{"id":75074,"date":"2022-02-18T02:19:33","date_gmt":"2022-02-18T02:19:33","guid":{"rendered":"https:\/\/chinadialogue.net\/?p=75074"},"modified":"2022-02-18T02:20:09","modified_gmt":"2022-02-18T02:20:09","slug":"75074","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/zh\/1\/75074\/","title":{"rendered":"\u5168\u56fd\u78b3\u5e02\u573a\u8fd0\u884c\u9996\u5e74\u76d8\u70b9"},"content":{"rendered":"\n<p>\u4e2d\u56fd\u7684\u5168\u56fd\u78b3\u6392\u653e\u4ea4\u6613\u4f53\u7cfb\uff08ETS\uff09\u4e8e\u53bb\u5e74\u5f00\u59cb\u6295\u5165\u8fd0\u884c\u3002\u5b83\u8981\u6c42\u7535\u529b\u884c\u4e1a\u76842000\u591a\u5bb6\u91cd\u70b9\u6392\u653e\u5355\u4f4d\u5bf92019-2020\u5e74\u7684\u6392\u653e\u8fdb\u884c\u6838\u7b97\u3002\u8fd9\u4e00\u5168\u56fd\u78b3\u5e02\u573a\u76ee\u524d\u8986\u76d6\u7684\u4e8c\u6c27\u5316\u78b3\u5e74\u6392\u653e\u91cf\u8fbe\u5230\u8fd145\u4ebf\u5428\uff0c\u7ea6\u5360\u5168\u56fd\u603b\u6392\u653e\u91cf\u768440%\u3002\u4e0e\u6b27\u76df\u7b49\u5176\u4ed6\u5730\u65b9\u7684\u78b3\u5e02\u573a\u4e0d\u540c\uff0c\u4e2d\u56fd\u7684\u6392\u653e\u914d\u989d\u5206\u914d\u4e0d\u662f\u57fa\u4e8e\u6392\u653e\u603b\u91cf\u4e0a\u9650\u786e\u5b9a\u7684\uff0c\u800c\u662f\u57fa\u4e8e\u6392\u653e\u5f3a\u5ea6\u3002\u4e00\u4e2a\u6392\u653e\u914d\u989d\u610f\u5473\u7740\u4e00\u5bb6\u516c\u53f8\u53ef\u4ee5\u6392\u653e1\u5428\u78b3\u3002<\/p>\n\n\n\n<p>\u5230\u76ee\u524d\u4e3a\u6b62\uff0c\u5168\u56fd\u78b3\u5e02\u573a\u7684\u4ea4\u6613\u6d3b\u52a8\u8fd8\u5f88\u6709\u9650\uff1a2021\u5e74\u78b3\u6392\u653e\u914d\u989d\u603b\u8ba1\u6210\u4ea4\u4e864.1205\u4ebf\u5428\uff0c\u5305\u62ec\u533a\u57df\u6392\u653e\u4ea4\u6613\u8bd5\u70b9\u548c\u88ab\u79f0\u4e3a\u56fd\u5bb6\u6838\u8bc1\u81ea\u613f\u51cf\u6392\u91cf\uff08CCER\uff09\u7684\u56fd\u5185\u78b3\u62b5\u9500\u3002\u7136\u800c\uff0c\u8d77\u6b65\u7f13\u6162\u7684\u60c5\u51b5\u5e76\u4e0d\u5c11\u89c1\uff1a\u6b27\u76df\u6392\u653e\u4ea4\u6613\u4f53\u7cfb(EU-ETS)\u57282005\u5e74\u542f\u52a8\u540e\u7684\u7b2c\u4e00\u5e74\uff0c\u914d\u989d\u4ea4\u6613\u603b\u91cf\u4ec5\u67093.21\u4ebf\u5428\uff0c\u4f462021\u5e74\u5df2\u7ecf\u8fbe\u5230120\u4ebf\u5428\u3002<\/p>\n\n\n\n<p>\u4e2d\u56fd\u7684\u78b3\u6392\u653e\u4ea4\u6613\u8bd5\u70b9\uff08\u5176\u4e2d\u5927\u90e8\u5206\u81ea2013\u5e74\u4ee5\u6765\u4e00\u76f4\u5904\u4e8e\u6d3b\u8dc3\u72b6\u6001\uff09\u7ee7\u7eed\u5e76\u884c\u8fd0\u884c\uff0c\u4f46\u968f\u7740\u7535\u529b\u884c\u4e1a\u6392\u653e\u5355\u4f4d\u8d8a\u6765\u8d8a\u591a\u5730\u8f6c\u5411\u5168\u56fd\u78b3\u5e02\u573a\uff0c\u5927\u90e8\u5206\u8bd5\u70b9\u5e02\u573a\u7684\u4ea4\u6613\u989d\u51fa\u73b0\u4e86\u4e0b\u964d\u3002<\/p>\n\n\n\n<div class=\"wp-block-cd-accordion block--accordion\"><span class=\"block--accordion__title\"><strong>\u4ec0\u4e48\u662fCCERs?