China and India would be willing to take action later, the Guardian cited sources at the G8 summit in northern Japan as saying. But they believe rich western countries should agree to take on cuts of between 80% and 90%.
Chinese president Hu Jintao said his country’s first priority was economic development and that its per capita emissions were low.
"Developed countries should make earnest efforts to attain the goal of emission reduction defined in the [Kyoto] Protocol and take concrete
measures to honor their commitments of providing funding and technology transfer to developing countries," state media quoted Hu as saying.
