{"id":44105,"date":"2019-01-10T13:03:00","date_gmt":"2019-01-10T13:03:00","guid":{"rendered":""},"modified":"2020-06-22T23:19:17","modified_gmt":"2020-06-22T23:19:17","slug":"44105","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/zh\/7\/44105\/","title":{"rendered":"\u5956\u8fd8\u662f\u7f5a\uff1a\u4e2d\u56fd\u5783\u573e\u5206\u7c7b\u7684\u63a2\u7d22"},"content":{"rendered":"<p>\u5317\u4eac\u5357\u57ce\u4e00\u4e2a\u5bd2\u51b7\u7684\u51ac\u65e5\u65e9\u4e0a\uff0c\u516d\u5341\u5c81\u7684\u52b2\u677e\u4e94\u533a\u5c45\u6c11\u674e\u654f\u63d0\u7740\u4e00\u888b\u81ea\u5df1\u5728\u5bb6\u6311\u62e3\u597d\u7684\u53a8\u4f59\u5783\u573e\u8d70\u5230300\u7c73\u5916\u793e\u533a\u53e6\u4e00\u5934\u7684&ldquo;\u7eff\u99a8\u5c0f\u5c4b&rdquo;\u3002\u5728\u90a3\u91cc\uff0c\u5de5\u4f5c\u4eba\u5458\u5bf9\u53a8\u4f59\u5783\u573e\u79f0\u91cd\u540e\uff0c\u674e\u654f\u7684\u4e13\u95e8\u8d26\u6237\u91cc\u8ba1\u5165\u4e86\u76f8\u5e94\u7684\u79ef\u5206\u3002\u6bcf\u4e24\u5929\u53bb\u6295\u653e\u4e00\u6b21\u53a8\u4f59\u5783\u573e\u6210\u4e86\u674e\u654f\u8fd9\u5927\u534a\u5e74\u6765\u5fc5\u505a\u7684\u4e00\u4ef6\u4e8b\u3002\u8fd9\u4e2a\u4e60\u60ef\u4e5f\u5e26\u6765\u4e86\u5b9e\u9645\u7684\u597d\u5904\uff0c\u5979\u62ff\u51fa\u4e00\u4e2a\u5199\u7740&ldquo;\u9996\u521b\u667a\u6167\u7eff\u5361&rdquo;\u7684\u5c0f\u78c1\u5361\u8bf4\uff0c&ldquo;\u8fd9\u4e2a\u5783\u573e\u5206\u7c7b\u4e0d\u767d\u505a\uff0c\u6211\u5df2\u7ecf\u79ef\u4e86\u6709\u56db\u4e94\u767e\u5206\u4e86\uff0c\u624b\u7eb8\u3001\u6d17\u8863\u7c89\uff0c\u8fd8\u6709\u62b1\u6795\uff0c\u6362\u4e86\u597d\u591a\u4e1c\u897f\u3002&rdquo;<\/p>\n<p>&ldquo;\u7eff\u99a8\u5c0f\u5c4b&rdquo;\u662f\u52b2\u677e\u8857\u9053\u4e0e\u5317\u4eac\u9996\u521b\u667a\u6167\u73af\u536b\u53d1\u5c55\u6709\u9650\u516c\u53f8\u3001\u4e2d\u73af\u521b\u65b0\u79d1\u6280\u53d1\u5c55\u6709\u9650\u516c\u53f8\u5408\u4f5c\u5728\u52b2\u677e\u4e94\u533a\u8bbe\u7acb\u4e86\u4e00\u5e74\u591a\u7684\u53a8\u4f59\u5783\u573e\u6295\u653e\u70b9\uff0c\u901a\u8fc7\u79ef\u5206\u5956\u52b1\u7684