u5728\u80fd\u6e90\u7ed3\u6784\u4e2d\u6bd4\u91cd\u7684\u4e0b\u964d\u3002 \u6b64\u5916\uff0c\u80fd\u6e90\u5f3a\u5ea6\uff08\u5355\u4f4dGDP\u80fd\u6e90\u6d88\u8d39\u91cf\uff09\u548c\u6392\u653e\u5f3a\u5ea6\uff08\u5355\u4f4dGDP \u78b3\u6392\u653e\u91cf\uff09\u7684\u4e0b\u964d\u4e5f\u662f\u4e00\u4e2a\u9a71\u52a8\u56e0\u7d20\u3002\u4f5c\u8005\u8ba4\u4e3a\uff0c\u5982\u679c\u6b63\u5728\u8fdb\u884c\u4e2d\u7684\u5de5\u4e1a\u548c\u80fd\u6e90\u4f53\u7cfb\u8f6c\u578b\u7ee7\u7eed\u4e0b\u53bb\uff0c\u78b3\u6392\u653e\u7684\u4e0b\u964d\u8d8b\u52bf\u5c06\u5f88\u53ef\u80fd\u6301\u7eed\u3002<\/p>\n<p>\u5927\u90e8\u5206\u4e2d\u56fd\u4e13\u5bb6\u5219\u8ba4\u4e3a\u4e2d\u56fd\u4ecd\u672a\u8fbe\u5cf0\uff0c\u4e2d\u56fd\u78b3\u6392\u653e\u7684\u8fbe\u5cf0\u5e74\u4efd\u5e94\u8be5\u57282020-2025\u5e74\u4e4b\u95f4\u3002 \u5f53\u524d\u4e2d\u56fd\u78b3\u6392\u653e\u589e\u901f\u8d8b\u7f13\u751a\u81f3\u51fa\u73b0\u5c0f\u5e45\u4e0b\u964d\uff0c \u662f\u4e00\u79cd\u5178\u578b\u7684&ldquo;\u5cf0\u503c\u524d&rdquo;\u7279\u5f81\u3002<\/p>\n<p>\u56fd\u5bb6\u53d1\u5c55\u548c\u6539\u9769\u59d4\u5458\u4f1a\u80fd\u6e90\u7814\u7a76\u6240\u7814\u7a76\u5458\u59dc\u514b\u96bd<u><a href=\"https:\/\/www.ipac-model.org\/pub\/Chinese%20Emission%20Peak%20Study%20by%20IPAC_2015v5-Jiang-Chinese%20version.pdf\">\u5206\u6790<\/a>\uff0c\u8ba4\u4e3a\u4e2d\u56fd\u7684\u9ad8\u8017\u80fd\u5de5\u4e1a\u5f88\u53ef\u80fd\u5728\u5341\u4e09\u4e94\u671f\u95f4\uff082016-2020\uff09\u5b9e\u73b0\u4ea7\u91cf\u5cf0\u503c\uff0c\u4e4b\u540e\u80fd\u6e90\u9700\u6c42\u7684\u589e\u957f\u901f\u5ea6\u5c06\u660e\u663e\u653e\u6162\u3002 \u8003\u8651\u53ef\u518d\u751f\u80fd\u6e90\u3001\u6838\u7535\u3001\u5929\u7136\u6c14\u7684\u53d1\u5c55\u4ee5\u53ca\u6280\u672f\u8fdb\u6b65\uff0c\u4e2d\u56fd\u57282020\u5e74\u52302023\u5e74\u4e4b\u95f4\u5b9e\u73b0\u6392\u653e\u5cf0\u503c\u7684\u53ef\u80fd\u6027\u5f88\u9ad8\u3002<\/p>\n<p>\u5c3d\u7ba1\u4e2d\u56fd\u8fd1\u5e74\u7164\u70ad\u6d88\u8d39\u51fa\u73b0\u4e86\u4e0b\u964d\uff0c\u4f46\u7f8e\u56fd\u52b3\u4f26\u65af&bull;\u4f2f\u514b\u5229\u56fd\u5bb6\u5b9e\u9a8c\u5ba4\uff08LBL\uff09\u56e2\u961f\u5728\u8bba\u6587<a href=\"https:\/\/china.lbl.gov\/publications\/near-term-trends-chinas-coal\">\u300a\u4e2d\u56fd\u7164\u70ad\u6d88\u8d39\u7684\u77ed\u671f\u8d8b\u52bf<\/a><a
