The Shanghai Environment and Energy Exchange will provide a platform for emissions trading deals between companies and institutions, the report said.
The exchange in Beijing will mainly provide information on trading schemes for sulphur dioxide and chemical oxygen demand, a measure of water pollution, it added.
The northern Chinese city of Tianjin is also planning to set up an environment and energy exchange.