\u65b9\u5f0f\u6fc0\u52b1\u5c45\u6c11\u5bf9\u5783\u573e\u8fdb\u884c\u5e72\u6e7f\u5206\u79bb\u3002\u5c45\u6c11\u53ef\u7528\u79ef\u5206\u5728&ldquo;\u7eff\u99a8\u5c0f\u5c4b&rdquo;\u548c\u5de5\u4f5c\u4eba\u5458\u6362\u53d6\u751f\u6d3b\u7528\u54c1\u3002<\/p>\n<p>2017\u5e74\u53d1\u6539\u59d4\u3001\u4f4f\u5efa\u90e8\u53d1\u5e03\u300a<a href=\"https:\/\/www.ndrc.gov.cn\/zcfb\/zcfbqt\/201703\/W020170331310014947378.pdf\">\u751f\u6d3b\u5783\u573e\u5f3a\u5236\u5206\u7c7b\u5236\u5ea6\u65b9\u6848<\/a>\u300b\uff08\u4ee5\u4e0b\u7b80\u79f0&ldquo;\u300a\u65b9\u6848\u300b&rdquo;\uff09\u540e\uff0c\u4e2d\u56fd\u57ce\u5e02\u518d\u6b21\u5f00\u59cb\u5927\u529b\u63a8\u884c\u5783\u573e\u5206\u7c7b\u3002&ldquo;\u5783\u573e\u5206\u7c7b\u5de5\u4f5c\u5c31\u662f\u65b0\u65f6\u5c1a&rdquo;\uff0c2018\u5e7411\u6708\u521d\u4e60\u8fd1\u5e73\u4e3b\u5e2d\u5728\u4e0a\u6d77\u8679\u53e3\u533a\u8003\u5bdf\u65f6\u7684\u4e00\u53e5\u8bdd\uff0c\u8ba9\u5783\u573e\u5206\u7c7b\u91cd\u65b0\u6210\u4e3a\u4e2d\u56fd\u57ce\u5e02\u7ba1\u7406\u7684\u70ed\u70b9\u8bae\u9898\u3002<\/p>\n<p>\u4f46\u65b0\u4e00\u8f6e\u7684\u5783\u573e\u5206\u7c7b\u70ed\u6f6e\u4ee5&ldquo;\u5956\u52b1&rdquo;\u5e26\u52a8\u5206\u7c7b\u7684\u601d\u8def\u4e5f\u9762\u4e34\u6765\u81ea\u73b0\u5b9e\u7684\u8003\u9a8c\u548c\u6709\u6548\u6027\u7684\u8d28\u7591\u3002<\/p>\n<p><img \/>\u81f3\u7eff\u99a8\u5c0f\u5c4b\u7684\u53a8\u4f59\u5783\u573e\u3002\u6444\u5f71\uff1a\u738b\u6668\u200b<\/span><\/p>\n<p><strong>\u5783\u573e\u5206\u7c7b\u6301\u4e45\u6218<\/strong><\/p>\n<p>\u4e2d\u56fd\u6700\u65e9\u63d0\u51fa\u5783\u573e\u5206\u7c7b\u6982\u5ff5\u8981\u8ffd\u6eaf\u52301957\u5e74\u5e747\u670812\u65e5\u5728\u300a\u5317\u4eac\u65e5\u62a5\u300b\u520a\u767b\u7684\u300a\u5783\u573e\u8981\u5206\u7c7b\u6536\u96c6\u300b\u4e00\u6587\uff0c\u5728\u5f53\u5e74\u7269\u8d28\u6781\u7aef\u532e\u4e4f\u7684\u72b6\u6001\u4e0b\uff0c\u5783\u573e\u5206\u7c7b\u6982\u5ff5\u8fd8\u7559\u5b58\u5728&ldquo;\u52e4\u4fed\u8282\u7ea6&rdquo;\u5c42\u9762\u3002\u800c\u5783\u573e\u5206\u7c7b\u76f8\u5173\u653f