The new measure is set to take effect early next year. It has not been revealed what penalties would be handed out for "pollution failures", the report said.
The plans were based on the 11th Five-Year Plan (2006-2010), which aims to reduce major water pollutant emissions by 10% from 2005 levels by 2010.
Annual targets have been set for pollution prevention in the basins of the Huai, Hai, Liao, Songhua and Yellow rivers, as well as the middle
and upper reaches of the Yangtze River. The measures will extend to the Chaohu and Dianchi lakes, it added.