<\/strong><\/span><div class=\"block--accordion__content\"><div class=\"block--accordion__content__inner\"><p>\u56fd\u5bb6\u6838\u8bc1\u81ea\u613f\u51cf\u6392\u91cf\uff08CCER\uff09\u662f\u6307\u4f01\u4e1a\u5728\u81ea\u613f\u7684\u57fa\u7840\u4e0a\uff0c\u7ecf\u8fc7\u653f\u5e9c\u8ba4\u8bc1\u7684\u51cf\u6392\u6d3b\u52a8\uff0c\u4f8b\u5982\u53ef\u518d\u751f\u80fd\u6e90\u53d1\u7535\u3001\u6797\u4e1a\u78b3\u6c47\u9879\u76ee\u548c\u5783\u573e\u53d1\u7535\u9879\u76ee\u7b49\u3002<\/p><\/div><\/div><\/div>\n\n\n\n<p>\u4e2d\u56fd\u57282017\u5e74\u5ba3\u5e03\u5efa\u7acb\u5168\u56fd\u78b3\u6392\u653e\u4ea4\u6613\u4f53\u7cfb\u30022021\u5e741\u6708\u521d\uff0c\u751f\u6001\u73af\u5883\u90e8\uff08MEE\uff09\u53d1\u5e03\u5173\u952e\u653f\u7b56\u6587\u4ef6\uff0c\u5168\u56fd\u78b3\u5e02\u573a\u968f\u5373\u6b63\u5f0f\u6295\u5165\u8fd0\u884c\u30022021\u5e747\u6708\uff0c\u78b3\u6392\u653e\u6743\u4ea4\u6613\u5728\u4e0a\u6d77\u73af\u5883\u80fd\u6e90\u4ea4\u6613\u6240\u7684\u5e73\u53f0\u4e0a\u6b63\u5f0f\u4e0a\u7ebf\u3002\u8fd9\u4e00\u5e74\uff0c\u4e2d\u56fd\u53e6\u5916\u4e24\u4e2a\u4e3b\u8981\u78b3\u5e02\u573a\u673a\u6784\u4e5f\u5f00\u5c55\u4e86\u6d3b\u52a8\uff1a\u4e00\u662f\u5317\u4eac\u7eff\u8272\u4ea4\u6613\u6240\uff0c\u8fd9\u662f\u81ea\u613f\u51cf\u6392\u91cf\uff08VER\uff09\u548cCCER\u7684\u56fd\u5bb6\u4ea4\u6613\u5e73\u53f0\u3002\u53c2\u4e0e\u5168\u56fd\u78b3\u5e02\u573a\u7684\u4f01\u4e1a\u7ecf\u8425\u8005\u53ef\u5c06CCER\u4f5c\u4e3a\u8865\u5145\u5c65\u7ea6\u624b\u6bb5\uff1b\u4e8c\u662f\u6e56\u5317\u78b3\u6392\u653e\u6743\u4ea4\u6613\u4e2d\u5fc3\uff0c\u5728\u6b63\u5f0f\u7684\u5168\u56fd\u78b3\u6392\u653e\u6743\u6ce8\u518c\u767b\u8bb0\u673a\u6784\u5efa\u7acb\u4e4b\u524d\uff0c\u8be5\u4e2d\u5fc3\u662f\u4ea4\u6613\u548c\u6301\u6709\u91cf\u7684\u4e34\u65f6\u767b\u8bb0\u5904\u3002<\/p>\n\n\n\n<h2 id=\"h-\">\u6210\u679c\u559c\u4eba<\/h2>\n\n\n\n<p>\u622a\u81f3\u53bb\u5e7412\u670831\u65e5\uff0c\u5168\u56fd\u78b3\u5e02\u573a\u78b3\u6392\u653e\u914d\u989d\u4ee5\u6bcf\u542854.22\u5143\uff088.52\u7f8e\u5143\uff09\u6536\u76d8\uff0c\u6bd47\u670816\u65e5\u7684\u5f00\u76d8\u4ef7\u4e0a\u6da813%\u3002\u5305\u62ec\u6302\u724c\u534f\u8bae\u4ea4\u6613\uff08\u7ebf\u4e0a\uff09\u548c\u5927\u5b97\u534f\u8bae\u4ea4\u6613\uff08\u7ebf\u4e0b\uff09\u5728\u5185\uff0c2021\u5e74\u7684\u78b3\u6392\u653e\u914d\u989d\uff08CEA\uff09\u52a0\u6743\u5e73\u5747\u4ef7\u683c\u4e3a\u6bcf\u542843.85\u5143\uff086.89\u7f8e\u5143\uff09\u30022021\u5e74\u5168\u56fd\u78b3\u5e02\u573a\u5171\u8fd0\u884c114\u4e2a\u4ea4\u6613\u65e5\uff0c\u78b3\u6392\u653e\u914d\u989d\u7d2f\u8ba1\u6210\u4ea4\u91cf\u8fbe1.79\u4ebf\u5428\u3002\u5176\u4e2d\uff0c1.48\u4ebf\u5428\uff0883%\uff09\u4e3a\u573a\u5916\u4ea4\u6613\uff08OTC\uff09\u3002\u4e0b\u8868\u6982\u8ff0\u4e86\u53bb\u5e74\u4e0d\u540c\u7c7b\u578b\u4ea4\u6613\u7684\u5e02\u573a\u8868\u73b0\u3002<\/p>\n\n\n\n<h3