\u7b56\u5236\u5b9a\u662f\u4ece\u4e0a\u4e16\u7eaa\u4e5d\u5341\u5e74\u4ee3\u5f00\u59cb\u30021996\u5e74\u5317\u4eac\u5f00\u59cb\u6709\u4e86\u591a\u4e2a\u5783\u573e\u5206\u7c7b\u8bd5\u70b9\u5c0f\u533a\uff1b2000\u5e74\uff0c\u539f\u5efa\u8bbe\u90e8\u5c06\u5305\u62ec\u5317\u4eac\u3001\u4e0a\u6d77\u3001\u676d\u5dde\u3001\u5357\u4eac\u7b498\u5404\u57ce\u5e02\u786e\u5b9a\u4e3a\u9996\u6279&ldquo;\u751f\u6d3b\u5783\u573e\u5206\u7c7b\u6536\u96c6\u8bd5\u70b9\u57ce\u5e02&rdquo;\u3002<\/p>\n<p>\u65e9\u671f\u7684\u57ce\u5e02\u751f\u6d3b\u5783\u573e\u5206\u7c7b\u5c1d\u8bd5\uff0c\u5f88\u591a\u90fd\u7531\u4e8e\u5ffd\u89c6\u57f9\u517b\u5c45\u6c11\u5206\u7c7b\u4e60\u60ef\u517b\u6210\u548c\u540e\u7eed\u6536\u96c6\u5904\u7406\u4e0d\u5584\u800c\u4e0d\u4e86\u4e86\u4e4b\u3002\u4ee5\u5317\u4eac\u4e3a\u4f8b\uff0c\u8bd5\u70b9\u5de5\u4f5c\u5f00\u59cb\u540e\u7684\u5341\u4f59\u5e74\u91cc\uff0c\u5df2\u7ecf\u67093795\u4e2a\u5c0f\u533a\u5f00\u5c55\u4e86\u8bd5\u70b9\u5de5\u4f5c\uff0c\u51e0\u4e4e\u5360\u5230\u5317\u4eac\u5c0f\u533a\u7684\u4e00\u534a\u3002\u4f46\u7531\u4e8e\u5c45\u6c11\u5206\u7c7b\u6295\u653e\u53c2\u4e0e\u5ea6\u4f4e\u3001\u8fc7\u5ea6\u4f9d\u9760\u4e8c\u6b21\u5206\u62e3\uff0c\u8bd5\u70b9\u7684\u5783\u573e\u5206\u7c7b\u6574\u4f53\u6548\u679c\u4e0d\u4f73\u3002\u5c3d\u7ba1\u5c1d\u8bd5\u4e00\u76f4\u5728\u8fdb\u884c\uff0c\u548c\u5e9f\u7269\u5faa\u73af\u5229\u7528\u7387\u8d85\u8fc750%\u7684<a href=\"https:\/\/www.xinhuanet.com\/world\/2018-04\/19\/c_129853532.htm\">\u5fb7\u56fd<\/a>\u3001<a href=\"https:\/\/www.chinacace.org\/news\/view?id=4814\">\u65e5\u672c<\/a>\u7b49\u56fd\u76f8\u6bd4\uff0c\u4e2d\u56fd\u751f\u6d3b\u5783\u573e\u5206\u7c7b\u4e00\u76f4\u505c\u6ede\u4e0d\u524d\u3002<\/p>\n<p>2015\u5e74\u7531\u4e2d\u56fd\u4eba\u6c11\u5927\u5b66\u56fd\u5bb6\u53d1\u5c55\u4e0e\u6218\u7565\u7814\u7a76\u9662\u53d1\u5e03\u7684\u300a<a href=\"https:\/\/nads.ruc.edu.cn\/upfile\/file\/20150506093017_44689.pdf\">\u6211\u56fd\u57ce\u5e02\u751f\u6d3b\u5783\u573e\u7ba1\u7406\u72b6\u51b5\u8bc4\u4f30<\/a>\u300b\u6307\u51fa\uff0c\u5783\u573e\u5206\u7c7b\u8bd5\u70b9\u591a\u5e74\u540e\uff0c\u8bd5\u70b9\u57ce\u5e02\u4eba\u5747\u751f\u6d3b\u5783\u573e\u6e05\u8fd0\u91cf\u6ca1\u6709\u663e\u8457\u4e0b\u964d\uff0c\u5317\u4eac\u7684\u7eb8\u7c7b\u56de\u6536\u7387\u4ec525%\uff0c\u8fdb\u4e00\u6b65\u56de\u6536\u7a7a\u95f4\u5de8\u5927\u3002<\/p>\n<p>2017\u5e74\u7684\u300a\u65b9\u6848\u300b\u4e2d\u4e3a2020\u5e74\u5e95\u751f\u6d3b\u5783\u573e\u56de\u6536\u5229\u7528\u7387\u5236\u5b9a\u7684\u76ee\u6807\u4e5f\u53ea\u670935%\u3002<\/p>\n<p>\u516c\u76ca\u7ec4\u7ec7\u5317\u4eac\u96f6\u5e9f\u5f03\u8054\u76df\u7684\u53d1\u8d77\u4eba\u9648\u7acb\u96ef\u4e0e\u5979\u7684\u56e2\u961f\u591a\u5e74\u6765\u81f4\u529b\u89e3\u51b3\u57ce\u4e61\u5783\u573e\u5206\u7c7b\u51cf\u91cf\u95ee\u9898\u3002\u9648\u7acb\u96ef\u544a\u8bc9\u4e2d\u5916\u5bf9\u8bdd\uff0c\u5360\u5230\u5783\u573e\u603b\u91cf30%\u7684\u53ef\u56de\u6536\u7269\u4f1a\u88ab\u5e02\u573a\u9a71\u52a8\u7684\u5e9f\u54c1\u56de\u6536\u4e1a\u5438\u6536\uff0c\u6b64\u5916\u7684\u53a8\u4f59\u4e0e\u5176\u4ed6\u5783\u573e\u7684\u6d41\u5411\u8def\u5f84\u57fa\u672c\u4e0a\u662f&ldquo;\u6df7\u6295\u6df7\u6536\u6df7\u8fd0&rdquo;\uff0c\u4e00\u8def\u5230\u7ec8\u7aef\u7684\u586b\u57cb\u573a\u3001\u5806\u80a5\u5382\u6216\u711a\u70e7\u5382\u3002<\/p>\n<p>\u6df7\u5408\u5783\u573e\u7684\u4e0d\u5f53\u5904\u7406\u5e26\u6765\u7684\u540e\u679c\u89e6\u76ee\u60ca\u5fc3\u3002\u4e2d\u592e\u7535\u89c6\u53f0\u7684\u7cfb\u5217\u8282\u76ee\u300a<a href=\"https:\/\/www.bjd.com.cn\/zt\/wel19th\/wmdxd\/201710\/25\/t20171025_11073653.html\">\u5317\u4eac\u665a\u62a5\u62a5\u9053<\/a>\uff0c\u5c0f\u533a\u4e2d1167\u6237\u5c45\u6c11\u4e2d\u768473%\u53c2\u4e0e\u5230\u4e86\u667a\u6167\u5783\u573e\u5206\u7c7b\u4e2d\u3002\u4e00\u516c\u65a4\u7684\u53a8\u4f59\u5783\u573e\u79ef2\u5206\uff0c1\u516c\u65a4\u53ef\u56de\u6536\u5783\u573e\u79ef10\u5206\u3002\u79ef\u7d2f30\u5206\u4ee5\u4e0a\u53ef\u4ee5\u5151\u6362\u7c7b\u4f3c\u4e8e\u536b\u751f\u7eb8\u548c\u6d17\u8863\u7c89\u7684\u751f\u6d3b\u7528\u54c1\u3002<\/p>\n<p><span
